Parks & Recreation Advisory Board Minutes
TIGARD
MEETING DATE: August 13, 2012 7 p.m.
MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: July 9, 2012
Holly Polivka moved to approve the July 9, 2012 meeting minutes. Hong Dao
seconded the motion. The minutes were approved by a unanimous vote of the board
members present, with Hong Dao, Troy Mears, Holly Polivka, Peggy Faber, Gordon
Kunkle, Marshall Henry and Dave Brown voting yes.
3. Comments from the audience
Tom Kerrigan, 12945 SW Ridgefield Ln., member of the volunteer group, "Friends of East
Bull Mountain Park," spoke to the board and provided a handout regarding the group
organizing a soft trail system through the Paull property; the handout is on file in the PRAB
record.

Neal Brown, 13853 SW Boxelder St., spoke to the board and provided handouts on several
topics: the trail system on the Paull property, an available park property for sale next to
Cach property and a building available for a downtown indoor park; these handouts are on
file in the PRAB record.
4. Parks Update
Martin McKnight provided the following update:
• Cook Park has been busy with soccer tournaments and various shelter reservations.
5. Bond Measure Updates
Steve Martin updated the board on the park bond measure. Some of the highlights include:
• East Butte Heritage Park
- Project drawings are almost complete and the engineering division is in the
process of starting development review; first step in the actual park
development.
- The date request for bids to go out has not been determined.
• Jack Park
- Natural resource documents are ready to submit to land use.
- From the previous land use, there are four protected trees in the front area of
the park: two apple trees, one Douglas fir tree and one invasive species.
There have been discussions with the planning department to see if the apple
and invasive species trees can be removed and replaced with native plantings.
- Request for bids should go out by early spring 2013.
• Fanno Creek House
- Land use is completed and there have been no objections.
- Drawings are 90-percent complete and the engineering division will be
reviewing.
- Improvements will include: widening the driveway, add parking spots and
riparian restoration.
• Summer Creek Park
- Concept Master Plan has been posted to the city parks division webpage.
- The next phase will be development.
- Five firms have been contacted to provide a scope of work toward land use
and development.

• Sunrise Park
- Topographic map has been completed.
- Water reservoir will be built on either Cach property or Sunrise property—
that will be part of the planning.
6. Discussion of Park Development Projects and Fields Property Acquisition
Steve Martin spoke to the board on the park development projects and Fields property
acquisition. Some of the highlights include:
• City of Tigard is partnering with Metro for the purchase of the Fields property. The
city will be contributing $2 million for purchase.
• Metro requested bids for a landscape architect to complete a concept plan.
• Closing date for the property will be in September.
7. November PRAB Meeting Date
The November PRAB meeting is scheduled for Monday, November 12, 2012 which falls
on Veteran's Day. The board decided to discuss rescheduling or cancelling its November
meeting in October.
8. Non-Agenda Items
Holly Polivka asked staff about signs along Fanno Creek Trail and if the pilot program will
continue. Staff replied the signs were a test project put up by Metro to direct people on the
trail. Metro has received a grant from Oregon Department of Transportation for the trail
signs.
Hong Dao asked if the Rotary Club has provided any updates on their donation of park
exercise equipment. Staff replied that there have been no updates.
Public Works has received several citizen comments in regards to an area on the Fanno
Creek Trail, near Scholls Ferry, that has been flooding. The flooding is due to several
beaver dams downstream and the city is talking with Clean Water Services to resolve the
issue.
