06/15/2009 - Minutes City of Tigard Parks & Recreation Advisor Board - Minutes R.15 rcD11-1 J 11 MEETING DATE: June 15, 2009 7:00 PM MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223 The purpose of the Parks and Recreation Advisory is to advise and advocate for park and recreation opportunities for a growing Tigard 1. Rall Call: At 7:00 p.m. the meeting is called to order by Chair Jason Rogers. Members Present: Brian Davies, Kim Leinberger,Jason Rogers, Trisha Swanson, I-Iolly Polivka, Troy Mears, Scott Bernhard, Mike Freudenthal Audience: Group of 15 or more people from Save TT (Tigard/Tualatin) Pools Staff Present: Steve Martin,Martin McKnight 2. Comments from the audience. none 3. Approval of Minutes —March 16, 2009 After one correction to a name in the minutes is made, Scott Bernhard makes a motion to approve the minutes, and the motion is seconded by Brian Davies. Motion passes unanimously. 4. High School Pool Group A group from The Committee to Save Tigard/Tualatin Pools attended the meeting and spoke regarding creating an aquatics district with boundaries of Tigard/Tualatin School District. The group plans to ask the voters within the school district boundaries for the establishment of the aquatics district and a permanent tax levy to fund operating expenses. The operating levy would be less than 10 cents per thousand dollars of assessed value or about$30 per year for an average home in the district. The aquatics district would have a five member board of directors. The aquatics district board would lire employees to run the centers. The Committee to Save TT Pools has already started the process of meeting with die TTSD Superintendent, school board members, and City Managers of Tigard,Tualatin, King City and Durham. The Conunittee to Save TT Pools hopes to receive resolutions in support of their efforts from the various city councils within the district to take to Washington Count Elections. The conunittee members say that the net operating loss is about $600K per year. The Conunittee plans to create a memo of understanding between an aquatics district and school district sinhilar to a successful model in Lebanon, OR in which the schools maintain ownership and die aquatics district operates the pools. The pools committee hopes to work in conjunction with the PRAB to keep the pools open as a recreation option in the community. Chairman Jason Rogers thanks the committee members for attending and asks for an update as their efforts progress. He told the committee that the PRAB will discuss a letter of support and confirms that a resolution of support would have to come from the Tigard City Council. There is some discussion among the PRAB members on Tigard/Tualatin Pools after the group exited the room; How should the PRAB work with the Pool Committee efforts and what might be an aquatics district effect on a community wide recreation program? The pools are existing structures and they also have a $600K operating cost. There is mention of the overlap of the pools district and the Cities of Tigard and Tualatin. 5. Parks Master Plan Discussion for Council Meeting There is a concern over the prominent mention of Tualatin Riverkeepers because it is a private non-profit, some spelling errors, and the priority status of a Scholls Ferry overpass for the Englewood Park Trail in Master Plan Document. Trisha Swanson inquires about referencing in the plan the pilot recreation project that was previously written. Holly Polivka says that p.23 of the Master Plan should indicate that the library has arts, crafts and hobby programs for all age groups,not just teens. PRAB are asked to inform Steve Martin of other necessary changes in the Parks Master Plan Document by June 30th. Jason Rogers leads discussion of how to proceed with presentation to Tigard City Council on the following day. Ryan Mottau for MIG will speak for first 5 minutes and members of PRAB will speak for the remaining minutes. Scott Bernhard agrees to speak on land acquisition. Trisha Swanson agrees to speak on the recreation piece. Mike Freudenthal volunteers to speak at the City Council meeting too. Steve Martin asks the PRAB about any missing pieces in the Parks Master Plan. Jason Rogers mentions that he didn't see anything on Summer Creek trail extension. Steve Martin agrees to read the plan again and look for information on Summer Creek Trail Extension. G. Adjourn 8:01 P.M.
