Meeting Minutes
Monday, July 10, 2006

1 . Roll Call and Introductions
At 7:05 p.m. the meeting was called to order by Michael Freudenthal
2. Comments from the audience
None
3. Approval of May 08, 2006 and June 12, 2006 Minutes
Jason Ashley made a motion to accept the May 08 minutes, Carl Switzer seconded the
motion. One member abstained . Minutes were approved as written. The June12, 2006
were tabled until the August 14 meeting.
4. Revisit PRAB Mission Statement — Michael Freudenthal
The PRAB Mission Statement was discussed . The purpose of the Parks and
Recreation Advisory Board is to advocate for park and recreation opportunities for a
growing Tigard .
5, PRAB Chair/Vice-Chalr meeting with Mayor/City Manager — Michael
Freudenthal Scheduled for July 31 , 2006.
Michael suggested that Board have this meeting first, and then schedule the get together
with PRAB and City Council in August, 2006, that way we can follow up with Council
members and discuss recreation programs. On July 31 , Michael Freudenthal, Bran Davies

and Dennis Koellermeier will plan to meet with Craig Prosser, and will be able to report back
on August 14.
6, PRAB Representation on the CCI — Michael Freudenthal
Seek replacement for Trisha Swanson
Michael stated that he was unable to meet with Scott Bernhard , but would like to move
forward with thoughts of rotating attendance in the CCI program . Michael's
recommendation is to put the PRAB members on a rotation list, depending on availability.
Make the CCI a re-occurring agenda item to talk about the work that is being done in CCI
and get PRAB more involved.
Michael stated that he wanted to follow-up on the Council's new alcohol prohibition in the
city parks . Dan stated that no drinking signs were up by July 1 . We will check and make
sure the signs are placed properly. The Council wants a follow up report in 90 days, and the
Parks crew is to report any drinking to the police. Carl asked if they will ban alcohol in all
parks. Dan stated he didn't think so. There are 11 signs (12" x 18") placed on Fanno Creek
trail. Michael asked if the police department plans to change their patrol in these areas
during the 90 day period. Dan didn't know. Dan stated the Parks Department will keep
track of the number of times that we notify the police when we see drinking.
Michael stated that the PRAB website needs to be up dated . Michael also asked about the
youth council replacement.
