the City of Tigard and would like to include your household's opinions. We will ask your
opinion about various ideas pertaining to community needs for recreation programs, recreation
facilities and the acquisition of land for parks and protecting wetlands and green spaces. May I
please take a few minutes of your time? I promise I'm not selling anything.
First of all, are you registered to vote in the state of Oregon? (INTERVIEWER: IF NO,

C. Why would you rate the number of recreational activities offered by the City of
Tigard as (EXCELLENT) (GOOD) (ONLY FAIR) (POOR)? (PROBE)
The City of Tigard currently provides park services only. The City of Tigard and a
citizen advisory board are currently seeking public input on ideas that can enhance recreational
opportunities for city residents such as children's classes, day camps, summer playground
programs, camps, special events, middle school programs, teen programs, and adult programs
such as sports leagues and classes. I am going to be presenting several of these ideas. These
ideas are not to be viewed as city proposals, they are just ideas and/or concepts.
The city would like your opinion on how recreational programs can be offered to city
residents. One idea is to create a City Recreation Division at a cost of$860 thousand per year.
The operation of the City Recreation Division would be paid for through an operating levy and
would increase the property tax rate by 22-cents per thousand dollars of your homes assessed
value. Another idea is for Tigard residents to vote to form a Special Recreation District similar
to the Tualatin Hills Park and Recreation District in Beaverton. A District would cost $1 million
per year and increase the property tax rate by 26-cents per thousand dollars of your homes
assessed value.
4. If you had to choose, would you prefer the creation of a CITY RECREATION
DIVISION at a cost of 22-cents per thousand dollars of your homes assessed value, or the
creation of a SPECIAL RECREATION DISTRICT at a cost of 26-cents per thousand
dollars of your homes assessed value?

The city would like your opinion on constructing a $6.75 million, 30,000 square foot
Community Recreation Center. The Community Recreation Center could include an indoor gym,
classrooms, multi-purpose rooms, and meeting rooms. The construction of a Community
Recreation Center would increase the property tax rate by 13-cents per thousand dollars of your
homes assessed value.
