Parks & Recreation Advisory Board - Minutes
MEETING DATE: May 18, 2009 7:00 PM
MEETING LOCATION: Public Works Building, 8777 SW Burnham, Tigard, OR 97223
The purpose of the Parks and Recreation Advisory is to advise and advocate
for park and recreation opportunities for a growing Tigard.
1. RollCall: At 7:00 p.m. the meeting is called to order by Chair Jason Rogers.

2. Comments from the audience. none
3. Approval of Minutes—March 16, 2009
Brian Davies makes a motion to approve the minutes, and the motion is seconded by Kim Leinberger .. Motion
passes unanimously.
4. Jason Rogers welcomes new board members Holly Polivka and Troy Mears. Both new members introduce
themselves. Troy Mears is a landscape architect and Holly Polivka works as a Youth Services Librarian with the
City of Tigard.
5. Recreation Inventory Discussion for PRAB
Jason Rogers asks board members to list the city funded recreation activities compiled since the April board
meeting. Various board members mention the following: Family Fest, scheduling of sports fields, basic
maintenance of sports fields, trails association, skate park and skate challenge,Tigard House maintenance,
Christmas tree lighting, Senior Center, Balloon Festival, 4t`' of July celebration,room reservations,police
safety town, community garden,Dog Days of Tigard,dog park Halloween costume event,potential of
farmers'market,police bike safety,police bike helmet give away as part of Tigard Health Fair,DARE,
GREAT. Library recreation activities include: weekend adventures, story times, computer classes,
networking classes,interviewing workshops, job finders'workshop,book clubs,writing clubs, teen activities,
outdoor concerts.

The board discusses centralizing and standardizing recreation programs and sign ups, sports programs,
room reservations, etc.
Jason Rogers opens discussion about how to attach a dollar figure to recreation activities and identifying city
staff working with recreation. The list of recreation activities compiled above could be matched with the job
title of city staff person who coordinates or completes each activity. Brian Davies also suggests coming up
with a "full time equivalent" figure regarding recreation staffing. Jason Rogers says that identifying staff and
an approximation of time devoted per week is a good start. A list of city staff matched with the recreation
activities and an estimate of time devoted to recreation should be put together by the next PRAB meeting.
The list will be available but not on the agenda.
6. Parks Master Plan MIG presentation
Presentation is separate.
During the presentation,Trisha Swanson voices a concern that many of the soccer fields reflected in the needs
assessment presentation are not playable or regulation size. Ryan Mottau with MIG wants to make sure that all
potential fields are reflected in the MIG report. Ryan agrees that condition and size of fields should be
explained in the needs assessment report. Ryan also explains the change in acreage for park types.
Ryan Mottau asks for input from the board on prioritizing the Capital Projects List. Board gives some input at
the meeting and will send electronic copies of priority projects back to Ryan.
7. Park Updates
a. Park Policy Matters
Steve Martin discusses parks reservations. Do we want to allow large groups of up to one thousand
or more people? Board discusses whether park is still open to public during large events. Currently,
the Balloon Festival is the only event that closes the park and requires an admission ticket to enter.
Brian Davies inquires about THPRD and Hillsboro event management policies. Staff will check
with other jurisdictions.Jason Rogers inquires about the amount large groups would be charged.
8. Next Board Meeting
The next meeting is on June 15, one day before joint meeting with council. Board will finalize plans for
joint meeting at that time.
