08/08/2011 - Minutes 41 = City of Tigard Parks & Recreation Advisory Board Minutes MEETING DATE: August 8, 2011 7 — 8:30 p.m. MEETING LOCATION: Brown Auditorium, Public Works Building, 8777 SW Burnham St. The purpose of the Parks and Recreation Advisory Board is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7 p.m. the meeting was called to order by Chairman Troy Mears. Approval of minutes: July 11, 2011: Marshall Henry moved to approve the July 11, 2011 meeting minutes. Peggy Faber seconded the motion. The minutes were approved by a unanimous vote of the board members present, with Peggy Faber, Marshall Henry, Gordon Kunkle, Troy Mears and Holly Polivka voting yes. 3. Comments from the audience: Mark Schaures, an advocate for park spaces in a neighborhood near Price Park, spoke to the board in regards to additional recreational activities for older kids without having to cross a busy street. The document was prepared by Pearl Paulson. The handout is on file in the PRAB record. Pearl Paulson commented on her support for the purchase of this parcel for a park. She distributed a supplement with photos of the property. The handout is on file in the PRAB record. Patty Mitchell asked the board to consider the acquisition of an estate located at 10901 SW Greenburg Road between Ash Creek and Shady Lane. The property is 2.9 acres and is adjacent to other city properties. Troy Mears confirmed that property is under consideration by the PRAB members. 4. Bond Measure Update: Steve Duh provided updates on the Parks Bond Measure and reported: • The City received 40 Request for Qualifications (RQFs) responses for a range of services. The qualifications from the firms will become a roster for specific projects. East Butte Heritage Park and the Fanno Creek House have been narrowed down to being short lists. • Negotiations are being held with a firm in regards to the East Butte Heritage Park project design development. The firm will assist with the permitting process and construction drawings. • Recently held a land use pre-application session with the city planning staff for the requirements of the East Butte Heritage Park. • A land use pre-application meeting was held in June for the Fanno Creek House. During the meeting, a layout of the project was provided by the planning staff regarding change of use to be used as a meeting facility. Currently short listing with firms to change land use designation. The Fanno Creek House is ADA approved. • Mr. Duh will provide updates on projects and project timelines at next month's meeting. 5. Recreation and Events Steering Committee Concept Discussion — City Councilor Marc Woodard: Councilor Woodard provided a document summarizing discussion points. This handout is on file in the PRAB record. Councilor Woodard asked board members for their input on what they would like to see in regards to recreational activities. The members input included: • A performing arts theater. • Use existing resources in area schools for summer activities and field trips. Linli Pao from the City Center Advisory Commission (CCAC) discussed potential future sites for a plaza and programming for the downtown area. PRAB members are interested in further discussions on this topic with the CCAC. 6. Topics for Joint Meeting with Council in September. • PRAB will be meeting with City Council on September 20. Topics for discussion will be finalized at the next PRAB meeting. • City Council would like to know how much the PRAB intends to spend on the development for downtown. • Development status on East Butte Heritage Park, Fanno Creek House and Jack Park. Also developing a master plan for future park projects. 7. Non-agenda items: • Next PRAB meeting will be held at the library in the upstairs conference room. It was suggested that the board also take a tour of the Fanno Creek House. • An email was sent to the PRAB members in regards any members interested in being part of the Tigard High Capacity Transit Land Use Plan. This handout is on file in the PRAB record. • Bridge at Summerlake Park near 135 ` Street will be replaced this fall. • Intersection of Hall Boulevard and Pacific Highway is developing into a temporary entryway into Tigard. • Mr. Mears suggested having the board cancel a future meeting. 8. Next Meetings. • September 12, PRAB meeting at library in the upstairs conference room • September 20,Joint Meeting with Council • October 10, PRAB meeting at library in the upstairs conference room 9. EXECUTIVE SESSION: At 8:25 p.m., Troy Mears announced that the PRAB went into Executive Session and read the following: The Tigard Park and Recreation Advisory Board would go into Executive Session to discuss potential property transactions under ORS 192.660 (2) (e). All discussions are confidential and those present may disclose nothing from the Session.
