Parks & Recreation Advisory Board - Minutes
MEETING DATE: December 20, 2010
MEETING LOCATION: Public Works, 8777 SW Burnham St., Tigard, OR 97223
The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. the meeting is called to order by Chair,Jason Rogers

2. Approval of Minutes—November 22, 2010: Marshall Henry moves to approve the minutes. Troy Mears
seconds the motion. Motion passes. Hong Dao abstains.
3. Comments from the audience:John Frewing recommends acquiring the property at 9777 SW 7e Avenue.
Mr. Frewing ways that he has sent an email to Steve Martin regarding the property. He says that it is reasonable
in size—several acres and that it is on the South Fork of Ash Creek. Mr. Frewing says that the property has a
variety of landscape, a lake, upland areas, tall trees, dead trees in the lake cause by a beaver dam. Mr. Frewing
wants the area to be a greenway,not a park. He says that property was listed for sale on the internet earlier.
Rory Simonson is a Tigard resident. He encourages the PRAB to buy Potso Dog Park. He says that the big
and small dog areas are key features. Mr. Simonson wants Potso to have permanent status as a Tigard park.
Jerry King, a resident of Tigard,makes the daily drive to Potso. He encourages the purchase of the property.
Mr. King says that the small dog area is essential and that he believes citizen input should be sought for any re-
design or development.
Chris Garsteck is a resident of Tigard and Chair of the Dog Park Committee. Mrs. Garsteck encourages the
purchase of the park on behalf of the committee. She says that the park adds to the livability of the community.
Bob Grable walks Fanno Creek, Cook Park and other Tigard trails. He encourages the PRAB to consider an
Olympic qualifier 1K race walking course. Mr. Grable says that it costs $400-$500 to get a course certified. Mr.
Grable thinks that a course could be designed into a park and that Tigard could host trials. Jason Rogers
encourages Mr. Grable to send more information to the PRAB and Steve Martin.
Sue Beilke,with Fans of Fanno Creek and a Tigard resident recommends several properties for acquisition.

Ash Creek—Shady Lane Site. It has 3 acres,wildlife habitat, streams and restoration
opportunities. Sue says she will send information to the PRAB that includes photographs.
Hall Blvd. just south of Roy Boy—mature ash forest.
Fields Property—very rare oak/camas prairie.
11 acre parcel of mature forest on Bull Mtn. Road and 133rd at a dead end street
Ms. Beilke says that she does not want to convert natural areas into parks and that a "natural area"is important.
She also says that the community is lucky to have some nice parcels of land left. She intends to put a packet
together to distribute to the PRAB.
Lisa Hamilton is a real estate broker representing Fran and Ed Egan. The Egan's property is off Bull
Mountain Road and Grandview near Chardonnay. Property is listed for$899,000 and has just less than 3 acres.
The owners would like to see the home preserved. Lisa says that the house on the property could possibly be
used as a gathering facility. Lisa says the property is located just outside of Tigard city limits, 200 feet from the
future Westside Trail;the property is loaded with trees, rhododendrons, azaleas and borders CWS property. She
says that there may be an option for house to be sold separately,leaving 2+ acres for a possible park for $499K.
Councilor Marland Henderson asks Jason Rogers to explain how the PRAB evaluates different properties for
acquisition. Jason Rogers says that as input is given, the PRAB keeps notes on the various properties. The
PRAB then grades the properties based on a list of priorities or questions.
Heidi Brenneman,Tigard resident, owns a house that backs to Summer Creek. She has concerns about a trail
being built between Summerlake Park and Fowler Property. Her concerns include flooding of the path and a
lack of privacy for property owners adjacent to the path property. Steve Martin mentions that there is an open
house in January regarding the Trail System Master Plan and he encourages Heidi and others to attend. Duane
Roberts also encourages participation.
4. Trails in Tigard. Duane Roberts mentions the January 12 open house regarding Tigard Greenway Trail
System Master Plan. 6:30-8:00 p.m. at the Tigard Public Library.
Duane wants to talk to the PRAB to give a trails update and is pursuing funding for a Fanno Creek Trail
segment that has been identified on the Master Plan.
Duane says that progress on the Tigard Street Trail may soon be seen. The Tigard Street Trail would run
between Tiedeman and Main Street along the abandoned rail corridor. Portland Western and ODOT Rail
agreed to cooperate with the City and make the land available for a trail after a federal rail abandonment process
has taken place. ODOT rail will then surplus the land and offer it to other state agencies. If no other state
agencies claim the land it will then be offered to the City for sale at market rate. The property is 4.2 acres;
Duane is unsure of value at this time. Duane mentions that the PRAB may be asked for a recommendation to
forward bond funds to help purchase the land and/or trail construction. Duane believes that the process will
take place too soon to get grant money for purchase of the land but,grant dollars may be possible later for tail
construction. The Brown Property,which was acquired by Metro several years ago,is another potential trail
project according to Duane. The trail could include a bridge across Fanno Creek but, the trail has not been
designed.
The Fanno Creek Trail segment for which Duane is seeking funding runs from Woodard Park to Grant
Avenue. Duane says that after a potential grant of$140K, $127K of Greenspaces Local Share and $154K of
Parks SDCs that$195K would still be needed to complete the segment. Jeff Peck presents a layout of
preliminary design work for the trail segment. Jeff says that costs are high because of the need to build a
boardwalk to stay out of wetlands and a span across Fanno Creek. (A map/layout and two sheets with cost
estimates are distributed.) Duane Roberts tells the PRAB that the deadline for the grant application is January
15.

