Meeting Minutes
November 18, 2009
CALL TO ORDER
John Harris called the meeting to order at 7:05 PM. The meeting was held in the Tigard Public
Library, second floor conference room, at 13500 SW Hall Blvd.

WELCOME AND INTRODUCTIONS
John asked everyone to introduce themselves, and then welcomed everyone to the meeting.
APPROVAL OF SEPTEMBER AND OCTOBER MEETING MINUTES
There was a motion by Connie, seconded by Sue, to approve the September 16, 2009 and
October 21, 2009 meeting minutes as presented. The motion carried as follows:

CENSUS COMPLETE COUNT COMMITTEE TRAINING
In his role as Partnership Specialist,John Chism explained his role as the Committee's primary
contact at the U.S. Census Bureau. He pointed the Committee to their United States Census
2010 Packet and specifically the Complete Count Training Manual. He invited Committee
members to review this information on their own, but that he prepared a shortened version of
the packet for this training session. He pointed the Committee to a copy of his presentation
located inside the folder. Highlights from his presentation are listed below:

• The U.S. Constitution requires that a census be conducted every ten years.
• The 2010 Census will count all residents living in the United States on April 1, 2010.
• The Census is important for many reasons, mainly:
o Congressional appointment and legislative redistricting;
o Federal funding allocation to state, local, and tribal governments ($400 billion per
year/ $4 trillion over one decade).
• Individual responses are protected and information cannot be used against a person by
any government agency or court.
o Every census employee must take an oath to protect the information and is
subject to a jail term, fine, or both if he or she discloses information.
• Basic components of the 2010 Census include the address list development, enumeration
operations (mainly the mail out/mail back form), and operations to ensure a count of
transitory locations and group quarters.
• The Regional Census Center is in Bothell,WA and the local census office in Beaverton,
OR.
• Census specialists are working now to recruit and hire local temporary employees for all
2010 operations.
0 The challenges of reaching the typically hard-to-count:
o Fear and concern regarding government—Post 9/11, immigration debate, and
Katrina present challenges
o Overcrowded and/or hidden housing in rural or urban areas
o Language diversity— Census questionnaires available in 6 languages, language
guides in 59 languages,paid advertising campaign in 18 languages
• 2010 Census Campaign—Partnerships to engage local leaders to advocate for the 2010
Census.
o Work together throughout the census to reach out to the hard to count
communities
o Build on campaign theme of"It's in Our Hands"
o Partners can be state, local and tribal governments, community-based
organizations, ethnic and minority coalitions, service providers, schools and
educators, religious leaders, rural and urban organizations,local businesses and
chambers, or local media outlets.
• Complete Count Committees, the Tribal Liaison Program, Census in Schools, religious
leaders outreach, community presence through public events, and the language assistance
program are the strategies which work best.
• Tools available: printed and digital promotional materials, event give-away items,
language assistance program, 2010 Census informational materials, Census planning
database.
o Promotional items available at www.2010census.gov
o Event give-away items include pens,pencils, mugs, event bags,water bottles, chip
clips, note pads, balloons, bookmarks, and other items.
0 Language Assistance Center Program in Washington County—There will be 100 Be
Counted sites with questionnaires in six languages and 80 Questionnaire assistance
centers in multi-languages with paid Census representatives, also telephone questionnaire
assistance.

• The Complete Count Committee can help by publically endorsing the 2010 Census and
helping to make the 2010 Census local.
John Chism also pointed the Committee to other information in the packet,including an
informational copy of what the 2010 Census form will look like, a sheet detailing 50 ways
Census Data are used, promotional materials, and a wheel explaining the American Community
Survey. He also directed everyone to a map handout illustrating the hard-to-count areas of
Washington County. In Tigard, as is common across the county, these areas follow the highway
system.
FANNO CREEK CONFERENCE TOPICS DISCUSSION, CONTINUED
Susan gave a brief summary of the City Council meeting on November 10, 2009. Connie tried to
make the meeting, but the order of the agenda was switched and she missed the Fanno Creek
Conference (FCC) conversation.
At that meeting Council was given two choices for the date of the conference May 15 and May
22. Susan reported that Council chose May 22, 2010 as the date for the FCC. May 22nd was
chosen over May 151h because of the election. Connie reported there is a big community wide
health fair planned for the same day.
The really good news, Susan informed, is $2500 was given to us by Council as the budget for
this event. In terms of expense there are still several venue options:
• Tigard Public Library, approx. $1400
• Broadway Rose Theater, approx. $1900
• Grand Hotel at Bridgeport, approx. $1800
Susan thought Council seemed willing to add additional funds,if justified for key note lunch
speaker honorarium, etc. Council is dedicating these resources because they really want this to
be a great event.
Susan asked Dianna to look into the Embassy Suites Hotel because the Grand Hotel at
Bridgeport is located in Tualatin. However, she said, catering is much easier to handle at a hotel.
Dianna is also checking to ensure the space is sufficient at the Broadway Rose Theater.
Next month, staff will either present the venue options to the CCI or report on the venue
chosen, if need be to stay on schedule.
Marissa pointed the Committee to the following list of Fanno Creek Conference topics on page
four of the October meeting minutes:
• What should the City's commitment to alternative transportation look like?
• Should there be a bike lane and/or pedestrian facility on every street in the City?

