Parks & Recreation Advisory Board

The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. Chairman Rogers call the work session to order.
Members Present: Jason Rogers,Hong Dao, Holly Polivka,Troy Mears, Scott Bernhard

Audience: John Frewing, Carolyn Barkley,Alexander Craghead,Tom Murphy
2. Discussion of Possible Parks Bond
There were three ideas presented to use as a starting point for how bond money is needed and
might be used.
Councilor Henderson presents and explains his $20 million dollar example. $5 million of the $20
million would be held in dedicated funds for future incorporated areas of Tigard.
Scott Bernhard calls for specific explanation of appropriations and a highly organized campaign.
Councilor Henderson believes that leadership will be essential for a bond to pass.
Troy Mears presents his proposal/guideline. Troy emphasizes 30%land acquisition and the
leveraging of SDC funds.
Councilor Henderson believes that definitions in any informational literature need to be simplified.
John Frewing would like to see in depth information available for interested citizens to compliment
more basic or simplified information.
Chair Jason Rogers utilizes quadrants in his presentation, utilizes Master Plan areas of need.
Scott Bernhard starts a discussion on setting aside a$5 million reserve fund. Jason Rogers expresses
concern that$25 million may be too much and contradicts polling data from TPL. The PRAB and

audience members discuss future needs possibly emerging in Metzger,Bull Mountain and Durham. It
is noted that the total need according to the Parks System Master Plan is nearly$80 million. The
PRAB and audience members discuss leveraging SDC monies,planning costs and acquiring land
outside current city limits.
Audience member Carolyn Barkley cautions that voters may have questions and concerns about why a
new bond proposal might be $5 million more than the recently failed measure.
3. Designing a proposal.
Steve Martin urges the board to work on defining the terms of its proposal.
The PRAB chooses to eliminate "manage recreation" from any proposal.
There is agreement from the board and audience that land acquisition must be a top priority.
The board discusses using three main categories to illustrate where funds would be targeted. They are:
1. Acquire -land in NE,NW, SE and SW quadrants using Fanno Creek and Pacific
Highway as the dividing lines. Also utilize the urban renewal district boundary to
define a "downtown" category.
2. Develop—
a. Create open space—examples:Washington Square, Power Line Trail.
b. Trails/Linear Parks—Rails,Power Line, Fanno, Summer Creek.
c. Build/Create Parks—
i. Fowler,Durham Treatment,Tigard Triangle,
Fanno lowlands.
ii. P-9,P-6
iii. Ash Creek Corridor/Area
iv. Metzger Area
3. Improvements-
a. New
b. Existing Park areas—Kiosks, site amenities,playgrounds, courts, fields, etc.
4. Expenditures-percentages and geography.
Acquire = 50%
Develop = 30%
Improve = 20%
25%NW quadrant, 25% SW quadrant, 20%NE quadrant,20% SE quadrant, 10% Downtown.
Board and Audience discuss and agree that$25 million option should be pursued.
