Parks & Recreation Advisory Board Agenda

The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.

Mr. Frewing addressed the Board and asked the Board to advocate against a Fanno Creek Trail crossing on
Hall Blvd with a short trail and bridge on Fanno Creek Park north of the Library.
Secondly,Mr. Frewing suggested that the Fanno Creek Trail segment from Bonita Road along 74th Street to
Durham Road should run along the railroad tracks, or look into negotiating with property owners to obtain
wetlands.
5 Park System Master Plan Update. Conducted one focus group meeting with recreation
providers. Conducted stakeholder interviews.We have begun to receive questionnaires from sports groups
and the general community. The next major task will be the community survey.

Executive Session: The Parks and Recreation Advisory Board may go into Executive Session under the
provisions of ORS 192.660 (1) (d), (e), (f) & (h) to discuss labor relations, real property transactions, current and
pending litigation issues and to consider records that are exempt by law from public inspection. All discussions
within this session are confidential; therefore nothing from this meeting may be disclosed by those present.
Representatives of the news media are allowed to attend this session,but must not disclose any information
discussed during this session.

As you know, Mr. Frewing has asked the Board to advocate against a Fanno Creek
Trail crossing on Hall Blvd. with a short trail and bridge on Fanno Creek Park north
of the Library. Mr. Frewing has noted that there could be another route from the
Senior Center south of the creek along the recently purchased Shaltz property.
It should be noted that the short trail (boardwalk), bridge, and trail crossing, on Hall
Blvd. are projects that have been approved by the PRAB, Planning Commission, and
City Council. These projects are presently funded and are scheduled to begin this
spring and will be completed during the next fiscal year ending June 30, 2009.
In 2003, the Planning Commission and City Council approved the Fanno Creek Park
Master Plan for that portion of Fanno Creek Park north of the Library and east of
Hall Blvd.
The trail system has been tweaked to stay out of a large portion of the wetland area
north of the creek. Instead of a ground surface trail, a shorter boardwalk will be
installed to link up with the yet to be installed bridge across Fanno Creek.
It should also be noted that a sidewalk project, to be installed on the east side of Hall
Blvd from the City's northern most property line to the boardwalk, has been
approved but is not funded at the present time.

Hello Dan, Steve,
Attached is my draft of the summarized comments from the stakeholders I have spoken with. I have tried to
keep the comments semi-anonymous (not attributed to individuals) but the reality is that there is enough
connection between topics and the organizations the individuals represent that most comments can be attributed
pretty closely. One step further would be to remove the Interests/Affiliations column from the participants list.
I think this does a good job of summarizing what we heard, there are some additional details that we will also
use in developing recommendations and strategies.

could help round out the questions asked in 2004 and make sure that we get the most useful results for the
update.

April-May,2008
STAKEHOLDER INTERVIEW SUMMARY
During the first phase of the Park System Master Plan Update, the consultant team
conducted a series of one-on-one meetings with stakeholders representing specific interests
in the park system. The key themes and specific ideas discussed in these meetings are
summarized below. To encourage frank discussion, comments are not attributed to specific
individuals. Additional information and ideas provided by the participants will be included
in the collected knowledge considered by the planning team in developing strategies and
recommendations for Tigard's Park System Master Plan.
Key Themes:
• Improved community communication/outreach is needed
• Appropriate access to natural areas is an issue
• Facilities such as the trail system,Cook Park and dog parks are highly valued
• Trails are important for transportation, exercise and access to natural areas
• Connections and additional capacity in the system are important
• Adding recreation programming seems positioned as an either-or choice against
acquiring open spaces
Trails
• Continue moving toward the goals of the previous Park System Master Plan
• Preserve and protect natural areas but provide access as well
• Need a community walking map
• Connect to Safe Routes to School efforts
• Adopt-a-trail program is needs a change of policy language around liability for
individuals
• Trail connections do not seem to be a priority for the current planning team. The
value of interconnected system is not understood
• Plan review should include parks, trails and schools
• REI in Hillsboro has been a big supporter of the Fanno Creek Trail
• Consider sidewalks and trails together,particularly where key connections are needed
• Need safe ways to cross major streets, both trail crossings and routes to parks
• Need updated trail standards and design guidelines to address a variety of surfaces
and needs
• Regional Town Center Loop Trail is an important facility that was planned but has
not been built
• Fanno Creek trail could be split in places (near Bonita Park and south to Cook Park)
to create a through route for transportation and a natural recreational route
Stakeholder Interview Summary
Natural Areas
• Tigard has important plant and animal habitats that are worth protecting
• Historic oak grove on Fowler property has Native American significance as a
gathering place
• Cook Park has very high quality natural areas that are great for programming
• Need a more detailed inventory of natural areas to address some areas that should
have no access/development (particularly sensitive habitat for turtles and frogs)
o More work needed to indentify these special areas
o Habitat types within open spaces
o What are the goals for each open space area?
o Connect to Oregon Conservation Strategy (Priority species, funding
connection)
• Additional emphasis is needed on:
o Environmental education opportunities
o Connection to outdoors
o Identifying and communicating the value of the existing resources
• Big opportunities
o Fanno Creek
o Powerline trail
o Summer Creek(provides the connection between north-south routes)
o Connection to wildlife refuge is both important and challenging,working
with King City and thinking long-term are critical
Recreation Programming
• The City is doing a good job of providing parks but a big hole is the lack of
recreation facilities and programs
• It is difficult for a small organization to handle registration of a large day camp
• "Tigard is the only one of the top 30 Oregon Cities without any recreation
programs"
• Park and Recreation Advisory Board has had a steady stream of people testifying
about recreation but the City Council is not getting that first hand
• Programs need to be open to all
• Important to have standardized policies and practices
• Needs council,mayor and staff support

• Need additional turf fields with lights,Tuality and Fowler schools are good
candidates
• There is a big"win-win" financially for the school district and cities to work together
to improve facilities at school sites.
• Lacrosse is a growing sport
• Indoor basketball is most pressed for facilities
• Tigard citizens are used to having dog parks and have come to expect them
• There is interest in reserving dog park sites for specific groups
• Concern about loss of Ash St. dog park (to urban renewal project) and eventually
Potso as well (due to lease expiring)
General Comments
• Need greater community involvement in site planning
• Coordination with City staff is outstanding!
• Park and Recreation Board is dominated by recreation interests
• New comprehensive plan is too broad,City needs specific directions
• Not sure what percentage of people are park users
• Interested in comparisons with other communities
• City does not need to be in the recreation business
Big Issues
• What is Tigard's identity?
• Big lack of public communication/lack of promotion of system
• Not a lot of community conversation
• Traffic on 99 and 217
• Excitement around urban renewal (this is a good example of a council priority)
• Need to increase awareness of the additional maintenance, coordination and
volunteer effort that makes dog parks possible in Tigard
• More parks and open spaces
• Loss of land opportunities and some trail links
• Need funding to match Metro grants
• Public information
• Bull Mt. needs parks/open space; some opportunities may exist in West Bull Mt.
• No interest in tax increase
• Library is popular
• Lack of leadership
• Important to address the realities of the surrounding communities
o Parks just outside of borders serve neighborhoods in Tigard
o Regional trail connections are critical
