Parks & Recreation Advisory Board Minutes
TIGARD
MEETING DATE: May 14, 2012 7 p.m.
MEETING LOCATION: Library, Burgess Community Room, 13500 SW Hall Boulevard
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:02 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: April 9, 2012
Hong Dao moved to approve the April 9, 2012 meeting minutes. Dave Brown
seconded the motion. The minutes were approved by a majority vote of the board
members present, with Hong Dao, Peggy Faber, Marshall Henry, Troy Mears, and Dave
Brown voting yes. Gordon Kunkle abstained.
3. Comments from the audience
Paul Miller, 10380 SW Canterbury Ln., is a member of the Tigard Rotary Club; which will
be celebrating their 50th anniversary. The club is interested in partnering with the city in
creating an outdoor fitness facility at a city park.

Staff asked if there was an anticipated completion date expected from the Rotary Club. Mr.
Miller replied they would like to see the equipment in place by February, 2014.
Mr. Mears asked if the club would be interested in setting up a center along Fanno Creek
Trail. Mr. Miller replied that the club would be open to the idea.
Bill Monahan, 10248 SW Kent Ct., President of the Tigard Rotary Club also spoke to the
board on a partnership with the city to create an outdoor fitness facility at a city park. The
Rotary Club will do fundraising events to purchase the equipment.
Toraj Khavari, 13293 SW Woodshire Ln., thanked the board for the recent purchase of
East Bull Mountain property for a community park. The neighborhood area is creating a
group of volunteers to team up with the city for development. Mr. Khavari provided a
thank-you letter to the board, which is on file in the PRAB record.
Irene Khavari, 13293 SW Woodshire Ln., thanked the board for the recent purchase of
East Bull Mountain property for a community park. Mrs. Khavari provided a letter she sent
the city in support of any future purchase of this property to the board, which is on file in
the PRAB record.
Neal Brown, 13853 SW Boxelder St., asked the board to consider the acquisition of an
eight-acre parcel in the newly annexed area of River Terrace for a community park. Mr.
Brown provided a handout of the property, and this handout is on file in the PRAB record.
Linli Pao, 7444 SW Ashford St., member of the City Center Advisory Committee (CCAC),
spoke in support of the partnership with CCAC and PRAB have and updated what projects
the CCAC are reviewing with consideration of completing.
4. Parks Update
Martin McKnight provided the following updates:
• Seasonal parks positions have been filled.
• Rhododendron garden at Summer Lake Park is near full bloom.
• Playground replacement at Summer Lake Park is still being evaluated.
5. Bond Measure Updates
Steve Duh updated the board on the park bond measure. Some of the highlights included:
• East Butte Heritage Park
- Last month there was a meeting with the hearings officer; the land use
application has been approved.
- The appeals process expired at 5 p.m. tonight. There have not been any
reports of an appeal filed.

- Construction drawings are anticipated to be completed in July and the project
will begin this fall.
• Fanno Creek House
- Land use application has been submitted and is complete.
- Community Development is reviewing application and information to
possibly move forward with the project.
- The projects to be completed will include pavement improvements,
infrastruction installations and habitat improvements.
• Summer Creek
- The second community meeting is planned for May 17 at Public Works
Auditorium. The meeting will begin at 7 p.m.
- At the last community meeting, the overall response was keeping the site
natural but to improve the trails and connections.
- Revised drawing for the master plan will be presented during the June PRAB
meeting for potential board approval.
• Sunrise Property
- Master plan for the project will be completed within the next few months.
- Request for bids will be going out shortly.
- First set of public meetings are anticipated to be in the fall.
• East Bull Mountain
- An onsite celebration will be held; no date has been confirmed.
• Jack Park
Mr. Duh distributed a proposed draft master plan which is on file in the PRAB record.
Some of the highlights include:
- Community garden space with 16 lots.
- New bridge will be built to connect the new area to the existing playground
area.
- Two potential nature play areas have been identified.
- The park will provide areas of ADA accessibility.
Marshall Henry moved to recommend the proposed draft master plan for Jack Park. Peggy
Faber seconded the motion was approved unanimous vote of the board members present
with Hong Dao, Peggy Faber, Marshall Henry, Troy Mears, Dave Brown and Gordon
Kunkle voting yes.
6. Discussion on Park Development Projects
Mr. Duh spoke to the board on preliminary costs for park projects that were discussed
during prior PRAB meetings. All costs forpark projects are estimates. Some of the highlights
include:
• East Butte Heritage Park improvements $550,000.
• Fanno Creek House improvements $190,000.

• Jack Park improvements $625,000. This includes the purchase and installation of
the bridge.
• Summer Creek improvements $1.9M
Steve Martin and Martin McKnight spoke to the board on recommendations for
development at various city parks. Mr. McKnight distributed a handout which is on file in
the PRAB record. Some of the highlights include:
• Build/install permanent restroom facility near the east playground at
Summerlake Park.
• Install irrigation system at Potso Dog Park.
• Add amenities and play features to Commercial Park.
• Build an asphalt parking lot at Potso Dog Park.
• Continue planning and installing shelter, play structure, and various features at
Senn Park.
