05/13/2013 - Minutes 41 City of Tigard Park & Recreation Advisory Board Minutes MEETING DATE: May 13, 2013 7 p.m. MEETING LOCATION: Tigard Public Works Building, Auditorium, 8777 SW Burnham Street The purpose of the Park and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard 1. Roll Call: At 7:02 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: April 8, 2013 Since several of the board members who attended the April 8, 2013, meeting were absent, consideration of the minutes was set over to the June 10, 2013, meeting. 3. Comments from the audience Neal Brown, 13853 SW Boxelder St., spoke to the board and provided a handout about his desire for the board to consider acquisition of an eight-acre parcel in the River Terrace area for a community park; the handout is on file in the PRAB record. Note. Dave Brown arrived at the meeting at 7:04 p.m. Suzan Lindstrom, 13469 SW Summerwood Dr., spoke to the board and provided a handout about her desire for the board to consider adding a fenced area at Summerlake Park for a small dogs; the handout is on file in the PRAB record. Mr. Mears commented that the issue will be included as an item for the next PRAB agenda. Pearl Paulson, 13285 SW Woodshire Ln., member of Friends of East Bull Mountain Park, spoke to the board and provided a handout on the volunteer group's efforts in trail building and removal of non-native plants; the handout is on file in the PRAB record. Trisha Swanson, 14585 SW Grandview Ln., spoke to the board about her desire for the board to create a partnership with her organization for a yearly, non-profit fun run/walk. Mr. Martin commented that the city does offer grants to non-profit organizations. Chris Garsteck, 11774 SW 125th Ct., spoke to the board about her desire to have a dog park in the River Terrace area of Tigard. Nancy Wiles, 13182 SW Morningstar Dr., spoke to the board on her desire for the board to consider acquiring an eight-acre parcel in the River Terrace area for a community park. 4. River Terrace Planning Community Development Director Kenny Asher discussed the potential future of the newly-annexed River Terrace area. Some of the highlights include: • River Terrace is one of the city's top development priorities. • A park in the area would benefit the community. • It is anticipated that planning for the area will take up to a year. Park Bond Updates Mr. Duh updated the board on the park bond measure and provided handouts; these handouts are on file in the PRAB record. Some of the highlights include: • Paull Property - The city has coordinated a public meeting for this property with the Friends of East Bull Mountain Park volunteer group's meeting on May 23, 2013. - A site analysis is currently being conducted. • East Butte Heritage Park - A groundbreaking ceremony for this property was held on April 25, 2013. - It is anticipated that the project will be completed by late summer. • Fanno Creek House - Bid packages are due on May 14, 2013. - Construction will begin next month. • Dirksen Nature Park - WH Pacific is working on design drawings. - Staff met with WH Pacific and Tualatin Riverkeepers to discuss the onsite mobile classroom. - Application approval from Clean Water Services is still pending. - Land use permit for the first phase of the project should be submitted in June. • Jack Park - Design drawings are 100-percent complete. - Bid packages will be available in June. • Senn Park - Pre-application meeting was held with Community Development for land use. - Conditional use permit will be required to designate the area as a park. • Sunrise Property - The second public meeting was held on April 24, 2013, and a concept plan was provided. - The public's main concern was vehicle access into the park. 6. Park Updates Mr. McKnight provided the following updates: • Bid requests for an irrigation system at Potso Dog Park will be sent out next week. Mr. Martin provided the following updates: • It appears the trail property on Tigard Street will be leased and not purchased. • Two small parcels of property in Washington County have been purchased. • A public meeting for the Dirksen Nature Park will be held on May 14, 2013. 7. Non-Agenda Items Volunteers are needed for the Tigard Triangle planning. 8. Executive Session At 8:34 p.m., Mr. Mears announced the PRAB went into executive session and read the following: The Tigard Park and Recreation Advisory Board will go into executive session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the session. Representatives of the news media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No executive session may be held for the purpose of taking any final action or making any final decision. Executive sessions are closed to the public. 9. Adjourn At 9 p.m., the PRAB adjourned.
