Parks & Recreation Advisory Board - Minutes
MEETING DATE: July 20, 2009 7:00 PM

The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. Roll Call: At 7:00 p.m. the meeting is called to order by Chair Jason Rogers.

3. Approval of Minutes—June 15, 2009
Brian Davies makes a motion to approve the minutes; Kim Leinberger seconds the motion. Motion passes
unanimously.
4. Parks SDC Methodology kick off
Don Gainer of FCS—First of two consecutive meetings with PRAB. Mr. Gainer is consulting the new parks
master plan and using a similar approach as before. The city has had SDC's since the mid 1990's that apply to
both residential and non-residential development.
Mr. Gainer discusses current population and projected population growth, current employment numbers and
the residential equivalent of employees. The methodology is shown on a spreadsheet that applies parks facility
standards from the Parks System Master Plan and illustrates surpluses or deficiencies of community parks,
pocket parks,linear parks, etc.
Mr. Gainer points out that Tigard has current deficiencies in most facility types with the exception of
undeveloped community park land. He tells the PRAB that SDC's can't be used to repair deficiencies, only for
growth needs. For facilities that the city is acquiring or building, a calculation must be done to show what
percentage is being built or acquired for growth needs and what percentage is being built or acquired for
deficiency needs.

Mr. Gainer says that the recession has had an impact on the estimated cost of land and that in working with
other communities where costs have gone down, a change factor has been used to reduce SDC rates.
Mr. Gainer plans to come back next month with a detailed list that includes the priority projects from the parks
master plan, additional projects based on levels of service needs and a draft methodology report with
calculations. Don Gainer explains that as the economy changes and land prices change, SDC adjustments can
be made at any time with city council approval. Annual reviews of costs indicate whether such actions are
necessary.
Don Gainer finishes his presentation by reviewing a draft of the SDC Timeline.
5. Parks Master Plan Discussion from Council Meeting
Mike Freudenthal is of the opinion that the recent Master Plan Discussion at City Council went well and he
believes that the Council is supportive. Taking into account comments from the meeting, another community
park was added to the master plan. Various PRAB members discuss the notion of a signature feature for
Tigard. The 40 mile trail, downtown plaza, and other projects are discussed. The PRAB will recommend the
highest priority projects.
Steve Martin tells the PRAB that the Parks System Master Plan was adopted by Council on July 14th. No
significant changes were made to the document.
6. Park Updates
Steve Martin says that Council will meet with the Save TT Pools group and discuss the parks bond phone
survey results on July 21. The phone survey on park and land acquisition was conducted in June.
Steve tells the PRAB that the Fowler acquisition by Trust for Public Land is not fully funded and that Duane
Roberts is still working on acquisition of the Rail to Trail adjacent to Tigard Street.
East Butte Heritage Park (Canterbury) community meeting was held June 30. Steve says the meeting went well
and there were no major objections to the three design plans.
Steve says there is a joint PRAB/City Council meeting set for 9-15-09. Steve will be out for the next PRAB
meeting. PRAB discusses emailing each other with ideas for a white paper on the recreation inventory. Brian
Davies says that the original intent of drafting a white paper was to illustrate how much city staff time is already
being used in a recreation capacity. Brian Davies asks Steve Martin about the new Event Coordinator position
in the City Administration Division and also about how much time Public Works staff spends on the park
reservation system. Steve says the new Coordinator is to handle Family Fest,Home Front Heroes function and
other similar events. He is unsure of time spent on the reservation system but will try to compile the requested
information. Brian Davies suggests that PRAB needs to show that re-drawing lines and centralizing the
coordination of library,police, and parks events would essentially show a recreation program for the city at little
extra cost.
Trisha Swanson says that she received a call from a Tigard Times reporter regarding the master plan. The
reporter inquired about master plan content and any plans for recreation. Jason Rogers suggests the reporter
attend August PRAB meeting.
