Parks & Recreation Advisory Board - Minutes
MEETING DATE: January 11, 2010 7:00 PM

The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. RollCall: At 7:03 p.m. the meeting is called to order by Chair Jason Rogers.

2. Approval of Minutes—December 14,2009
Brian Davies makes a motion to approve the minutes and the motion is seconded by Troy Mears. Motion
passed unanimously.
3. Comments from the audience: none
4. Discussion of Possible Bond Measure: Visitors:Josh Alpert and Bob Betcone from the Trust for Public
Land. Josh worked on the Tigard bond measure that went to voters in November 2009. For the next measure
he will test for timing, turnout and price points between 7 or 8 million up to 20 million. Projects and priorities
will also be tested for with survey.
Josh's analysis of the failure of the last measure reveals two major factors:
a. Low turnout. Turnout was at 35%;TPL was counting on 42%. TPL believes that with
42% turnout, the measure would have passed.
b. Ballot language. Josh says that the language on the ballot last fall was not quite the
language TPL tested in the survey. There was discomfort expressed regarding language
about the effects the measure would have on streams.
TPL will be testing messengers for the campaign-who should bring the message forward? There will be a
memo prepared for what PRAB members can and can't do. Usually PRAB's are very credible
spokespeople. TPL will look to PRAB to be active in a campaign.

Another issue is timing sequence. Council will meet tomorrow and discuss. If polling results are positive,
the City Council may move forward on bond issue. A steering committee will need to do a lot more work
this time with fundraising and door knocking.
Assuming favorable survey returns the Council might be prepared for referral to a vote during the first week
of February.
Jason Rogers asks if interconnectivity or development of linear parks can be tested with the survey. Josh
says that it can.
Steve Martin mentions Senn, East Butte and the Jack Park/fire station property as examples of properties
ready for development. Steve passes out a park bond worksheet and the board and guests discuss the
various properties, dollar amounts,projects and strategy. THPRD had success with open houses.
According to Josh, a $15,000,000 bond can give the city the ability to leverage state and other funds;
leveraging is generally seen favorably by voters.
Brian Davies asks about the money needed to run a campaign, 3/a of the campaign dollars will be used for
voter contact. Direct mail,phone contact and other voter contact- the emphasis would be more on getting
voter turnout.
Councilor Henderson and others discuss testing for favorability of acquiring lands in un-incorporated areas
that may become part of Tigard in the future.
When survey results are back,information will be given to PRAB. There is a possibility of a survey
informational session to take place with the PRAB.
5. Upcoming Council Meeting. Marland Henderson seeks recommendation from PRAB and a willingness to
work with Council. Communication will be important. Marland mentions the City Center Advisory
Commission (the advisory group for the City Center Development Agency) and CCI as potential partners.
Sean Farrelly is staff adviser for the CCDA. Southside Soccer may help too. PRAB members will attend
City Council meeting tomorrow.
6. Recreation Needs for 2010 PRAB will revisit this subject during summer. PRAB has a discussion on role
of new Events Coordinator and existing recreation programs within the city.
7. Park Updates. Steve Martin has no significant updates since last meeting.
8. Land Acquisition. Steve Martin says that 30 more properties have been recommended to be looked at.
Brian Davies thinks that a street view in property photos would be helpful and Metro Fund Title 13
eligibility should be noted on potential properties. The PRAB is interested in using a scoring method on
properties similar to what has been used in the past. Jason Rogers thinks that April or May will be a good
time to take a look at properties.
Steve Martin says that the Schalz house is close to going to bid and the Summerlake pole barn needs
engineering for its foundation. Skate park restroom is nearly finished and so is Fanno Creek crosswalk and
bridge.
