Parks & Recreation Advisory Board Minutes
MEETING DATE: September 12, 2011 7 p.m.
MEETING LOCATION: Second Floor Conference Room, Library, 13500 S.W. Hall Blvd.
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears.

2. Approval of minutes: August 8, 2011
Peggy Faber moved to approve the August 8, 2011 meeting minutes. Dave Brown
seconded the motion. The minutes were approved by a unanimous vote of the board
members present, with Peggy Faber, Marshall Henry, Troy Mears, Holly Polivka and Dave
Brown voting yes. Hong Dao abstained.
3. Comments from the audience
Ross Crowley, Kevin Hogan, Tom Kerrigan, and Neal Brown asked the board to consider
the acquisition of a parcel on Bull Mountain for a community park. Mr. Kerrigan and Mr.
Brown provided handouts detailing the desire for a park in the area. The handouts are on
file in the PRAB record.

Mr. Mears acknowledged the property at East Bull Mountain is being considered by the
board.
Cort McCallister asked the board to consider the acquisition of additional turf fields to be
included in the park system for recreation and youth programs.
Mr. Mears acknowledged the board is considering a recreation program and they are
currently in the process of purchasing properties.
Dave Hopkins asked the board to consider the acquisition of a 2.9-acre property off of
Shady Lane and Greenburg Road.
Mr. Mears acknowledged the board is familiar with this property.
4. Tigard Downtown— Successful Public Spaces
Sean Farrelly (urban renewal manager for downtown Tigard), addressed the PRAB
regarding the development of a downtown plaza. Mr. Farrelly introduced Michele Reeves
from Civilis Consultants who gave a presentation on creating a successful public space in a
mixed-use district. Some of the highlights include:
• Plazas and squares are defined as having a substantial amount of paving or hard
surfaces.
• Successful plazas and squares are pedestrian friendly; they are primarily served by
foot traffic and can be used as formal and informal spaces.
• Framing is important for plaza and squares.
• The size of a plaza or square is determined by how it is successfully activated.
• Green spaces are designed to create a calming effect.
5. Programming and Recreation Discussion
This topic is being discussed with agenda item #7.
6. Bond Measure Update
Steve Duh updated the board on the parks bond measure and distributed handouts. The
handouts are on file in the PRAB record.
Mr. Duh reported:
• A kick-off meeting with the contractor was held last week for the East Butte
Heritage Park. The plan is to work with the design team to refine the master plan
and develop construction drawings to move forward with the filing of land use
permits and construction.

• The city will host a neighborhood meeting to discuss plans for the East Butte
Heritage Park project.
*mo. • It is anticipated the final land use permit will be submitted in the 4" quarter of this
year.
• A kick-off meeting will be held this week regarding to the Fanno Creek House. The
goal is to change the land use permitting from a residential status to a community
facility.
• Request for bids have been sent out; submittals are under review for the Jack Park
project.
• The city will be looking at property-adjacent to the Tualatin Valley Fire and Rescue
Station 50 for park and trail connectivity.
• Requests for proposals will be posted for the Summer Creek project.
7. Discussion Topics for Joint Meeting with Council on September 20
The two main topics for the PRAB to present to the council will be recreation and park
development and acquisition.
8. Non-Agenda Items
Dave Brown is now a voting member of the PRAB and no longer an alternate.
