Dear Mr. Miller:
Talbott Associates, Inc. (TAI)was requested to investigate a building fire.
Specifically,we were requested to investigate the extent of structural fire damage to a
warehouse.
This report is based on information currently available and is subject to revision and
expansion if additional data become available to TAI. Conclusions presented in this
report are based on a reasonable degree of engineering certainty. Selected photographs
taken during the course of our investigation that are referenced in the report are included
as figures. The remaining photographs are included in electronic format.
CONCLUSIONS
1. Approximately 80 -90% of the joists at their southern ends were either consumed
or had charred chords such that their capacity was less than 80%of original
design. Repair of these types of trusses that have undergone such extensive
damage that was found in the subject building is not practical. Replacement of
the roof framing is warranted.
2. The concrete masonry walls were discolored by smoke but did not appear to have
suffered any damage that would affect their structural capacity.

METHODS AND PROCEDURES
During the course of our investigation, TAI performed the following:
1. Engineer Michael R. Hagerty, P. E., inspected portions of the subject building on
March 7, 2014. Mr. Kevin Miller,of Crawford and Company, was available to
answer questions and assist with access.
2. This report was prepared.
DATA AND OBSERVATIONS
1. The structure was a combination warehouse with office spaces. It was located on
a level site at 15995 SW 74th Av, in Tigard,Oregon. It had a flat roof with a built
up roof membrane, concrete masonry unit(CMU)walls and a concrete foundation
at the perimeter. The east, south, west and north sides are shown in Figures 1 thru
4 respectively.
2. The building was reportedly constructed in about 1998. It was reported that a fire
started at the interior of the warehouse portion of the building at approximately
the midpoint of the south wall on February 13,2014.
3. The office spaces were located on two levels along the south and west sides.
Some office spaces were also located on two levels within the warehouse walls
along the middle of the south wall. The roof structure was plywood decking that
was supported by top bearing parallel chord wood trusses with steel tube web
members in the warehouse sections and engineered wood "I"joists over the office
spaces. The exterior walls were 8 inch thick CMU approximately 25 feet high
around the warehouse portion and about 21 feet high in the office portions.
4. The middle 60%of the warehouse space had a suspended ceiling(Figure 5). The
fire reportedly started in a ventilation fan and spread above the ceiling consuming
portions wood chords of the south ends of some of the roof joists near the fire
origin and charring the southern ends of most of the other joists east and west of
the origin(Figures 6—7). Approximately 80 -90%of the joists at their southern
ends were either consumed or had charred chords such that their capacity was less
than 80%of original design(Figures 8— 12).
5. A small portion of the ceiling joists and attic plywood floor above the office space
within the warehouse portion of the structure was damaged by fire(Figures 13 -
14).

6. Portions of the bottom of the roof deck had been exposed to fire in locations
where the insulation had become dislodged(Figure 15).
7. Although blackened with soot,the CMU walls appeared to be plumb and
structurally undamaged (Figure 16).
8. The office spaces on the exterior of the CMU warehouse walls did not suffer any
structural damage.
ANALYSIS AND DISCUSSION
1. Open web top-bearing parallel chord wood trusses, such as those in the subject
building, are carefully engineered to fully utilize the available material to sustain
the code-required loads. Loss of material in the wood chords due to consumption
by fire or distortions of the steel web members prevents the trusses from carrying
the required loads. Repair of these types of trusses that have undergone such
extensive damage that was found in the subject building is not practical.
Replacement of the roof framing is warranted. Replacement of the framing will
require replacement of the structural roof sheathing.
2. The damaged ceiling joists above the top level of office space inside the
warehouse can be repaired by cleaning and then providing"sistered"joists.
Unless further observation of the plywood attic floor after removal of debris
reveals more damage,the floor does not need to be replaced.
3. The concrete masonry walls were discolored by smoke but did not appear to have
suffered any damage that would affect their structural capacity.
