Parks & Recreation Advisory Board Minutes
MEETING DATE: January 9, 2012 7 p.m.
MEETING LOCATION: Public Works Auditorium, 8777 SW Burnham Street
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
forpark and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: December 12, 2011
Troy Mears requested an amendment to the minutes. In the fifth bullet point of item #6, he
suggested the fifth bullet point should read:
"Research alternative park and recreation funding for 2012-2013 and beyond."
Marshall Henry moved to approve the meeting minutes as amended. Holly Polivka
seconded the motion. The minutes were approved by a majority vote of the board members
present, with Troy Mears, Dave Brown, Peggy Faber, Marshall Henry, Hong Dao, Holly
Polivka and Gordon Kunkle voting yes.

3. Comments from the audience
Tom Kerrigan asked the board to consider a program to balance active and nature-oriented
recreation in Tigard parks. Mr. Kerrigan summarized a handout that was distributed to the
PRAB members. This handout is on file in the PRAB record.
Neal Brown updated the board on a neighborhood meeting that was held on January 5,
2012 regarding a possible park in the East Bull Mountain area. Mr. Brown will provide the
neighborhood ideas and visions during the March PRAB meeting.
Judy Miller, member of the Rotary club, asked the board to consider developing an outdoor
fitness center in a city park. Ms. Miller provided a handout that was distributed to the
PRAB members. This handout is on file in the PRAB record.
Linli Pao, a member of the City Center Advisory Committee (CCAC), the CCAC will be
having their annual goal setting meeting on January 11, 2012; PRAB members are invited to
attend.
Marland Henderson addressed the board on a future park at the intersections of Hall
Boulevard and Pacific Highway. Mr. Henderson provided a handout that was distributed to
the PRAB members. This handout is on file in the PRAB record.
4. Bond Measure Update
Steve Duh updated the board on the parks bond measure and reported:
• Survey and environmental firms will begin topographic survey and wetland
delineation for Summer Creek next week.
• Interviews for a landscape architecture firm narrowed to one consultant and
currently we are in negotiations with one candidate for a contract.
• Topographic survey, wetland reviews and geotechnical work have begun at Jack Park.
• The first public meeting for Jack Park is anticipated to be in February.
• Land use applications for East Butte Heritage Park and Fanno Creek House are in
the process of being revised to address comments on development code and
planning.
5. Presentation on Recreation Possibilities
Marc Woodard spoke to the board on the recreation presentation he made during City
Council Goal meeting. Highlights of the presentation include:
• The 2011 Community Attitudes Survey indicated Tigard residents are interested in a
recreation program.
• Citywide recreation program is needed to provide quality of life services, encourage
physical activity, and cohesively organize recreation events.

• Recreation programs create employment opportunities.
6. Park Updates
Martin McKnight updated the board on park updates and reported:
• Tigard has been chosen by Intertwine as a demonstration site for new trail signs on
Main Street towards the library.
• Proposals have been sent out for the replacement of the larger area playground
equipment at Summerlake.
• The pedestrian bridge replacement near 130` Avenue at Summerlake is complete.
• The site preparation for the proposed park at Hall Boulevard and Pacific Highway
will require a small amount of engineering work.
7. Non-Agenda Items
• City Council will be attending a Park System Development Charges workshop on
January 17, 2012. The methodology for these charges is anticipated to be approved
in March.
• Intergovernmental Agreement (IGA) for Sunrise Park is planned to go to council on
January 24, 2012. Funds from Washington County for the purchase of Sunrise
would be applied back into the Parks Bond. The total amount will be $400,000.
• City Council and the Colony Creek Home Owners Association have entered into an
IGA for the HOA to transfer a section of Fanno Creek Trail near the Library to
City ownership .
Hong Dao moved to recommend spending up to $5,000 in fees associated with the Colony
Creek Trail transfer. Peggy Faber seconded the motion. The motion was approved by
unanimous vote of the board members present with Marshall Henry, Hong Dao, Troy
Mears, Holly Polivka, Gordon Kunkle, Dave Brown and Peggy Faber voting yes.

Mr. Mears adjourned the meeting at 8:57 p.m.
