Meeting Minutes
May 19, 2010
CALL TO ORDER
Basil Christopher called the meeting to order at 7:05 PM. The meeting was hcld in the Tigard
Public Library, second floor conference room, at 13500 SW Hall Blvd.

WELCOME AND INTRODUCTIONS
Basil welcomed everyone to the meeting.
APPROVAL OF APRIL MEETING MINUTES
Basil pointed to page four of the April meeting minutes. The second bullet point under Urban
Forestry Code Revisions Communication Plan lists messaging and branding. Basil asked Marissa
to define branding. Banding is a process of giving each project distinct messaging and graphic
elements. Marissa works with the City's graphic designer to come up with a color palate and
graphic elements for each of Long Range Planning's larger projects. She gave the example of
downtown projects which generally have an earthy color palate.
There was a motion by Cathy, seconded by Sue, to approve the April 21, 2010 meeting minutes
as presented. The motion carried as follows:

Marissa was excited to report the Census mail response rates. The national mail participation rate
was 72%. Overall,Washington County increased mail participation from 70.8%in 2000 to 77%in
2010. A map detailing response rates was included in the meeting packet.
This map details the increased mail participation rates in Tigard's "hard-to-count" areas. Specifically,
these areas saw increases from:
58.3% to 71%in the tract including the southern portion of 72nd Avenue
62.1% to 69%in the tract following Greenburg Road and including Washington Square Mall
61.5% to 69%in the tract roughly including the Tigard Triangle
Marissa reminded the Committee that for each percentage point increase in the national mail-back
response rate, the Census Bureau estimates saving taxpayers about $80 to $90 million in costs
associated with having to send census takers to nonresponding households for in-person interviews.
Marissa also shared this information with City Council through a Friday newsletter memo. Marissa
thanked the Committee for participating in this ad-hoc Council request. The Census is important
for our City.
Connie feels the Census did a good job of portraying the importance of the Census through TV
commercials, etc. Sue was excited that she is part of the census group with the highest response rate
in Tigard. Basil was thrilled to see that the City results matched those of the County and that Tigard
was one of the highest among local jurisdictions.
URBAN FORESTRY CODE REVISIONS PUBLIC INVOLVEMENT PLAN
Picking up from last month, Marissa briefly ran through the Urban Forestry Code Revisions
(UFCR) Public Involvement Plan.
Last month, the Committee covered:

Messaging/Branding

o Citizen Advisory Committee (CAC)
o Technical Advisory Committee (TAC)
o Peer Review Panel (PRP)
Marissa continued from this point with:
Stakeholders. Many people will be impacted by this project in many different ways. The
following is a list of categories depending on level of impact/interest in the project.

o Impacted—Tigard development community, urban forestry professionals, and
directly impacted property owners
o Highly Interested—City Council, Planning Commission,Tree Board, Portland
Metropolitan Home Builders Association, and interested parties (trees)
o Interested— CPO 4B and 4M,Tualatin Riverkeepers,interested parties
(Community Development),parks board,Tigard Transportation Advisory
Committee, Committee for Citizen Involvement
o General Public—Tigard residents and business owners
Project Phases. This process has been divided into four distinct public involvement
phases.
o Project Kickoff—Public Involvement Plan approval,get the word out
o Assessment and Collaboration—Field inventories, receive input from UFCR
Citizen Advisory Committee,Tree Board, consultants, citizens
o Draft Code Revisions —Tree regulations and standards manual development,
staff review,Tree Board, CAC and consultant review
o Adoption Process—Planning Commission and City Council review and public
hearings.
Schedule. The process includes 10-13 UFCR Citizen Advisory Committee meetings.
Marissa explained that the bulk of the Public Involvement Plan is contained in the public
involvement tools matrix. This is the section that describes exactly what and when things will
happen. Some of the notable items for this project include a project specific newsletter, summer
outreach events, and an expanded resource list.
In addition, many of the City's usual outreach methods will be used. These include:
UFCR CAC meetings:
Events: workshops, an open house, or public forum
Comment period
Community briefings
City Council/Planning Commission briefings
Outside events: Informational booths at community events
Website/webpage
Information materials/display(s): maps, flyers, factsheets, mail distribution, posters,
customer counter handouts, project displays, etc.
Listsery messages:
News media outreach
Marissa also briefly discussed that a Communications Team has been established to monitor
citizen involvement throughout the UFCR process.

Bev suggested adding Neighborhood Network outreach to the public involvement matrix.
Committee members agreed this is a great suggestion.
Basil had some questions which he hoped would be defined in the outreach: What's at stake?
Why trees, and why now? Is there any state or federal requirements pertaining to trees?Marissa
clarified that Basil feels the citywide outreach should take a more personal approach. Basil
responded that yes, everyone has an interest in what our community looks like. He explained his
experience living in Tigard as Bull Mountain was developed and trees disappeared.
Basil agreed with Bev that Neighborhood outreach is essential. Everyone has a tree in their yard.
He feels information about street trees, and where and how to plant will be helpful.
There was a motion by Cathy, seconded by Sue to adopt the Urban Forestry Code Revisions
Public Involvement Plan with the addition of Neighborhood Network outreach. The motion
carried as follows:

UPDATE ON SERVICE REDUCTIONS AND ADOPTED BUDGET
Assistant Community Development Director Susan Hartnett picked up the conversation from
last month about the recent City budget and service reductions. She explained that there is a
wide range of options when it comes to the future of the CCI. She asked Committee members
to share their desires for the future of the Committee.
Basil shared that the Neighborhood Network program is his number one priority. He
really hopes the CCI can continue to help get this program off the ground. He is excited
about the continued use of the websites for sharing information relative to each
neighborhood. He is looking forward to more neighborhood steering committees
coming online and taking advantage of the neighborhood program grant funds.
Connie suggested a wait and see approach as the budget becomes more clear. Susan
shared that the issue really isn't money, but more staff time. The Long Range Planning
Department is currently staffing several committees.
Cathy asked if without the CCI there is another conduit for citizen participation and
information. Susan spoke briefly about the distinction between the requirements for
citizen involvement in land use and in other functional areas. She shared that one
conduit for the land use piece,which is allowed by state law,is to designate our Planning
Commission as the official body to review citizen involvement in land use decisions.
Sue really hopes the committee can get together with and hear from representatives of
the Neighborhood Network program. She looks forward to strengthening this program
in the coming meetings.

Susan explained that her next steps are to meet with representatives from City Administration
and City Council to pass this information along. She will continue to keep the committee
informed of any decisions.

OTHER BUSINESS/ANNOUNCEMENTS/NEXT AGENDA
Connie reported that the Community Health Fair will be held at Tigard High School on
Saturday,May 22nd. There will be bingo cards representing all of the stations,including a
teddy bear hospital. Everything is free and prizes will be awarded.
