Meeting Minutes

1. Roll Call and Introductions
At 7:04 p.m. the meeting was called to order by Brian Davies
2. Comments from the audience
None
3. Approval of April 10, 2006 Minutes
Jason Ashley made a motion to accept the minutes, and Trisha Swanson seconded the
motion. Minutes were approved as written.
4. Recreation Program Update-Jennifer Price
Jennifer Price presented the structure of the recreation budget that she has worked
on for the board, and also opened it up for questions and discussion. The packet
has a list of different ideas and activities for recreation programs. A survey had
been sent out to the community about whether people would like to see a recreation
program in the community. Kathy stated that the survey was more towards
recreation for the children, rather than all age groups, and wanted to know if that
was the idea. Dan stated that the survey asked generic questions. Dan stated that
most of the interest that has been voiced to him directly has been children oriented,
not adult oriented. Trisha stated her concern was a lot of focus on after school
programs, and none for no-school programs. She feels it serves more as a day
care, than putting our energies into a recreation program. She feels we could run
into competition with schools that offer after school programs. Dan feels that a

program would include everyone. Brian stated start with an easy win program, and
then branch off. Jennifer's recommendation is:
Start small.
Talk with community and gather information.
Budget written to pick and choose.
Once program is started, you will need to re-evaluate.
Start with special events for each season.
After interest is established, bring hour long classes.
Adults prefer classes, senior citizens prefer day trips.
Trish told Jennifer that she enjoyed reading the information, that it was well done,
and great ideas, but what is our focus? Dan stated that the purpose of a recreation
program is to provide recreational opportunities for the community. What is the
result of that? It is a community that feels that the city cares. Why do we do this?
We do it to provide people with opportunities to grow. Jennifer stated everyone has
a different definition of recreation.
Several ideas were mentioned for getting feedback from the community as to what
they would like. (Cityscape, Homeowners Assoc., e-mail addresses, Open house,
Offer bi-lingual information, Brochures (not in the budget) which is an added
expense.
Jennifer stated that a brochure is also a good tool for hiring staff. Many people
would be willing to teach a class one hour per week. You could use hired instructors
or independent contractors.
Once it is decided where everyone wants to go, a more concrete budget can be put
together. Dan mentioned that it is a fun business, but also very serious. A program
and child safety policy would need to be written.
Dan stated that we would have Jennifer attend our next meeting. She also stated
that we will need people who can multi-task, a cancellation policy, and volunteers.
Kelly mentioned that we could create a leadership program where kids could do a
two year internship program. Some high schools require students to do community
service hours. Trish asked for information on special events. Dan mentioned that a
children's celebration would be a very popular event. Dan stated what we are
looking for is Tigard residents to come to these events and be proud of their city.
The main point is to bring recreation to Tigard. Kelly stated that It would be a good
idea to check with other districts to see what events have been successful for them.
5. Ban Alcohol in Fanno Creek park, and future and current downtown
parks(Liberty Park, Main Street Park and Commercial Park)-Dennis
Koellermeier
Dennis was not able to attend, so Dan Plaza made the presentation. Dennis was
not looking to bring this for a vote before the PRAB members again, what he wanted
to do is share information with the Board what is going to be done administratively.

What will happen is that it will be given to council. The reason this is going forward
is they are trying to turn down town into more of a family gathering place. There will
be no drinking in Fanno Creek Park and the down town parks. Dan and Steve
spoke on what cleanup is like on the Fanno Creek trail. Dan stated that the down
town development process asked him and Dennis if they could appropriate some
money to do a Fanno Creek design from Hall Blvd to Main Street. Dennis and Dan
thought it was a good idea. Dan stated that he thinks Fanno Creek will be the focal
point of the entire project. The park design has been completed for behind the
library. We are looking into the future of a park that could be the cornerstone of the
new downtown Tigard. The design would include, trails, wetlands, public gathering
places.
5. PRAB Representation of the CCI — Trisha Swanson
Trisha stated that she has had a great year on the Committee for Citizen Community
Involvement. She mentioned things they covered in the past year.

Park and Rec
Trish has completed her year, and would like to suggest someone else step forward
to represent our Park and Rec. This committee meets the third Thursday of each
month. Brian asked for volunteers. Without a volunteer, Brian tabled the discussion
until our June 12 meeting.
