Parks & Recreation Advisory Board Minutes
TIGARD
MEETING DATE: September 10, 2012 7 p.m.
MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: August 13, 2012
Marshall Henry moved to approve the August 13, 2012, meeting minutes. Peggy Faber
seconded the motion. The minutes were approved by a unanimous vote of the board
members present, with Peggy Faber, Marshall Henry, Gordon Kunkle, Troy Mears, and
Holly Polivka voting yes.
3. Comments from the audience
Judy Miller, 10380 SW Canterbury Ln., President-elect for the Tigard Rotary Club, spoke to
the board on the club's 50' anniversary in 2014. The club is interested in partnering with
the city in creating an outdoor fitness facility at a downtown city park. The club is currently
working on fundraising ideas.

Mr. Mears asked when the club would like to be notified of a potential location for the
equipment to be placed. Ms. Miller replied by early spring 2013.
Neal Brown, 13853 SW Boxelder St., member of"Friends of East Bull Mountain" spoke to
the board and provided a handout on the progress of the group efforts in building soft trails
on the Paull property; this handout is on file in the PRAB record. Mr. Brown also spoke to
the board about a possible collaboration between the city and the YMCA to house and
develop a recreation center in Downtown Tigard.
4. Recreation Presentation
Vince Arditi from Recreation at Your Service gave a presentation for recreation
programing in Tigard. Some of the highlights include:
• Inconsistent planning and development will leave gaps in program and services.
• The concept of service quality is governed by four fundamental elements that occur
to deliver products. These four elements are: Program, Interaction, Outcome and
Environment.
• Tigard parks and recreation programs and services are the basis for the healthy
growth of the community.
• Park and recreation can create affordable programs and services to serve the greatest
number of citizens and create a value for the community.
Steve Martin updated the board on the projects that the recreation intern has been working
on. A software program has recently been developed and currently has over 300 recreation
entries.
5. Park Updates
Martin McKnight provided the following updates:
• Parks division has lost a few seasonal employees who returned to school.
• This is typically the time of year is when staff catches up on deferred maintenance.
• New playground equipment will be arriving and installed at Summerlake Park in
October.
6. Bond Measure Updates
Steve Duh updated the board on the park bond measure. Some of the highlights include:
• Summer Creek property
- The next phase of the project will be design.
- Five firms have submitted proposals that are under review.
- It is anticipated that it will take through next year to complete the permit,
review, and design process.

• East Butte Heritage Park
- Public Works Department is now in charge of the bidding and construction
administration of the project.
- Edits to the drawings are being completed by the landscape architect.
- The project will go out for bid in early 2013.
• Fanno Creek House
- Construction drawings are 90 percent complete.
- Staff is reviewing the construction drawings.
• Jack Park
- Land use application has been finalized and should be submitted to the
Community Development Department this week.
- Since the project site includes a creek and vegetation corridor, Clean Water
Services will be submitting a letter of conditions.
- The project will be submitted as a Type II review; hearings officer will not be
required.
- Construction will begin in early spring 2013.
• Sunrise Park
- Topographic survey has been completed.
- Water reservoir will be built on either Cach property or Sunrise property—
that will be part of the planning.
Steve Duh commented the balance of the $17 million park and open space bond measure is
currently at $5.6 million; this balance does not reflect any pending purchases or projects.
7. Fields Property Celebration
Steve Martin spoke to the board regarding the Fields property acquisition. Some of the
highlights include:
• Closing date for the property will be later this week.
• Purchase celebration is planned for October 4, 2012.
8. Non-Agenda Items:
New Downtown Tigard walking maps are now available.
Note:An additional non-agenda item was discussed after executive session.

9. Executive Session
At 8:38 p.m., Troy Mears announced the PRAB went into executive session and read the
following:
The Tigard Park and Recreation Advisory Board would go into executive session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential
and those present may disclose nothing from the session. Representatives of the news
media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must
not disclose any information discussed. No executive session may be held for the purpose
of taking any final action or making any final decision. Executive sessions are closed to the
public.
At 8:57 p.m., the PRAB adjourned from the executive session and went into regular session.
8. Non-Agenda Items Continued:
Steve Martin spoke to the board on a volunteer opportunity for counting pedestrians using
the Tigard trail system. The data collected will be used to apply for grants through Metro.
10.Adjourn
At 9:04 p.m., the PRAB adjourned.
