1. The meeting was called to order at 5:47 pm by Chairman Carl Switzer.
Minutes from the June 14, 2004, meeting were not yet prepared and
would be presented for review and approval at a later date.
2. Survey Discussion
The consultants, board members and staff reviewed concerns about specific
wording and methodology used in the survey.
Major concerns were that the survey not be worded as a proposal
Survey to be unbiased and not prejudice by suggesting
Typical introductions do not provide much information as those individuals
surveyed may tend to be self-selective before hearing any questions
More specific information is asked in the survey as questioning progresses
The order of questions creates the scientific methodology and builds upon
previously asked questions
Some are "probe" questions, others are "if you knew" questions
Methodology shows "who's ahead" percentages and show support or lack
of support
Questions toward the end of the survey are purposely designed to be
prejudicial/biased in order to compare with previously asked questions
Each survey question was reviewed and some changes were requested to
several questions. The consultants will revise the introductory paragraph
eliminating the phrases that may cause self selection. They will fine tune the
survey and send the newly revised document to Dan Plaza for distribution to
board members. They will provide Dan Plaza with a statement that can be
presented to the Council that explains the reasoning behind the changes.

After the consultants left the meeting, the board members and staff discussed
and prepared a flow chart to be followed after receipt of the survey report.
