DESIGNATION: I-P:industrial park district. The I-P zoning district provides appropriate
locations for combining light manufacturing,office and small-scale commercial
uses,e.g.,restaurants,personal services and fitness centers,in a campus-like
setting. Only those light industrial uses with no off-site impacts, e.g.,noise,
glare,odor,vibration,are permitted in the I-P zone. In addition to mandatory
site development review,design and development standards in the I-P zone
have been adopted to insure that developments will be well-integrated,
attractively landscaped,and pedestrian-friendly.

APPROVED the above request. The findings and conclusions on which the decision is based are noted
in Section IV.

SECTION III. BACKGROUND INFORMATION
The project site is located at the southeast corner of Sandburg Street and 72nd Avenue. The 1.78 acre
site is developed with two office buildings constructed in 1991 (Site Development Review 90-0012). A
small addition was approved in 2005 (Minor Modification 2005-00005). The site was previously zoned
Professional Commercial (C-P) as were properties to the north and immediate south until 1990 when a
zone change to Industrial Park (I-P) was approved. There are other I-P zoned properties to the east
and west. Sites in the immediate area are developed with office buildings of varying ages.
The applicant is proposing minor alterations to curbing and landscaping at the northwest and
southwest corners of the existing building in the center of the site. The purpose is to improve
maneuverability for trucks through the parking lot. One small tree will be removed and replaced and
one parking stall will be converted to landscaping.
SECTION IV. APPLICABLE REVIEW CRITERIA AND FINDINGS
MINOR MODIFICATION OF SITE DEVELOPMENT REVIEW:
The proposed change in use requires a Minor Modification to approved plans or existing
development. Section 18.330.020.C.3 states that a minor modification shall be approved,
approved with conditions or denied following the Director's review and as follows:
1. The proposed development is in compliance with all applicable requirements of this
title; and
FINDING: Upon review of the proposal's plans and narrative, staff finds that the proposed
modification to landscaping and parking complies with all applicable
requirements of this title. Of most relevance to this proposal are the minimum
landscape requirements and parking. The minimum landscape requirement for
the I-P zone is 25%. However, at the time of original SDR approval, the site
was zoned C-P which has a 20% minimum landscape requirement. Currently
the site has 21% landscaping, which is grandfathered in as a nonconforming
right, and the site will continue to have 21% after the proposed landscape
modification.
One parking space will be removed for landscaping. The 30,024 square foot
office development requires 82 parking spaces. There will be 86 spaces left after
the modifications are complet. This criterion is met.
2. The modification is not a major modification.
FINDING: Staff finds that the changes listed in TDC18.330.020.B.2. a-h are either satisfied
or do not apply. Therefore, the proposed development is not a major
modification. This criterion is met.
CONCLUSION: The proposal is a minor modification of an existing conditional use and is in
compliance with the applicable requirements of this title.

Hi Betty,
I'm looking through old records—which both indicate that the site has always had approximately 20%
landscaping. That does not make sense since there was an addition in 2005. I don't see how the amount of
landscaping was calculated. The last MMD shows a total of 17,382 reduced to 15,974 after the addition. Will
you provide a plan showing how you got to the 17,002 total—I just need to be able to reconcile what has
happened. I can see some differences in what they proposed and then what was actually constructed.

Building Code.
RESPONSE: No changes to the structure are proposed.
5. An increase in the height of the building(s)by more than 20%.
RESPONSE: No changes to the structure are proposed.
6. A change in the typ e of location of access ways and parking areas where off-site
traffic would be affected.
RESPONSE: No changes to the access ways are proposed. The minor change to the
parking area will not affect off-site traffic.
