Call to Order, Roll Call and Introductions Commissioner Winn called the meeting to order at 5:31 p.m. 2. Approval of Minutes —May 9, 2012 Commissioner Buehner moved to approve the May 9, 2012,minutes. Commissioner Henschel seconded the motion. The motion passed by unanimous vote of the commissioners present,with Commissioners Barrett, Buehner, Henschel,Jehnke and Winn voting yes. 3. Public Comments There were no comments from the public. 4. Water Supply Update Mr. Goodrich reported: ■ Average water use for the month of June was about 7.8-7.9 million gallons per day (mgd). Normal summer peak is 8.9 mgd. ■ 225 million gallons of water are stored in aquifer storage and recovery (ASR) well #2. This amounts to an 81-day supply. ■ Summer water supply should be adequate. ■ ASR #1 has been out of service. Tigard initiated an emergency contract with Mather & Sons for a minor well rehabilitation. The work has been completed. ASR #1 will be back up and running August 3-5, 2012. The cost was approximately $60,000. Mr. Goodrich circulated photos of the repair work. Those photos are on file in the IWB record. 5. Update on the Lake Oswego-Tigard Water—Joel Komarek FJoel Komarek gave a PowerPoint presentation titled the Joint Water Supply Project i Program Status. The presentation is on file in the I" record. Presentation topics included: ■ Program status update i ■ Project status update j ■ 30 percent design completion cost estimate ■ Future updates and cost controls ■ Impact on adopted water rates 6. Informational Items The board did not discuss any informational items. 7. Non-Agenda Items The Portland Water Bureau issued a boil water notice on Saturday,July 21, 2012. Ms. Gaston notified each board member regarding the notice on Saturday afternoon. Boil water informational packets were distributed to I" members. These materials are on file in the IWB record. This is the same packet sent to Tigard City Council. Mr. Koellermeier reported: ■ The City of Tigard activated its emergency notification system (Reverse 911). Via recorded phone message, the boil water notice was delivered to 19,981 of the 23,683 contacts registered in the Reverse 911 system. This represented an 83-percent success rate. ■ The boil water notice gave Tigard the opportunity to promote registration for its Reverse 911 system. Registration information will be included in an up- coming edition of Know H2O. ■ Portland could not confirm whether Tigard was served by the Washington Park Reservoir system where bacteria contamination was identified. Commissioner Henschel provided a copy of a letter sent to Portland Bureau of Emergency Management regarding the boil water notice. The letter is on file in the I" record. I i Commissioner Henschel noted there was confusion as to who was affected. He suggested addressing any future emergency water notifications to the Tigard Water Service Area- including City of Tigard, City of King City, City of Durham, and Tigard Water District. Commissioner Buehner announced the Clackamas River Water Providers (CRWP) have added Tigard to its membership. A tour of the Clackamas River watershed is planned for September 22, 2012. Mr. Koellermeier noted IWB members will receive an invitation to the tour. Commissioner Henschel requested an update on the intergovernmental agreement. Mr. Koellermeier stated the Tigard City Council is slated to discuss the agreement at an upcoming meeting. He will update the board at its September meeting. 8. Next Meeting Mr. Koellermeier stated the next regularly meeting was scheduled less than two weeks away, and there was no pressing business and nothing on the agenda. Board consensus was to cancel the August 8, 2012, meeting. 9. Adjournment At 6:39 p.m. Commissioner Buehner moved to adjourn the meeting. Commissioner Henschel seconded the motion. Based on media reports, fluoridation has received additional support from one other commissioner and the mayor. The Portland City Council will hold a public hearing on water fluoridation on September 6, 2012. There have been reports that the council might take formal action on the matter as early as September 12, 2012. Portland's wholesale water customers (including Tigard) represent 17 percent of Portland's customer base. To date, the wholesale customers have not been invited to participate in the fluoridation discussion. What does this mean for customers within the Tigard Water Service Area? Tigard receives the majority of its water from the City of Portland. Any chemicals added to Portland's drinking water will be passed on to Tigard's water customers. Staff is working with other wholesale water customers to decide how we will respond to Portland's actions. Tigard staff has received several calls and emails from concerned customers regarding this issue. Should the Portland council approve the use of fluoride, it will take several years before fluoridation facilities are constructed, probably sometime in 2015. Early cost estimates are $5 million with an annual operating cost of$600,000. Under this scenario, there is a possibility Tigard customers would receive fluoridated water for a year or so before the Lake Oswego- Tigard joint water supply project is completed in 2016. "We have an opportunity to give all children in Portland an equal shot at healthy teeth just by drinking tap water,"Leonard says. "I've reviewed the science and talked with the Water Bureau, and it's obvious that water fluoridation is the safest, most effective and most affordable answer to our dental health crisis." Leonard wanted to give his fellow commissioners time to consider fluoridation before moving ahead. After Commissioners