11/14/2011 - Minutes 41 = City of Tigard Parks & Recreation Advisory Board Minutes MEETING DATE: November 14, 2011 7 p.m. MEETING LOCATION: Second Floor Conference Room, Library, 13500 S.W. Hall Blvd. The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 6:58 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: October 10, 2011 Hong Dao moved to approve the October 10, 2011 meeting minutes. Dave Brown seconded the motion. The minutes were approved by a unanimous vote of the board members present, with Marshall Henry, Troy Mears, Dave Brown, Hong Dao, and Holly Polivka voting yes. Peggy Faber abstains. 3. Comments from the audience Tom Kerrigan and Neal Brown asked the board to consider the acquisition of a parcel on Bull Mountain for a community park. They offered if a park would be built in the area, a potential volunteer group may be formed to help with routine services. Bond Measure Update Steve Duh updated the board on the parks bond measure and reported: • A neighborhood meeting was held last week for the East Butte Heritage Park. Two different concept drawings where discussed: one being from the master plan full build-out version; the other with a less developed tree growth. The land use application will indicate which version of drawings will be submitted. • Land use application for East Butte Heritage Park will be submitted this quarter. • A contracted arborist did indicate that a few trees on the property will need to be removed due to disease and limbs in need of trimming at East Butte Heritage Park. • Preliminary drawings for parking have been reviewed for the Fanno Creek House. • Land use application will be submitted this quarter. • Neighborhood meeting for the Fanno Creek House project will be held in December. • Summer Creek is moving forward to get consultants working on wetland delineation, topographic survey and concept master plan. • Jack Park project is working through contracting to have the landscape architect begin project. • Project scope would include the entire park to be included in the master plan. 5. Recreation Information from Neighboring Providers Jan Wirtz, Recreation Supervisor for the City of Lake Oswego spoke to the board on various aspects of recreation programming. Ms. Wirtz reported: • Some considerations during recreation programming include: In-house employees, contracted service providers, revenue generation, cost recovery model, and subsidizing. • Pre-school, after school programs and camps have been proven to be successful. • Partnering with schools to use their gyms and fields is beneficial for additional recreation needs. • Introductory classes help develop interest in other recreational opportunities. • City of Lake Oswego does charge higher fees for non-residents to participate in classes and programs. • It is common to contract program services and facilities out to private businesses. Recreation and Downtown Programming Presentation ' This topic is being discussed under agenda item #7. 7. Goal Setting During the November 22, 2011 City Council meeting, PRAB members will be recommending the primary goal of gaining support for inclusion of a community recreation/activities program in the 2012-13 budget. Linh Pao reported the City Center Advisory Committee (CCAC) has created a position to help with downtown programming and business management. CCAC has also presented to council a recommendation to create a downtown events manager position. PRAB members will be narrowing down their goals for the 2012 year at the next meeting. Elections for the 2012 Chair and Vice Chair positions will also be discussed at the next meeting. 8. CIP Projects — PRAB Evaluation of Projects The park Capital Improvement Plan (CIP) evaluations will need to be completed and returned to Steve Martin by November 21, 2011. John Frewing spoke to the board on Tigard's lack of properties listed as natural areas and asked the board to consider identifying and defining these areas and protecting them. Steve Martin mentioned that the parks department has only classified properties as parks or open spaces. 9. Non-Agenda Items • PRAB meetings will be moved back to the Public Works Auditorium starting January 9, 2012.
