06/11/2012 - Minutes 1 11 rx; City of Tigard Parks & Recreation Advisory Board Minutes TIGARD MEETING DATE: June 11, 2012 7 p.m. MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: May 14, 2012 Dave Brown moved to approve the May 14, 2012 meeting minutes. Marshall Henry seconded the motion. The minutes were approved by a majority vote of the board members present, with Hong Dao, Marshall Henry, Troy Mears, and Dave Brown voting yes. Holly Polivka abstained. 3. Comments from the audience Toraj Khavari, 13293 SW Woodshire Ln., spoke to the board about a volunteer group that has been formed to help the city develop the recently purchased East Bull Mountain property. The group has created "Friends of East Bull Mountain Park." The group has developed social networks on Yahoo and Facebook. Neal Brown, 13853 SW Boxelder St., asked the board to consider acquisition of an eight- acre parcel in the River Terrace area for a community park. Mr. Brown also spoke about and provided a handout for an available two-acre parcel located near Sunrise Park for sale. Mr. Brown provided a handout of the property; handout is on file in the PRAB record. Judy Miller, 10380 SW Canterbury Ln., is a member of the Tigard Rotary Club; which will be celebrating their 50`h anniversary in 2014. The club is interested in partnering with the city in creating an outdoor fitness facility at a city park. Ms. Miller provided a handout of the equipment; handout is on file in the PRAB record. 4. Parks Update Martin McKnight provided the following updates: • Tigard Festival of Balloons will be June 22-24 at Cook Park. • Celebration for the East Bull Mountain purchase will be June 21, 2012. • Playground structure at Summerlake Park will be replaced and completed in early fall. • The city hired a Recreation Inventory Intern to collect information on recreation and activities within Tigard and surrounding areas. 5. Bond Measure Updates Steve Duh updated the board on the park bond measure. Some of the highlights include: • East Butte Heritage Park - Construction drawings are 90 percent complete. - Bid packages will be sent out over the summer for fall construction. • Fanno Creek House - Community Development is reviewing application and information to move forward with the project. - Bid packages will be sent out over the summer for fall construction. • Jack Park - Cost estimate and design are being discussed. • Summer Creek - Second community meeting was held May 17. Discussions from meeting suggest: o Merging the two concept drawings into one master plan. o Widening a section of trail along Tigard Street. o Creating a nature play area. o Drawing and documentation for project will be provided before the next PRAB meeting. Mr. Duh informed the board the city website has been updated to show on all park projects and updates. Mr. Mears asked if a natural resource study will be conducted at Sunrise Park. Mr. Duh replied that a master plan will be provided and then will look at future studies. 6. Continue Discussion on Park Development Projects PRAB will be meeting with city council July 17, 2012 to suggest development plans using Park Bond funds. Mr. Martin spoke to the board and provided handouts on estimated costs for Fanno Creek House, East Butte Heritage Park,Jack Park and Summer Creek; handouts are on file in the PRAB record. Mr. Duh spoke to the board and provided handouts regarding existing park improvements and downtown development, which can be used with park bond funds; handouts are on file in the PRAB record. Funds could be allocated to the following projects: • $150,000 to be used for Fanno Creek House • $480,000 to be used for East Butte Heritage Park • $350,000 to be used for Jack Park • $700,000 to be used for Summer Creek • $520,000 for existing park improvements • $100,000 for Fanno Creek Trail improvements Totaling $2.3M in bond funds Holly Polivka moved to adopt the projects as listed. Marshall Henry seconded the motion. The motion was approved by the board members present, with Hong Dao, Marshall Henry, Troy Mears, Dave Brown and Holly Polivka voting yes. 7. Non-Agenda Items There were no non-agenda items. Executive Session At 9:15 p.m., Troy Mears announced that the PRAB went into Executive Session and read the following: The Tigard Park and Recreation Advisory Board would go into Executive Session to discuss potential property transactions under ORS 192.660 (2) (h). All discussions are confidential and those present may disclose nothing from the Session. Representatives of the news media are allowed to attend Executive Sessions, as provided by ORS 192.660(4), but must not disclose any information discussed. No Executive Session may be held for the purpose of taking any final action or making any final decision. Executive Sessions are closed to the public. At 9:30 p.m., the PRAB adjourned from the Executive Session.