5. Bond Measure Discussion. Steve Martin says that$8.4 million has been allocated to the Summer Creek and
Sunrise Lane properties. Steve says that up to $1.7 million can be allocated for downtown leaving$6.9 million
in bond funds. Steve distributes a document labeled, "Bond Measure Questions for Discussion by the PRAB."
Steve urges the PRAB to study and discuss allocation options. Troy Mears asks about leveraging SDC funds.
Steve says that SDCs can be leveraged and that the PRAB can make recommendations to do so. Troy Mears
says that some of the properties mentioned by citizens could be eligible for grants.
Barry Albertson Tigard-Tualatin School District Board Member.
Barry gives the PRAB an update regarding the school district and says that the purchase of the Fowler Property
(Summer Creek) by the City was a win/win for the district and the City of Tigard.
6. Elect PRAB Officers for 2011.
Jason Rogers informs the board that January will be his last PRAB meeting and that he has been appointed to
the Tigard Planning Commission.
Jason Rogers nominates Troy Mears for the position of Chair and Holly Polivka for the position of Co-Chair.
Hong Dao makes a motion to vote on the nominations and Marshall Henry seconds the motion. The PRAB
elects Troy Mears as Chair and Holly Polivka as Co-Chair.
7. Further Discussion of Fanno Creek Trail Segment
Troy Mears mentions that the trail piece is ranked as a high priority on the PRAB evaluation and that it has been
identified by the City as an important extension of the Fanno Creek Trail. Jason Rogers and the PRAB discuss
the criteria to evaluate the piece: Is it in the Park Master Plan? Does is serve an under-served area or serve a
particular purpose? Does it meet the needs of the Park System as a whole regarding quality, uniqueness or
connectivity? Is it important in size,habitat or vulnerability? The PRAB discusses the length of the trail
segment (1300 ft.), costs, environmental impact, and the interconnectivity with Fanno Creek Trail and Tigard's
Downtown.
Holly moves to recommend $195K for funding the extension of Fanno Creek Trail from Woodard Park to
Grant Avenue. After further discussion,Troy Mears moves to approve $195K from the Parks Bond as a
funding source for the Fanno Creek Trail Segment (Woodard Park to Grant Avenue) contingent upon approval
of a$140K RTP grant. Marshall seconds the motion. Motion passes.
8. PRAB Goals for 2011
1. Pursue a coordinated city activity calendar to include recreation and other city sponsored events.
2. Continuously communicate PRAB status for use of bond money and activities.
3. Inventory and evaluate current park amenities—make recommendations.
4. Evaluate interest and ability of City of Tigard to create community gardens.
5. Research and evaluate alternative park and recreation funding sources for 2011 and beyond.
PRAB reviews the draft of goals from November listed above. Hong Dao makes a motion to approve the goals
and Holly Pohvka seconds the motion. PRAB adopts the goals unanimously.
9. Non-agenda items, Steve Martin—Announcements.
PRAB decides to meet on January 18 and February 22 because of Monday holidays.
January 7 there will be a short celebration on the purchase of the Summer Creek Property.
10. PRAB goes into executive session.
