Park & Recreation Advisory Board (PRAB) Meeting Minutes

Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of Minutes: December 9, 2013
Marshall Henry did not attend the December 9, 2013, meeting and abstained from voting
on the minutes. Consideration of the minutes was set over to the February 10, 2014,
meeting.
Troy Mears requested an amendment to the minutes. Under item #6, he suggested the
title should read "Discuss PRAB Goals for 2014."
3. Comments from the Audience
Neal Brown, 13853 SW Boxelder St., spoke to the board regarding various topics:
• During the January 28, 2014, City Council meeting, a public hearing will be held
discussing the new zoning requirements for parks.
• The city will name three new parks in Tigard.
• East Bull Mountain properties will be annexed into the city.
Mr. Brown asked the board if there are plans in the River Terrace area to have green space.
Troy Mears responded the board has not discussed River Terrace yet.
4. Update on PRAB's Involvement with Tree Board
Steve Martin spoke to the board regarding its involvement with the Tree Board. PRAB's
involvement would be limited and city staff will oversee any decisions.
5. PRAB Goals for 2014
PRAB voted on its 2014 goals (no prioritization intended):
• Provide support for a recreation program consultant and continue to pursue a
citywide recreation program.
• Finalize the bond measure allocation of funds through acquisition, development and
improvement to include a downtown plaza.
• Maintain Park and Recreation Advisory Board (DRAB) transparency and public
communications.
• Continue to research alternative funding sources for park improvements and
development.
• Evaluate recreation program consultant's report and provide recommendations based
on report feedback to City Council.
Peggy Faber moved to adopt the PRAB goals for 2014 as listed. Dave Brown seconded the
motion. The goals were approved by a unanimous vote of the board members present,
with Dave Brown, Peggy Faber, Marshall Henry, and Troy Mears voting yes.

6. February Park Celebrations
On February 14, 2014, the city will hold a celebration for:
• Development of East Butte Heritage Park.
• Construction of a segment of Fanno Creek Trail from Main Street to Grant Avenue.
• Development of the Jack Park addition.
• Construction of the 92nd Avenue sidewalk from the high school to Cook Park.
On February 15, 2014, the Pedestrian and Bicyclist Subcommittee will do a bicycle tour to
three of the four locations.
7. Park Bond Updates
Steve Duh spoke to the board on the park bond measure. Some of the highlights include:
• 85 percent of the park and open space bond funds have been spent on acquisitions
and improvements.
• Dirksen Nature Park
- The hearings officer reviewed the information related to sensitive lands and
habitat and found the city is in compliance with the municipal code.
- The current site plan includes two separate boardwalks near wetlands. Due to
wetland regulations, the boardwalk projects have been postponed.
• Senn Park
- The hearings officer reviewed the information related to sensitive lands and
habitat and found the city in compliance with the municipal code.
• Fanno Creek Trail
- The project will be completed by the end of this month.
Dave Brown asked staff when construction would begin at Dirksen Nature Park.
Steve Duh replied based on the progress of the construction drawings, the project should
begin in a few months.
Steve Martin added that construction will take place in four phases:
• Phase 1 — construction of the restroom and park shelter.
• Phase 2 - improvements along Tigard Street and the trail.
• Phases 3 and 4 - improvements to the field and education center.
Mr. Martin commented during the January 14, 2014, City Council meeting, staff will seek
approval to submit a Nature in Neighborhoods grant application to Metro.
8. Park Updates
Martin McKnight provided the following updates:

• Cook Park sidewalk along 92nd Avenue will be completed as soon as final punch list
items are finished.
• Playground equipment will be installed at Jack Park for children ages 2-5 years old.
• The contractor is reviewing information for the irrigation installation for Potso Dog
Park.
Peggy Faber asked staff about the flooding at the section of Fanno Creek Trail near Scholls
Ferry Road.
Brian Rager responded that the flooding is due to beaver dams and Clean Water Services is
the agency that oversees that section of the creek.
9. Non-Agenda Items
Steve Martin introduced Interim Assistant Public Works Director John Goodrich. Mr.
Goodrich will be attending PRAB meetings if Steve Martin or Brian Rager are unavailable.
Brian Rager updated the board regarding a Request for Proposal for a recreation program
consultant. The city is reviewing four proposals.
