Meeting Minutes

1. Roll Call
Carl Switzer called the Parks and Recreation Advisory Board (PRAB) meeting to
order at 7:03 p.m.
2. Approval of Minutes
Shelley Richards Rodriguez motioned to approve the meeting minutes, Michael
Freudenthal seconded the motion and the board voted unanimous to approve the
minutes of the August 8, 2005, meeting.
3. David Bragdon to Discuss Potential METRO Bond Measure
David Bragdon gave a brief history on the 1995 bond measure; in the mid-1990s
there was considerable anxiety about the population growth and the need to
preserve natural areas. The result was that a regional approach began. The target
areas included access to Tualatin River, Fanno Creek, Cooper Mountain, etc. Local
shares were also considered and $25m was divided and distributed to local govern-
ments based on a per capita/per city formula for them to purchase select lands.
Tigard received $757,000+. The main focus was on Fanno Creek acquisitions
and improvements for trails, etc., as well as improvements to Cook Park.
The regional approach by Metro included the Fanno Creek system, Tualatin
River improvements at numerous locations, Cooper Mountain (just outside
Beaverton), Grand Oaks, etc.

Metro is now in the process of working on another bond measure that will include
partnering with local governments. Per capita shares would again apply. The
desire is to continue with the same targeted area concepts and add more.
The board asked for a summary of the Bull Mountain plans for land acquisitions.
Mr. Bragdon said that he started with Metro in 1999. He knew that the Bull
Mountain area had been considered as a target area, but was removed from their
list on the request of Washington County. The Fairview area was also removed.
He did not know all the history or reasons however.
Dan Plaza reported that approximately $350,000 was spent to purchase the
Cache property (12 acres), which was purchased for a natural park.
Carl Switzer recapped the past year's efforts of the board to look at public interests
for land acquisition, recreation, a park district, etc. The board has been looking at
numerous (53 sites) properties for possible land acquisition by following criteria that
was developed. A bond measure is a probability and the board is interested in what
Metro is doing so as not to be in competition for the same tax dollars.
David Bragdon said Metro was looking at the bond measures as a cooperative
effort. Campaigns could include media approaches, etc. Metro will be working
with local governments.
Carl Switzer was concerned with the timing of the bond measures; coordination of
efforts would be good. The last two measures have not gone well. November 2006
is the election date. The bond money must be used for capital improvements, tree
plantings, etc., not for operations.
David Bragdon said they might allow regional money to be used for maintenance
as times have changed since the last bond measure. He said the local
governments are well informed and Metro will seek information from them on
specifics for identifying possible land acquisitions and also when looking at the
bigger picture, they look to the Tualatin River Keepers, Nature Conservancy,
Wildlife Refuge, etc., for their input.
Dan Plaza stated that in the past, Metro's Project Manager, Jim Desmond, has
worked with Tigard's City Manager.
David Bragdon said that good relationships with local staff bolsters the main
objective. He said he would provide map of the Bull Mountain area to the board.

5. Election Dates — calendars (e-mail sent on 9/1)
An e-mail was previously sent that contained information on election dates. Dan
Plaza distributed a copy of an upcoming Cityscape article requesting interested

citizens apply for two positions on the board that are soon to be vacant (Michael
Freudenthal and David Baumgarten). The vacating board members must
reapply if they want to continue on the board.
6. Updates from the Board
Trisha Swanson reported on the Citizen Involvement Committee and also the
Strategic Financial Task Force Committee. The committees want input from
boards, committees and special interest groups on ways to increase revenue and
decrease expenditures. Trisha asked the board to provide information that she
might contribute to the task force on revenue increasing suggestions or ideas.
It was suggested that the board provide Trisha with information that the board
would like to share with the task force committee in order to promote the PRAB.
This topic will be added to the next agenda for discussion.
Carl Switzer reported on the Downtown Task Force Committee. The plan will
now include "old downtown" and several pieces of property off Highway 99.
Efforts of the committee will focus on outreach within the community.
Barry Albertson reported that school had started. Tigard High School
improvements, Phase 2, have been completed and they are into Phase 3.
Students have a positive attitude about the improvements and are keeping things
clean. The girl's gym area still needs work and several other minor things. The
PRAB may be interested in purchasing some surplus school district properties,
four properties: Fowler property (40 acres); two properties 1+ acre parcels
adjacent to Rider School; Deer Creek Elementary (wooded area south and west);
99W property that is now being used for buses. Barry encouraged the board
members to make an effort to meet the new superintendent of schools; the
upcoming football games would be a good time to do that.
7. EXECUTIVE SESSION:
Update on property listing/map (Dennis/Mary)
The PRAB elected to go into Executive Session under the provisions of ORS
192.660 (1) (d), (e), (f) & (h) to discuss real property transactions at 7:58 p.m.
The discussions within that session are confidential; therefore nothing from the
meeting may be disclosed by those present. The meeting reconvened the
regular meeting at 8:41 p.m.
8. Adjourn
With nothing more to discuss, the PRAB adjourned at 8:42 p.m.
