2. Approval of Minutes
The meeting was called to order at 7:05 pm by Chairman Carl Switzer. Minutes
from the July 12, 2004, meeting were reviewed and a motion for approval was
proposed by Jason Ashley, Shelley Richards seconded the motion, and the
minutes were unanimously approved by the board.
3. Comments from the audience
There were no comments from the audience.
The board discussed comments in recent newspaper articles about Parks. Dan
Plaza said he thought facts were not portrayed accurately. John Frewing
released the information to the newspapers. Documents become public record
and therefore available at the public's request.
4. SDC Update of Methodology and Rates — Don Ganer
The City implements system development charges (SDC) on new development
and rates are based on single-family, apartment, commercial, etc. Revenue from
those fees can be used for growth related projects by the City, but not for fixing
such things as the Senior Center roof or things of that nature.
Mr. Ganer has worked as a consultant for SDCs with over 40 different cities in
Oregon and is particularly experienced with Park's SDCs. Tigard's SDC was
used as a model in 1997 for other cities to follow and has withstood court
challenges, but the methodology has not been changed since 1994. The City's
SDCs need to be updated and not just the rates, but the methodology also.

Don Ganer presented his findings and recommendations on the Parks system
development charges (SDC) methodology and rates. He distributed a draft copy
of his report dated September 13, 2004, and thoroughly reviewed each page with
the board members.
Mr. Ganer explained that all information was based on census data. The SDC
methodology process is complicated. He used the 10-year project list for
developing the SDC methodology, the improvement-driven approach.

The Parks and Recreation System Development Charges Methodology Update is
scheduled to be presented to the Tigard City Council on Tuesday, September 21,
2004.
5. Discuss Park and Recreation Assessment Survey
Survey results are being presented to the Tigard City Council at 6:30 pm on
Tuesday, September 21, 2004.
6. Adjourn
Dan Plaza notified the board that Darrin Marks will be resigning as he has moved
to Sherwood. Darrin will send a letter of resignation to the City Council. There is
also a need to get a new alternate board member. There is a new replacement
for Eileen Webb from the Planning Commission and an updated roster will soon
be distributed.
