04/14/2014 - Minutes IN City of Tigard Park & Recreation Advisory Board (PRAB) Meeting Minutes MEETING DATE: April 14, 2014 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:02 p.m. the meeting was called to order by Chairman Troy Mears. Approval of Minutes: February 10, 2014 Holly Polivka moved to approve the February 10, 2014, meeting minutes. Marshall Henry seconded the motion. The minutes were approved by a unanimous vote of the board members present with Dave Brown, Claudia Ciobanu, Marshall Henry, Troy Mears and Holly Polivka voting yes. 3. Comments from the Audience Carine Arendes, 9524 SW North Dakota St., a member of City Center Advisory Committee (CCAC) updated the board on the committee's progress. Some of the highlights include: • Staff is currently working to develop a park space in Downtown Tigard. • The CCAC will have an additional meeting during the month of April to discuss a possible amendment to the Urban Renewal Plan. • Downtown business owners have reported a decline in business since the Main Street Green Street project began. Chris Garsteck, 11774 SW 125th Ct., a representative of the Tigard Dog Park Committee, spoke to the board and said copies of the March 2014 Cityscape article, Tigard Kesidents create a Legacy, have been posted at the dog parks for people to read. She asked if the board has received any comments. Troy Mears replied the board has not received any comments. 4. Update on Tigard Triangle Planning Associate Planner Cheryl Caines updated the board on the future progress of the Tigard Triangle. Some of the highlights include: • Tigard Triangle encompasses the business and residential area between Interstate 5/Highway 217/Pacific Highway. • Two concept design options are being considered. • A walking trail is being planned along Red Rock Creek. 5. Park Updates Martin McKnight provided the following updates: • League sports have begun. • Community gardens are being constructed at Jack Park. • The Parks Division is currently hiring seasonal parks staff. • Shelter reservation season opened earlier this month. • This week a volunteer group will be planting native plants and trees for Arbor Day along a section of Fanno Creek Trail from Main Street to Grant Avenue. • Improvements are underway at the sand volleyball courts at Cook Park. Park Bond Update Steve Martin spoke to the board on the park bond measure. Some of the highlights include: • The city has leased property from the railroad and plans to construct a segment of the Tigard Street trail on the property. • A third quarter budget adjustment will include bond fund reductions for Jack Park and East Butte Heritage Park during the April 22, 2014, City Council meeting. • Fund balance for the park and open space bond measure is approximately $741,498. Dave Brown asked for an update regarding an agreement with Tigard-Tualatin School District to maintain the park area at Metzger Elementary School. Steve Martin replied that he has not heard from the school district. 7. Non-Agenda Items Holly Pohvka asked staff for an update regarding the Rotary Club's exercise equipment donation. Steve Martin replied he has not heard when the equipment will be installed at Dirksen Nature Park. Mr. Martin advised the contract for the recreation program consultant will be signed soon. He went on to say that during the April 15, 2014, City Council meeting, Metro will present the Westside Trail plan. Council will formally consider approving the plan at its April 22, 2014, meeting. 8. Executive Session At 7:55 p.m., Troy Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public.
