TIGARD Park & Recreation Advisory Board Minutes
MEETING DATE: March 11, 2013 7 p.m.
MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: February 11, 2013
Peggy Faber moved to approve the February 11, 2013, meeting minutes. Marshall Henry
seconded the motion. The minutes were approved by a majority of the board members
present, with Peggy Faber, Marshall Henry, Troy Mears, Holly Pohvka and Gordon Kunkle
voting yes.
Note: Dave Brown arrived at 7:03 p.m.
3. Comments from the audience
Neal Brown, 13853 SW Boxelder St., asked the board to consider the acquisition of an
eight-acre parcel in the River Terrace area for a community park.
Mr. Brown also spoke to the board about his desire for the city to pursue a feasibility study
for the development of a recreation center in Downtown Tigard.
He also mentioned that eagles have been seen around Summerlake Park and is requesting
the city to install an eagle perch in the area.
Steve Shaw, 13178 SW Woodshire Ln., member of Friends of East Bull Mountain Park
spoke to the board and provided a handout on the volunteer group's efforts in trail building
and removal of non-native plants; the handout is on file in the PRAB record. The group
has been contacted by an Eagle Scout for a possible project on the property. Mr. Shaw
asked for an update on a possible easement on a neighboring property to allow easier access
to the trail.
Mr. Martin responded that there has been no resolution on granting an easement
Mr. Shaw also requested that stands and supplies be provided for dog walkers along the
trail.
4. Park Bond Updates
Mr. Duh updated the board on the park bond measure; some of the highlights include:
• East Butte Heritage Park
- Bid drawings have been finalized and will go out for bid out March 13, 2013.
- Bids will be due at the end of March.
- Construction should begin in May.
• Fanno Creek House
- Currently finalizing bid drawing and documents.

- Bid packages will be sent out this month.
- Construction for the project should begin in April.
• Jack Park
- Construction drawings are 90-percent complete.
- Bid packages will be sent out in May.
- A 110' long wooden truss bridge will be installed to connect the newly
purchased area to the existing park.
- Construction for the bridge should begin in May.
• Dirksen Nature Park
- Contract with WH Pacific has been finalized.
- Clean Water Services and staff will be reviewing the early plans for the project
to determine what permits may be required.
• Paull Property
- Request for bids for the landscape architecture master plan are due March 21.
- The city will try to coordinate public meetings for this property during the
Friends of East Bull Mountain Park volunteer group's meetings.
• Sunrise Property
Mr. Duh provided handouts for this project and these are on file in the PRAB
record.
- The first public meeting was held on February 27 and two concept drawings
were discussed.
Mr. Mears commented that during the next few months, three projects will be under
construction: one project will be completing construction documents and two
projects will be completing the master plan phase; he asked if there were other
projects pending.
Mr. Martin replied that sections of the Fanno Creek Trail from Main Street to Grant
Court will be completed this summer; Grant Court to Woodard Park will be
completed next year.
5. Park Updates
Mr. Martin updated the board that an Intergovernmental Agreement has been signed with
Metro for the Fields Property.

He also updated the board that the city purchased the Derry Dell Property and construction
will begin next year. Part of the project will include sections of Pathfinder Trail and
Johnson Street continuing to Woodard Park.
Mr. McKnight provided the following updates:
• The new playground equipment at Summerlake Park has been installed.
• Park staff will be working on improving the turf at the ball fields.
• Parking lot construction at Woodard Park has begun.
• Field requests at Dirksen Nature Park have increased.
Mr. Henry asked staff for an update on having a possible field partnership with the Tigard-
Tualatin School District.
Mr. Martin replied that staff will be meeting with the school district representative on
Wednesday.
6. Update on Rotary Club Presentation in February
Mr. Martin and Mr. Mears attended the meeting and discussed the Rotary Club's donation
of exercise equipment to be installed at a park. The Rotary Club members will meet and
vote on the location and notify staff of their desired location.
7. Non-Agenda Items
No non-agenda items where discussed.
8. Executive Session
At 7:55 p.m., Mr. Mears announced the PRAB went into executive session and read the
following:
The Tigard Park and Recreation Advisory Board will go into executive session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential
and those present may disclose nothing from the session. Representatives of the news
media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must
not disclose any information discussed. No executive session may be held for the purpose
of taking any final action or making any final decision. Executive sessions are closed to the
public.
