04/19/2010 - Minutes City of Tigard r r Parks & Recreation Advisory Board - Minutes MEETING DATE: April 19, 2010 7:00 PM MEETING LOCATION: Public Works, 8777 SW Burnham St., Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard. 1. Roll Call: At 7:00 p.m. the meeting is called to order by Chair,Jason Rogers Members Present: Brian Davies, Holly Polivka, Scott Bernhard Charlotte Corelle, Hong Dao Staff Present: Steve Martin,Martin McKnight Council: Marland Henderson Audience: John Frewing,Josh Alpert,John Tracy, 2. Approval of Minutes—February 8, 2010 Holly Polivka makes a motion to approve the February minutes and the motion is seconded by Brian Davies. Motion passes unanimously. 3. Comments from the audience:John Frewing says that he attended a birthday celebration at an open shelter at Cook Park and had a good experience. He says that the park serves the community well. Mr. Frewing says that the May 18 election for Chairman of Washington County Commission will be important, and expressed his support for one of the candidates. John Frewing says that an extension is coming up on the Oregon constitutional measure that dedicates 15% of lottery revenues to natural areas and park properties and believes it is important to support the measure in November. In trying to build support for parks and recreation in Tigard,Mr. Frewing urges the PRAB to have the City Council authorize a report on parks during each business meeting. He presented the PRAB with a draft letter to urge the Council to allow the recurring reports. PRAB Goals and Visioning for 2010: Scott Bernhard is interested in an updated binder regarding possible land acquisitions. Steve Martin says that a lot of the basic information regarding lands is available off the Tigard Maps Program. Brian Davies leads a discussion regarding a city activity calendar. Board discusses moving 2009 goal of identifying city—funded or sponsored activities into a goal for 2010. Actively pursue the 2010 bond measure. 2. Re-evaluate available land/properties for potential purchase as they relate to parks and land acquisition. 3. Pursue a coordinated city activity calendar to include recreation and other city sponsored events. 4. Urban Forestry Code Revisions Citizen Advisory Committee (PRAB Appointments) Committee is looking for two PRAB members to join. Committee is a large and diverse group with many different interests represented. Councilor Henderson says that committee will convene for sixteen months and he confirms the diverse interests of the 15 members of the committee. Scott Bernhard confirms his interest in joining the committee and PRAB Chairman Jason Rogers volunteers to be an alternate. 5. Bond Measure Discussion: Josh Alpert from TPL introduces John Tracy and explains that TPL will offer assistance and advice on how to create a recommendation the PRAB can give to Council in May. Josh says that typically TPL takes its polling data and matches it with the city's parks master plan. The thought is to take the information, the master plan and then refer to a city map and prepare a geographically diverse acquisition package. Survey was conducted in January and sample size was 400. TPL tested a range of dollar amounts - $15 million tested best. Survey wording was similar to the wording on the polling data sheet. Mr. Bernhard believes that more support is needed and he encourages other individuals to be involved on the Bond Measure Steering Committee Josh says that ideally the PRAB would forward a set of recommendations to Council that would clarify what areas of the city are in need—voters could receive a map showing each section of the city having a potential land acquisition. Brian Davies clarifies that,in essence the PRAB could take the Parks Master Plan and recommend actions that meet the plan. Josh Alpert adds that the Master Plan clearly states that there are areas in Tigard that need more park land—the solution for which is the passing of the bond measure and a recommendation will be needed by June. Jason Rogers proposes adding a work session to the May PRAB Agenda—Brian Davies suggests two topics: case statement and recommendations. A. What are funds needed for? Steve says Metro has dedicated $lmillion toward Summer Creek purchase—now there is a total of 2.5 million with city's local share, county, CWS. 5.3 million needed; there's still hope that OWEB will come through with dollars. B. PRAB proposals for allocation of funds?—To be worked on next meeting. C. Tigard Farmers' Market Booth—the City has been asked if it would like a table at the market and park staff could use as an information effort regarding the possible parks bond measure. A similar effort could be made at the upcoming songbird festival in mid-May. 6. Park Project Updates Fanno Creek Conference cancelled. Summerlake storage building is up,needs power and then can occupy. Fanno Creek meander project on hold. 7. Adjourn 7:50 P.M.