• Should foot/bike/bus routes be designated and publicized?
• Should the City divert a portion of the money designated for traffic improvements to
non-automobile transportation?
• Should the City make it a goal to have bike lanes and pedestrian facilities on at least one
side of the street?
• Has the internet and social media created a more cohesive Tigard?
• Should the City be using social media?
• How should the City prioritize new community facilities (community center, new police
facilities, recreation facilities)?
• Can we live side by side with wildlife? How can we do that? Should Tigard go the
Sherwood Route?
Susan said that when this list was presented to Council there were two they really liked. The
wildlife topic gets them every time, she said. Council agreed that this would be a good warm up
topic, and liked the humor associated with this topic. Sue originally suggested the idea after
hearing a radio show in KEX with Mark,who lives here in Tigard. Susan suggested he might be
a great speaker for this topic.
The prioritization of new community facilities also peaked Council's interest. For example, a
new police facility vs. a community center,where do people place their priorities?
Council also picked up on the Committee's transportation suggestions, and thought it would be
interesting to frame this as a question about where to place our limited resources. For example,
more lanes for cars or bikes?Transit vs. bike lanes? Susan said Council liked the idea of
juxtaposing two different options.
Council also talked about growth in Tigard and where is the best place for growth?Also,what
does it look like? For example,granny flats vs. high rise condos in downtown.
Marissa reported the plan is to have a finalized set of topic proposals for the Committee's joint
meeting with Council in January. Marissa and Susan thought it would be helpful if staff drafts
provocative questions from the current list of topics, then the CO can vote on which to
forward to Council at the December meeting. This will help to speed up the process.
Marissa and Susan pointed out that all of these topics really center on one theme, livability.John
noted that we are talking about livability but that people don't want more taxes. He suggested
that if we can get more people talking then they will get involved and that is what the
Committee is after.

In response to the topic about transportation,Bev suggested the City start its own shuttle
service. Susan said this is an issue which the TSP is looking to as an option currently. She added
that some communitities are doing some really interesting things with these systems. For
example, fixed routes during commute times, and grocery runs for disabled residents during the
afternoon.
CITY COUNCIL GOAL RECOMENDATIONS
This item was delayed to be discussed over email.
NEIGHBORHOOD NETWORKS UPDATE
Joanne was unable to attend the meeting, but she sent Marisa information to share with the CCI.
Nancy Irwin,in Neighborhood Network Area 2,won the Starbucks gift card offered by the City
to residents who left comments on their neighborhood websites. Total, only three people left
comments and all on the Area 2 page.Joanne hopes to run the contest again after more publicity
about the Neighborhood Network websites.
OTHER BUSINESS/ANNOUNCEMENTS/NEXT AGENDA
• The Committee decided to keep their regular meeting day and time for the December
meeting.
• Marissa is back in the office if the Committee has any concerns.

What: Fanno Creek Conference
When: We have set May 1st as the date, due to a community conflict with
May 22 and proximity to the May election for the May 15 option.
Where: The Library Community Room will be our conference venue. We will
set the room up with round tables to facilitate our desired meeting design.
Speakers: Some potential luncheon speakers are:
• Margaret Doherty, House District 35 Representative
• Sheila Greenlaw-Fink, Executive Director, Community Partners for
Affordable Housing (CPAH)
• Congressman David Wu
• Mike Houck, Executive Director of the Urban Greenspaces Institute
Food & Beverage: We will begin researching caterers now that we have set a
