Parks & Recreation Advisory Board - Minutes
MEETING DATE: February 8, 2010 7:00 PM
MEETING LOCATION: Public Works, 8777 SW Burnham St., Tigard, OR 97223
The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. the meeting is called to order by Vice Chairman,Brian Davies.
Members Present: Brian Davies, Kim Leinberger, Holly Polivka,Troy Mears, Scott Bernhard
Charlotte Corelle, Hong Dao
Council: Marland Henderson
Staff Present: Steve Martin,Martin McKnight
2. Approval of Minutes
Troy Mears makes a motion to approve the November minutes and the motion is seconded by Scott Bernhard.
Motion passes unanimously.
Holly Polivka makes a motion to approve the January minutes,Troy Mears seconds the motion—motion
passes.
3. Comments from the audience: none
4. Bond Measure Discussion:
A. Results of poll and discussion Josh Alpert discusses survey commissioned by TPL.
The phone survey was conducted 3rd week of January.
700 calls were made to get 350 responses.
The respondents matched the city's demographics.
Home phones were called.
Scott Bernhard asks about the firm that did the survey. Josh Alpert reports that TPL often works
with this particular survey company— survey funded privately by TPL.
Josh says that since the May vote is a primary,independent voters will have a low turnout.
Survey results point out that May will not be a good time for a parks bond.
November looks better. Library and public safety operating levies will be on the ballot—parks bond
may be the only one of its type on the ballot which would make passage more likely.

B. Discussion of recommendation by the PRAB
Two things are clear:Josh Alpert
1. Voters are willing to tax for parks and natural areas. 15 million is not
too much. A healthy percentage of voters would pay the max— support
dropped as lower bond amounts were presented.
2. A clear statement on where dollars would be spent is needed. Josh
would like to see PRAB work with city to develop specifics. Master Plan
should be used as jumping off point. The question of what are we going to
get and where needs to be addressed. THPRD used a lot of maps in its
recent successful campaign.
Josh believes that November is a realistic option.
Holly Polivka asks if property tax statements arriving at nearly the same time as a November bond
vote would hurt the bond measure's chances.
Scott Bernhard believes that there have been encouraging polls;voters need to see/feel what the
measure would bring—bullet items are necessary.
Josh mentions that input from the public during open houses has served other municipalities well.
He cites a"Monopoly style"game that THPRD utilized to help voters prioritize and pinpoint
preferred projects.
Josh Alpert of TPL believes that work for a November bond measure should start now. He believes
that November is the next real choice.
Troy Mears likes that a November bond measure would mean that there is enough time to get the
word out at places like the Farmers'Market and Balloon Fest.
Brian Davies leads a board discussion about the May or November choice. Board concludes that May won't
work and November should be the focus. Brian's message to Council tomorrow will be to scratch May and
push for November. Scott Bernhard believes that targeted bullet points will be necessary. Holly Polivka asks
for clarification on what PRAB can and cannot do regarding advocating for bond measure.
5. Start PRAB Goals and Visioning for 2010: Discussion of possible goals-
a. Identification of what bond measure would be for.
b. Update inventory of potential parks and open space.
c. Coordinated city activity calendar-perhaps even including pool activities.
d. More public outreach and information regarding parks facilities
e. Revisit charter of PRAB and update as necessary.
Next month take the above list and last year's list and update goals—Brian Davies.
A. Discussion on election of PRAB officers.
The board discusses the election of officers,length of terms, outgoing members, etc. It is decided that re-
visiting the PRAB Charter should be a goal. Vice Chairman,Brian Davies encourages PRAB members to
think about the roles and vision each member has for the PRAB.

Councilor Henderson suggests a retreat for the PRAB. Multiple board members agree that a retreat would
be useful, especially if another bond measure is presented to voters.
6. Park Project Updates.
Steve Martin presented a check to TVFR last week for the Jack Park Property. Brian Davies asks Steve about
the IGA and plans for a bridge over the creek. Steve says the IGA had Tigard pay for extra parking and an
enlarged community room that is offered free to non-profit organizations. Steve says that a bridge should be a
part of any development plan. Jack Park and connecting greenways will undergo blackberry and invasive
species removal perhaps as early as this summer.
Storage Building at Summerlake—construction has started. Skate park restroom is opening this week.
Community Garden group had a meeting recently to organize for the upcoming growing season.
PRAB is asked to help establish rules for non-profit organizations requesting free rentals for shelters in the
parks. There is a lot of discussion regarding the free rental question and which groups should be eligible for
free shelter rentals. Steve will inquire with other agencies about their policies and approach the PRAB again
with a proposal.
Other parks issues that the PRAB may be asked to consider are, amplified music regulations and room
reservations.
Troy Mears inquires about whether or not COT rents out the skate Park. Steve informs the PRAB that it is not
rented out. Other cities are able to rent out such facilities and add revenue according to Steve and Troy.
