The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:01 p.m. Chairman Jason Rogers called the meeting to order.
Members Present: Brian Davies,Jason Rogers, Holly Polivka, Scott Bernhard, Michael
Freudenthal,Troy Mears,Trisha Swanson
Staff Present: Steve Martin,Twila Willson
Audience: Bob Betcone
2. Comments from the Audience: Bob Betcone (representing Conservation Campaign) —Updated
the Board on the upcoming bond measure. Recent poll responses from citizens were strongly in
favor of a bond measure to budget for improvements. $20m, $15m, and$10m amounts were polled
and $20m was viewed no differently than the lesser amounts. (Brian Wegner, Carl Switzer, Craig
Dirksen,Marland Henderson,Troy Mears, Sue Manning,Andy Maggie,Doug VorWaller, Ken
Dobson, Rich Perry, Carl Hostica are some of the people on the committee.) Ten very positive
statements were considered for the voter pamphlet;no negative statements were received.
Many board members praised the accomplishments of this campaign and the legacy that will be left.
Mr. Betcone left his contact information if further information was needed. The active website for
more information is www.tigardnaturalareasandparks.org.
Discussion regarding the bond measure followed between Board members.
3. Approval of Minutes—July 20, 2009
Brian Davis motioned to accept the minutes,Michael Freudenthal seconded the motion—unanimous
approval was given.
4. Park SDC Status

a. Trails—were not included in SDC study. Following a discussion with Don Ganer, Steve
Martin recommended putting a hold on the update as a$92,000 major trail study (funded by
ODOT and matched with city staff time) is underway.
b. Priority list
5. PRAB Discussions
a. PRAB member terms—Two members have terms expiring in December: Trisha Swanson
and Michael Freudenthal. Michael requested his term dates be checked. Steve Martin will
research. An announcement for new members will be in Cityscape.
b. Joint meeting with Council scheduled for February—Work session with the Council is
tentatively scheduled. The exact date will be announced at a later time. There will be a lot to
discuss at that time.
The Board briefly discussed the earlier presentation and how the funds were being raised for bond
measure expenses for Conservation Campaign.
6. Park Updates
is Cook Park Noise Complaint—The complainant has not responded to requests to meet
with staff to discuss the issue. Steve informed the Board that there have been only a few
other complaints from citizens over several years time. Park staff has been trained to talk
to park users if they notice there is a noise problem and contact the police only when there
is no cooperation. Special Use permits are required by park reservation users. The Board
decided not to pursue the issue since there was no follow through by the citizen making the
original complaint and relatively no other complaints from other park users.
7. Land Acquisition Update—Staff recommended waiting until after the bond measure election to
acquire more information on land acquisition.
Michael Freudenthal said he heard there was federal stimulus money that may be available for parks
and trails. Steve thought it was only through the state for transportation purposes. The Board
requested follow up at the next meeting on whether new stimulus funds are available and also an
update on the Tigard St. Rail to Trail.
