Park & Recreation Advisory Board Minutes
MEETING DATE: January 14, 2013 7 p.m.

The purpose of the Park and Recreation Advisory Board is to advise and advocate
forpark and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: November 5, 2012
Dave Brown moved to approve the November 5, 2012, meeting minutes. Peggy Faber
seconded the motion. The minutes were approved by a majority vote of the board

members present, with Peggy Faber, Marshall Henry, Troy Mears, Dave Brown, and Holly
Polivka voting yes. Gordon Kunkle abstained.
3. Comments from the audience
Linda Shaw, 13178 SW Woodshire Ln., member of Friends of East Bull Mountain spoke to
the board on the volunteer group efforts in trail building and removal of non-native plants
at the Paull property.
Neal Brown, 13853 SW Boxelder St., spoke to the board about his desire for the city and
YMCA to collaborate on the development of a recreation center in Downtown Tigard.
4. Council Goals for 2013
City Council will release their 2013 goals on January 15, 2013. PRAB will discuss these
goals at the next meeting.
5. PRAB Officer Elections
PRAB members elected a Chair and Vice Chair for 2013. Holly Polivka moved to
nominate Troy Mears as Chair and Marshall Henry as Vice Chair. Peggy Faber seconded
the motion. Troy Mears and Marshall Henry were approved by a majority vote of the board
members present, with Holly Polivka, Gordon Kunkle, Dave Brown and Peggy Faber
voting yes.
6. PRAB Goals for 2013
PRAB discussed the preliminary 2013 goals (no prioritization intended):
• Continue to pursue a citywide recreation program and promote the online inventory
of current citywide recreation offerings.
• Finalize bond measure allocation of funds through acquisition, development and
improvement.
• Maintain Park and Recreation Advisory Board (DRAB) transparency and public
communications.
• Research alternative park and recreation funding and partnerships for 2013-2014
and beyond.
PRAB will discuss finalizing these goals at the next meeting.
7. Park Bond Updates
Mr. Duh updated the board on the park bond measure and provided a handout entitled,
"Park Bond Program Report January 2013." This handout is on file in the PRAB record.
Some of the highlights include:

• Sunrise Property
- Landscape architect has been hired to develop a conceptual master plan.
- The first public meeting will be held in February 2013.
• Fields Property
- Open house will be held January 16, 2013, at the library to discuss how the
property might be used.
- Three concept drawings will be discussed and an online survey is available on
the city's website for additional public comments.
• East Butte Heritage Park
- The Community Development Department requested additional design
modifications to construction drawings.
- Due to higher than expected cost estimates to provide utilities, modified
drawings have been submitted to Community Development.
• Fanno Creek House
- Working with the Engineering Department on compiling bid packages to go
out in early 2013.
• Jack Park
- Land use application has been submitted; staff is awaiting approval on the
final completeness of the application.
• Dirksen Nature Park (formally known as Summer Creek Property)
- In December 2012, Tigard City Council adopted a resolution formally naming
the property Dirksen Nature Park.
- Due to higher than expected bid from an initial design firm to prepare
construction drawings and complete permitting, Request for Qualifications
(RFQ) were reposted in November. The city is negotiating with the design
firm.
8. Park Updates
Mr. McKnight provided the following updates:
• Park shelter reservations for the 2013 season opened January 2.
• Staff members have attended additional park trainings and classes.
• Play structure for East Butte Heritage Park was purchased for the upcoming park
development.
• The play structure located on the east side of Summerlake Park has been removed,
and staff is currently preparing site for new play equipment.

9. Rotary Club Presentation in February for Exercise Area
The board discussed potential locations for outdoor exercise equipment being donated by
the Rotary Club. Public Works Manager Steve Martin will be attending the February Rotary
Club to present options. Mr. Mears volunteered to attend the meeting also.
10.Non-Agenda Items
The board discussed enforcing a time limit for the agenda item Comments from the
Audience. The board agreed to limit a total of 15 minutes for all public comments.
11. Executive Session
At 8:30 p.m., Mr. Mears announced the PRAB went into executive session and read the
following:
The Tigard Park and Recreation Advisory Board will go into executive session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential
and those present may disclose nothing from the session. Representatives of the news
media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must
not disclose any information discussed. No executive session may be held for the purpose
of taking any final action or making any final decision. Executive sessions are closed to the
public.
11. Adjourn
At 8:51 p.m., the PRAB adjourned.
