Park & Recreation Advisory Board Minutes

The purpose of the Park and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard

2. Approval of minutes: January 14, 2013
Holly Polivka moved to approve the January 14, 2013, meeting minutes. Marshall Henry
seconded the motion. The minutes were approved by a majority of the board members
present, with Peggy Faber, Marshall Henry, Troy Mears, Dave Brown, Holly Polivka and
Gordon Kunkle voting yes. Hong Dao abstained.
3. Comments from the audience
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided a handout about his
desire for the city to pursue a feasibility study for the development of a recreation center in
Downtown Tigard; the handout is on file in the PRAB record.
Mr. Brown also asked the board to consider the acquisition of an eight-acre parcel in the
River Terrace area for a community park.
Tim Pepper, 14550 SW 120th Pl., member of Friends of East Bull Mountain Park
acknowledged an Eagle Scout's project done on the Paull property. The scout created a
trail and installed a park bench. Mr. Pepper also spoke to the board on the volunteer
group's efforts in trail building and removal of non-native plants.
4. Tigard Dog Park Committee
Dog Park Committee Chair Chris Garsteck spoke to the board and provided a handout
about her desire for the PRAB to form a dog park subcommittee; the handout is on file in
the PRAB record.
Mr. Mears recommended city staff review the need for a dog park subcommittee and
suggested any dog park issues should be brought up during monthly PRAB meetings for
discussion and possible resolution.
5. Council Goals for 2013
Mr. Martin reported that the City Council is developing six-month priorities. He provided a
handout on the priorities; the handout is on file in the PRAB record.
Mr. Woodard suggested the PRAB work with staff and the city manager to determine
recreation goals and to present to City Council.
Mr. Mears commented that an online survey and feasibility study are needed before moving
forward with a recreation program.

6. PRAB Goals for 2013
PRAB voted on their 2013 goals (no prioritization intended):
• Continue to pursue a citywide recreation program and promote the online inventory
of current citywide recreation offerings.
• Finalize bond measure allocation of funds through acquisition, development and
improvement.
• Maintain Park and Recreation Advisory Board (DRAB) transparency and public
communications.
• Research alternative park and recreation funding and partnerships for 2013-2014
and beyond.
Hong Dao moved to approve the 2013 PRAB goals. Dave Brown seconded the motion.
The goals were unanimously approved by board members present, with Peggy Faber,
Marshall Henry, Troy Mears, Dave Brown, Holly Polivka, Gordon Kunkle and Hong
Dao voting yes.
7. Park Bond Updates
Mr. Duh updated the board on the park bond measure; some of the highlights include:
• Dirksen Nature Park
- Last week, City Council accepted a bid for design development and
construction drawings from WH Pacific.
- The scope of the master plan will include a higher technical design built and
construction drawings.
- At the 60-percent construction drawing level, costs will be reviewed and
determined if additional funding is available.
- Due to the wetlands, WH Pacific will be working with Clean Water Services
on the land use application.
• Jack Park
- Received the final land use approval.
- The deadline for citizen appeal is February 13, 2013.
- Design drawings should be completed and submitted to Community
Development in a few weeks.
- Bid packages will be sent out in late spring.

• East Butte Heritage Park
- Bid drawings will be finalized this week.
- Final land use approval will be received this week.
- Bid packages will be sent out and construction will begin in May.
• Fanno Creek House
- Finalizing bid drawings and adding planting areas along creek.
- Construction for the project should begin in April.
• Sunrise Property
- The landscape architect firm has been working on conceptual master plan.
- The first public meeting will be held in February 27, 2013; the second public
meeting will be held in April 2013.
• Fields Property
Mr. Duh provided handouts for this project and these are on file in the PRAB
record.
- Open house was held January 16, 2013, to discuss how the property might be
used. Three concept drawings were discussed and an online survey was
available on the city's website.
- Staff will be meeting with Metro to discuss a concept to be used for the
property.
- Next week, staff will be meeting with City Council to discuss the
intergovernmental agreement with Metro for the project.
8. Park Updates
Mr. McKnight provided the following updates:
• Parking lot construction at Woodard Park will begin this week.
• Playground equipment has been ordered for Commercial Park.
• Due to a neighbor's request, a fence will be constructed at the Paull property.
• There have been no additional details in regards to the antifreeze left in a dog water
bowl at Ash Avenue Dog Park.
9. Rotary Club Presentation in February for Exercise Area
Next week, Mr. Martin and Mr. Mears will attend the Rotary Club meeting to discuss
locating the donated outdoor exercise equipment.

10.Non-Agenda Items
The purchase of the three-acre Bagen property, near Shilo Inn on Greenburg Road, has
been completed.
