within this session are confidential; therefore nothing from this meeting may be disclosed by those present.
Representatives of the news media are allowed to attend this session, but must not disclose any information

Parks Bond Program Report
February 2012
PROGRAM SNAPSHOT
The city adopted its Park System Master Plan in 2009,which outlined the need to acquire park
property and construct park improvements to preserve open spaces, enhance water quality and
provide recreational opportunities. On November 2, 2010,Tigard voters passed a $17 million
general obligation bond to fund the purchase of real property for parks and to fund a limited
amount of park improvements.
PROGRAM MILESTONES
The following list identifies the major milestones completed for the parks bond program.
• Completed acquisitions of Summer Creek, Sunrise and Potso properties—adding over 70
acres to the city's parkland inventory and leveraging bond resources with$2.5 million of
grant contributions to the program.
• Prepared Project Charters for East Butte Heritage,Jack Park, Fanno Creek House and the
Summer Creek property to define project scopes,milestones and site conditions and
constraints affecting design and permitting.
• Initiated park design and land use planning on East Butte Heritage Park,Jack Park and the
Fanno Creek House.
• Submitted the Conditional Use Permit land use application package for East Butte Heritage
Park to city planning for review.
• Initiated park master plan design on the Summer Creek (Fowler) property;Completed
topographic survey and wetland delineation work for the developable areas of the property.
STATUS OF WORK IN-PROGRESS
The following summarizes the key tasks associated with the initial set of projects for the parks bond.
East Butte Heritage Park: The project team finalized preliminary site design drawings and the
land use application narrative for the conditional use permit. The land use application was submitted
to city planning during the third week of January. As a Type-III review process, the Hearings Officer

decision will define the necessary conditions of approval for the project.This decision is expected to
occur by early May.
Fanno Creek House: The city hosted a neighborhood meeting on December 7 to receive public
comments on the draft site improvements planned for the Fanno Creek House. The meeting was
lightly attended, and a few residents offered feedback and comments. The project team has revised
site design drawings and finalized materials for a conditional use permit application,which will be
submitted to city planning in early February. The revised site layout was reviewed by Clean Water
Services, and a Service Provider Letter has been received for inclusion with the land use permit
application. Pending land use review, potential site improvements may include upgrading or re-
paving parking areas, addressing emergency response vehicle access, addressing tree and landscaping
installation, and adding bicycle racks and site signage.
Jack Park: Technical site investigations began in December to provide design information for the
master plan. The topographic survey,wetland delineation and natural resource assessment,
geotechnical soil study, hydraulic study, and the arborist report have been completed. A schematic
drawing illustrating the park's design constraints has been prepared and reviewed by the project
team. The first of two community meetings to discuss the conceptual master plan has been
scheduled for February 22nd and will be held at the community room at Tualatin Valley Fire and
Rescue Station 50. The conceptual master plan may include a playground,community garden, a trail
connection with a bridge over Krueger Creek to the existing portion of the park and pedestrian
access to the community room at Tualatin Valley Fire and Rescue Station 50. The completion of the
community-based master planning process is expected during the first quarter of 2012,with the land
use permit application submitted in the second quarter of 2012.
Summer Creek(Fowler) property: In November, a solicitation for bids was sent to a short-list of
landscape architecture firms from the roster compiled from the city's Request for Qualifications for
technical support services. Four firms submitted proposals,and the internal project team invited two
firms to interview based on the completeness of their respective work scopes and proposed cost.
Following the interviews,Vigil-Agrimis of Portland was chosen for the project, and contracting was
recently finalized. A project kick-off meeting is planned for early February. The site master planning
process will include community meetings, stakeholder discussions and a detailed site analysis to
consider modest improvements such as walking trails, sport field renovation,landscaping and park
infrastructure.The completion of the conceptual master plan is expected during the second quarter
of 2012,with a land use permit application submitted to city planning in the third quarter of 2012.
Additionally, technical site investigations were recently conducted and include a topographic survey
and wetlands delineation in the developable portions of the site. This base data will provide crucial
information in support of the conceptual master plan.
Property Acquisitions: Due diligence and discovery have continued for high priority park
acquisition properties. Since November, the city has contacted more than 12 property owners in an
effort to identify potential willing sellers, and five property appraisals have been initiated. City
Council recently gave guidance to staff to negotiate the purchase of the priority properties, and the
City is currently negotiating on several properties. Additionally, at their February 14th meeting,
Council will consider an IGA that will allow Washington County to use$400,000 in Metro Local
Share as reimbursement towards the Sunrise property.

The internal project team will continue to work with the PRAB, the CCAC, and Council toward the
selection of candidate downtown park sites.
UPCOMING ACTIVITIES
The following represent upcoming activities crucial to the implementation of the parks bond
program:
• Continue due diligence and negotiations on the program's priority acquisitions projects.
• Proceed with land use permit review for East Butte Heritage Park.
• Proceed with land use permitting for the Fanno Creek House.
• Proceed with site master planning and land use permitting for Jack Park.
• Proceed with master planning and public engagement for the Summer Creek property.
