Parks & Recreation Advisory Board Minutes
TIGARD
MEETING DATE: April 11, 2011 7:00 8:30 p.m.
MEETING LOCATION: Brown Auditorium, Public Works Building, 8777 SW Burnham St.
The purpose of the Parks and Recreation Advisory Board is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. the meeting was called to order by Chair, Troy Mears.
Members Present: Brian Davies, Troy Mears, Peggy Faber, Hong Dao, Holly Polivka,
Marshall Henry.
New Members Present: Gordon Kunkle, Dave Brown, Gary Romans, will be appointed
to the PRAB on April 26, 2011.
Staff Present: , Duane
Roberts.
Council: Marc Woodard.
Audience:James Eden,John Freming, Al Pimentel, Neal Brown, Brigitte Partiugton.
2. Approval of minutes: March 21, 2011: Hong Dao moves to approve the minutes. Holly
Polivka seconds the motion. Brian Davies abstains. Motion passes.
3. Comments from the audience:
A member of the Tigard-Tualatin Babe Ruth Baseball committee expressed an interest in
continuing use of the Summer Creek baseball field for practice. The group will be hosting a
state tournament in July and would like to have access to the field.
Steve Martin replied that Summer Creek will be going through the Master Plan process and
will continue to be maintained as a park. As part of the grants from Metro and Oregon
Watershed Enhancement Board (OWEB) included a conservation easement for an area to
remain as treed and undeveloped.
A citizen shared his interest in Jack Park and would like to see the continued progress for
developing a footbridge from Tualatin Valley Fire Station #50 to the park. This would
encourage more use for the park.
The board did acknowledge that the footbridge at Jack Park is under consideration.

4. Finalize Park and Recreation Advisory Board Bylaws:
Holly Polivka moves to approve the PRAB bylaws. Peggy Faber seconds the motion.
Motion passes.
5. Greenway Trails Update:
Duane Roberts, Project Planner with the Community Development Department, provided
an overview of the Greenway Trail System Master Plan. The study will help determine
the locations of the trails as well as opportunities for new trails in Tigard.
Current greenway trails in Tigard are:
• Fanno Creek Trail
• Summer Creek Trail
• Pathfinder-Genesis Trail
• Tualatin River Trail
On May 9, 2011 Mr. Roberts will return to the PRAB for any formal recommendations that
the board may have. During the June city council meeting all recommendations will be
presented to the council for consideration. Steve Martin will accept all recommendations
that the PRAB may have.
6. Bond Measure Procedures and Resolutions:
Hong Dao moves to approve Resolution 11-1 recommending the Tigard City Council
adopt the proposed Parks Bond Fund Budget for Fiscal Year 2010-2011. Marshall Henry
seconds the motion. Motion passes.
Holly Polivka moves to approve Resolution 11-2 recommending the Tigard City Council
designate $1,957,269 in park bond funds be used to reimburse the Park System
Development Charge Fund for the purchase of the Summer Creek I property. Peggy Faber
seconds the motion. Motion passes.
7. Non- agenda items:
A board member suggested that any future property purchased by the city should have
master plan in place within six months.
The board agreed to proceed with master plan improvements for:
• Jack Park
• Fanno Creek House
• East Butte Heritage Park
• Senn Park
Steve Martin will provide the board members with estimated cost for park improvements.

At the April Tigard City Council meeting, the Planning Commission awarded PRAB
members the Tree Stewardship Award for their efforts in tree preservation.
