Parks & Recreation Advisory Board Minutes
TIGARD
MEETING DATE: October 8, 2012 7 p.m.
MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: September 10, 2012
Since several of the board members who attended the September 10, 2012, meeting were
absent, consideration of the minutes was set over to the November 5, 2012, meeting.

3. Comments from the audience
Toraj Khavari, 13293 SW Woodshire Ln., member of Friends of East Bull Mountain spoke
to the board on the volunteer groups efforts in building soft trails on the east side of the
Paull property. The group is also providing clean-up and safety patrols of the area. They
are also working with other volunteer groups to help with their efforts.
Tim Pepper, 14550 SW 120th Pl., spoke to the board regarding the trail system on the Paull
property. Mr. Pepper has experience in building multi-use trails and is assisting the Friends
of East Bull Mountain group in updating and maintaining the trail.
Neal Brown, 13853 SW Boxelder St., spoke to the board and provided a handout on the
Cach property trails; this handout is on file in the PRAB record. Mr. Brown also spoke to
the board about his desire on collaboration between the city and YMCA to house and
develop a recreation center in Downtown Tigard.
4. Parks Capital Improvement Plan Updates — Fanno Creek Trail, Skelton Property,
Fields Property Planning
Ms. McMillan, spoke to the board on the Fanno Creek trail system - some of the highlights
include:
• Main Street will have gateways going into the Fanno Creek Trail.
• The path that runs under Pacific Highway will be widened, lighted and connected to
Grant Avenue.
• The city has applied for two separate grants to help fund the Fanno Creek Trail
projects to connect Grant Avenue to Woodard Park. These grants are:
- Transportation Enhancement Grant through Oregon Department of
Transportation.
- MSTIP 3d through Washington County.
Ms. McMillan also spoke to the board and provided a handout on the Derry Dell Creek
Remeander and Concept Site Improvement Plan for the Skelton property; this handout is
on file in the PRAB record. Some of the highlights include:
• The upcoming plan is to realign the creek and sewer lines in the area.
• Replacement of the existing water lines.
• A neighborhood park is part of the plan.
• Build a bridge for continuation of the Pathfinder-Genesis Trail.
• Replace a section of a culvert line.
Mr. Mears asked when construction would begin and Ms. McMillan replied summer 2013
is when the project would begin.

Ms. McMillan requested the board consider allocating additional funding for the completion
of the Skelton property project.
Marshall Henry moved to recommend approval for a transfer of$30,000 to the conceptual
neighborhood park on the Skelton property. Holly Polivka seconded the motion. The
motion was approved by unanimous vote of the board members present with Troy Mears,
Hong Dao, Dave Brown, Holly Polivka and Marshall Henry voting yes.
Mr. Martin updated the board on the Fields property and some of the highlights include:
• Metro has hired a consultant to complete a conceptual master plan and review
where park amenities might be located on the property.
• Next week Metro and staff will be meeting with the consultant.
• Metro's funding will only allow for acquisition of open spaces and not towards
development.
5. Bond Measure Updates
Mr. Duh updated the board on the park bond measure and provided a handout on the
progress; this handout is on file in the PRAB record. Some of the highlights include:
• Sunrise Property
- Request for bids have been sent to five firms. The project will also include
connectivity with the Cach property.
- The first public meeting will be held in early 2013.
• East Butte Heritage Park
- Landscape architect has completed the final set of specifications and
drawings.
- Staff will be reviewing the specifications and drawings in approximately two
weeks.
- The city will seek bids to construct the project in early 2013.
• Fanno Creek House
- Revisions to the construction drawings were made and are currently under
review by staff.
• Jack Park
- Land use application has been submitted; staff is awaiting approval on the
completeness of the application.
- Construction should begin in early 2013.

• Summer Creek Property
- Currently in negotiations with a design firm for the project.
- It is anticipated that it will take more than a year to complete the permit,
review, and design process.
Mr. Duh commented the balance of the $17 million park and open space bond measure is
currently at $5.1 million; this balance does not reflect any pending purchases or projects.
6. Park Updates
Mr. McKnight provided the following updates:
• A few times a week, the city's grounds and open space coordinator visits the Fields
property for maintenance issues and checks for illegal camping.
• Maintenance on the Jim Griffith Memorial Skate Park will begin soon. These
projects will include: crack sealing, coating concrete, painting and sanding.
• Replacement of the Summerlake play structure will begin soon. Signs will be posted
notifying people of the project.
7. Discuss November PRAB Meeting
PRAB meetings are held on the second Monday of the month. Due to the November date
being on Veterans' Day, the board agreed to have the monthly meeting moved to Monday,
November 5, 2012, at 7 p.m. in the Public Works Auditorium.
8. Non-Agenda Items:
• PRAB will be setting their City Council goals at the November meeting.
• Staff will be providing tours of the newly purchased properties; date has not been
announced.
Mr. Mears has been asked to be part of the Blue Ribbon Task Force and provided
information on the group's goals. The group is trying to address declining city revenues.
The task force has discussed the benefits of a recreation program.
9. Executive Session
At 8:46 p.m., Mr. Mears announced the PRAB went into executive session and read the
following:
The Tigard Park and Recreation Advisory Board would go into executive session to discuss
potential property transactions under ORS 192.660 (2) (h). All discussions are confidential
and those present may disclose nothing from the session. Representatives of the news
media are allowed to attend executive sessions, as provided by ORS 192.660(4), but must
not disclose any information discussed. No executive session may be held for the purpose
of taking any final action or making any final decision. Executive sessions are closed to the
public.
