On November 2, 2010,Tigard voters passed a$17 million general obligation bond to fund the purchase of real property for parks and to fund a limited amount of park improvements. 41, PROGRAM MILESTONES The following list identifies the major milestones completed for the parks bond program. • Completed acquisitions of Summer Creek, Sunrise and Potso properties—adding over 70 acres to the city's parkland inventory and leveraging bond resources with$2.5 million of grant contributions to the program. • Retained a program manager to coordinate acquisition and development projects • Developed a roster of qualified firms specializing in park design, site investigations and real property acquisition services. • Prepared Project Charters for East Butte Heritage,Jack Park, Fanno Creek House and the Summer Creek property to define project scopes, milestones and site conditions and constraints affecting design and permitting. • Initiated park design and land use planning on East Butte Heritage Park,Jack Park and the Fanno Creek House. STATUS OF WORK IN-PROGRESS The following summarizes the key tasks associated with the initial set of projects for the parks bond. East Butte Heritage Park: The city hosted a neighborhood meeting on November 10 to receive public comments on the draft site master plan for East Butte Heritage Park. Over 20 residents attended to offer feedback and comments.The project team currently is revising site design '*4@W December 2,2011 Page 1 of 3 Parks Division Parks Bond:Monthly Program Update drawings and preparing materials for a conditional use permit application,which will be submitted to city-planning in mid-December. Fanno Creek House: The project team has prepared site layout concepts for review and consideration by staff and has also engaged Clean Water Services and city planning with regard to the subsequent land use application.As per city code, a neighborhood meeting has been scheduled to take place on December 7 to offer residents an opportunity to comment on the project. If no major issues are noted or changes requested, the land use application is tentatively scheduled to be submitted to planning before the end of December. Potential site improvements may include upgrading or re-paving parking areas, addressing emergency response vehicle access and turn- around, addressing tree and landscaping installation, and adding bicycle racks and site signage. Jack Park: In September, a solicitation for bids was sent to a short-list of landscape architecture firms from the roster compiled from the city's Request for Qualifications for technical support services. Five firms submitted proposals, and Laura Herbon Landscape Architecture of Portland was selected as the lowest responsible bidder. Contracting was recently finalized,and a project kick-off meeting was held in late November. The site master plan will include a playground, community garden space, a trail connection with a bridge over Krueger Creek to the existing portion of the park and pedestrian access to the Tualatin`'alley Fire and Rescue Station 50 and the station's community room. The completion of the community--based master planning process is expected during the first quarter of 2012,with the land use permit application submitted in the second quarter of 2012. Summer Creek (Fowler) property: Utilizing the roster of qualified firms,a bid solicitation was sent to five design firms for assistance in conducting a conceptual site master plan for the Summer Creek property. Proposals are expected during the second week of December and will be reviewed promptly thereafter. It is anticipated that a firm will be selected before the end of December, and negotiations will commence. The site master planning process will include community meetings, stakeholder discussions and a detailed site analysis to consider modest improvements such as walking trails, sport field renovation,landscaping and park infrastructure.The completion of the master plan design is expected during the second quarter of 2012,with a land use permit application submitted by the third quarter of 2012. Additionally,bids have been requested for a topographic surve}-and wetlands delineation in the developable portions of the site,which will provide base information in support of the site master plan. Property Acquisitions: Following the review of potential candidate sites for property acquisition by the Park and Recreation Advisory Board and City Council,due diligence and discovery have been initiated for high priority park acquisition properties. Owners of potential park properties that are not for sale are being contacted to determine their interest in selling their property. Appraisals have started on properties that are for sale and will commence on properties not listed for sale,assuming the owners are willing sellers. Following council direction, the Park and Recreation Advisory Board and the City Center Advisory Commission plan to form a subcommittee to work on Downtown park acquisitions.
