PROGRAM SNAPSHOT
The city adopted its Park System Master Plan in 2009,which outlined the need to acquire park
property and construct park improvements to preserve open spaces,enhance water quality and
provide recreational opportunities. On November 2,2010,Tigard voters passed a$17 million
general obligation bond to fund the purchase of real property for parks and to fund a limited
amount of park improvements.
PROGRAM MILESTONES
The following list identifies the major milestones completed for the parks bond program.
• Completed acquisitions of Summer Creek, Sunrise,Potso,Paull and Eiswerth properties and
the Fields property—adding over. 105 acres to the city's parkland inventory and leveraging
bond resources with over$6 million of grant and local agency contributions to the program.
• Prepared Project Charters for East Butte Heritage,Jack Park,Fanno Creek House, Summer
Creek property and the Sunrise property to define project scopes,milestones and site
conditions and constraints affecting design and permitting.
• Completed conceptual park master plans for East Butte Heritage Park,Jack Park,Fanno
Creek House and the Summer Creek property.
• Obtained Conditional Use Permit approval for East Butte Heritage Park from city planning.
• Obtained land use permit approval for the Fanno Creek.House from city planning.
• Submitted the land use application package for the Jack Park addition and trail to city
planning for review.
• Completed a topographic survey for the Sunrise property to provide baseline information
for a pending, community-based conceptual master plan.
STATUS OF WORK IN-PROGRESS
The following summarizes the key tasks associated with the initial set of projects for the parks bond.

East Butte Heritage Park: Following the Hearing Officer's approval of the conditional use permit
for the project in mid May,the project design team progressed the park design through a 90-percent
construction drawing set in July.The drawings were reviewed and edited by staff, and the 100-
percent construction drawing set is expected in October. During the fourth quarter of 2012, the
construction drawings will be prepared to publicly bid the project,which tentatively is scheduled for
January 2013. Park construction is scheduled for spring 2013.
Fanno Creek House: The project team obtained final approval of the land use permit application
in August from city planning staff.Minor revisions to the construction drawing set were made to
produce the 90-percent construction drawings in September.These drawings and construction
specifications are under review by city staff,and the 100-percent construction drawing set is
expected in October.Park construction is scheduled for spring 2013 and will include upgrading or
re-paving parking areas,addressing emergency response vehicle access,addressing tree and
landscaping installation.,and adding bicycle racks and.site signage.
Jack Park: The project team prepared site design drawings and finalized materials for the land use
permit application,which was submitted to city planning in mid September.A review of permit
application completeness is expected by early October,and minor edits to the land use permit
submittal may be required.The final land use determination is expected by the end of the year.
Following land use review, the design drawings will be modified to reflect conditions of approval,if
any.The construction drawings will be finalized during the first quarter of 2013,and park
construction tentatively is scheduled for next spring.
Summer Creek(Fowler)property: The conceptual master plan and report were completed at the
end of June and were reviewed and approved by the Park and Recreation Advisory Board during its
July meeting.The city prepared and solicited a request for bids for the construction drawings and
project permitting in August. Five firms submitted proposals,and the internal project team initiated
negotiations with the highest ranking firm.Contracting for the design development,construction
drawings and permitting is anticipated to be completed in October,with the project commencing
immediately thereafter.A land use permit application for the first phase of construction is expected
to be submitted to city planning during the first quarter of 2013.
Sunrise Property: In preparation for a pending,community-based conceptual master plan process,
a topographic survey of the Sunrise property was completed to provide baseline information for the
project design team.An internal project charter was prepared to define the scope, design process,
site conditions and constraints affecting the design of the property.The master planning process is
anticipated to start in the fourth quarter of 2012 with community meetings occurring early in 2013.
Property Acquisitions: In July,the city closed on the 2-acre Eiswert:h property abutting the Paull
properties on the east side of Bull Mountain.Taken together,this 10-acre neighborhood park will
become a focal point for neighborhood activities, and park amenities might include a small shelter,
playground,informal play fields,picnic tables and soft trails.
In partnership with Metro, the city recently finalized the purchase of the Fields property,which is a
26-acre site along the Fanno Creek Greenway and near the Tigard Public Library.The joint effort
was funded by Metro and the city,and the two entities will share ownership,although the property
will be primarily managed by the city.The acquisition is a major milestone that will help to close a
key gap in the Fanno Creek Greenway, expanding opportunities for pedestrians and cyclists to
connect with nature in the city.

( Due diligence and discovery have continued for other high priority park acquisition sites following
City Council's guidance in January to negotiate the purchase of additional properties.The internal
project team continues to work with the Park and Recreation Advisory Board and the City Center
Advisory Commission toward the acquisition of downtown park sites. To date,the acquisition
portion of the parks bond program has leveraged$6.05 million of grant and local agency
contributions to the program;this.represents a net leveraging of 50 percent of outside resources to
the bond program and an effective 2:1 ratio of bond to outside funding for local acquisitions.
UPCOMING ACTIVITIES
The following represent scheduled upcoming activities that are important in the implementation of
the parks bond program:
• Continue due diligence,negotiation and closing on the program's priority acquisitions.
• Proceed with construction bid package preparation for East Butte Ileritage Park.
• Proceed with construction bid package preparation for the hanno Creek House.
• Review and respond to land use permitting requirements and proceed with construction
drawings for Jack Park.
• Proceed with design development and land use permitting for the first phase of development
for the Summer Creek property.
• Proceed with master planning and public engagement for the Sunrise property and the new
East Bull Mountain properties (Paull/Eiswerth).
PROGRAM BUDGET SUMMARY
A summary budget report and cost accounting information through mid-September 2012 are shown
on the following page.Detailed program-and project-level accounting is being used internally to
track expenditures by project, type and source.