Nick Fish and Mayor Sam Adams expressed their support last week, Leonard scheduled the hearing. "I've long been personally supportive of fluoridation,"Leonard continued. "My commitment was to bring this matter forward if a majority of my colleagues agreed. That is clearly now the case, and I am very pleased we can take this long-overdue step." Oregon is in a dental health crisis. We have the fifth-worst rate of childhood tooth decay, largely because of the lack of fluoridated water. Two-thirds of Oregon children have had a cavity by third grade, and one in five has "rampant decay": seven or more cavities. Dental emergencies are the leading type of preventable visit to area Emergency Departments. All children are affected, but those from communities of color and lower income communities are hit especially hard. High rates of tooth decay compromise children's overall health, hinder their learning and pose a tremendous financial burden for families, schools, and healthcare systems. Fluoridation is the most cost-effective answer to the dental health crisis; for every $1 invested in fluoridation, cities save about$38 in dental expenses. In Portland, that adds up to more than$21 million in savings each year. This is an incredible return on investment. The one-time cost of implementation is just $5 per person on average, with an average annual cost of$0.61 cents per person. The lifetime per-person cost is about$50; in contrast, a single cavity costs $2000 to treat over the lifetime. More than 200 million people across the country drink fluoridated water,which is proven to reduce decay by at least 25 percent in adults and children, over and above dental hygiene, diet, and dental health care. Water fluoridation makes a difference. Oregon children have more than twice the rate of untreated tooth decay (35%) as children in Washington State (15%), which is largely fluoridated. Fluoridation has been studied for over 60 years in thousands of studies. The overwhelming evidence shows optimal levels of fluoridation are safe for people and the environment. That is why water fluoridation is endorsed by every major national health organization, including the American Academy of Pediatrics and the American Academy of Family Physicians. More than 70 local health, education, and social justice organizations, including Oregon Head Start, OHSU, and the Coalition of Communities of Color, have joined together in the Everyone Deserves Healthy Teeth Coalition to ask for water fluoridation. Over the last year, there has been more activity regarding future projects to deliver Willamette River water from Wilsonville into the Washington County basin. As an update to the IWB members, staff reports: • The City of Sherwood has begun receiving water from the Wilsonville Water Treatment Plant (WWTP) after design and construction of a large supply pipeline from the WWTP to Sherwood's distribution system. Sherwood has the ability to take up to 5 mgd from the WWTP supply. • The Sherwood supply line is oversize as a future benefit to other cities such as Tualatin and Tigard. • WRWC submitted a utility easement application to Metro for a large pipeline alignment through Graham Oaks Wilderness area (owned by Metro). The application was reviewed by Metro staff and subsequently denied based on the criteria that other alternatives for a pipeline alignment were available, though prohibitively expensive. This easement is in alignment with the proposed Tonkin Trail, which passes through the Graham Oaks Wilderness area. • WRWC is formulating a response and action plan regarding the recent Metro staff's decision in denying the utility easement application, as submitted. • WRWC is also looking at further investigation of properties and construction easements to cross the Tualatin River at efficient alignment with the transmission pipe design. 'Phis includes Washington County's proposed two-lane extension of 12411' Avenue from Tualatin-Sherwood Road to Tonquin Road. The transportation construction costs are funded by the county's voter-approved Major Street Improvement Plan. This project is listed in the county's 5-year transportation plan. • The City of Hillsboro will be publicly announcing a decision regarding long-term water supply to their region. One alternative to the Tualatin Basin Water Supply Project (TBWSP) has been the Willamette River. • Tualatin Valley Water District is also working closely with Hillsboro as a Joint Water Commission partner regarding regional water supply within the basin. • Hillsboro has requested a meeting with the WRWC to provide more information on Hillsboro's water supply options within the Washington County basin. • The WRWC members have updated their work plan. This update includes reviewing and assessing administrative management of WRWC tasks and activities. The City of Lake Oswego has been in negotiations with OPRD for over a year without being told that it must obtain approval from the heirs of Mrs, Young for this easement. This advice,at this late date, jeopardizes the timely completion of this$250 million dollar projeet. A portion of the underground pipeline will be under property deeded by Mary S. Young to the State in 1966 that has a condition that provides: "Without limitation, neither this property nor any previously granted property by the undersigned[Mrs. Young]to the State shall be used, or water conditioning,pumping, or any other similar purposes. The history of the deed restriction and the language in the deed reveals that Mrs. Young did not want her property to be used as a site for a water treatment plant as was proposed by the City of Lake Oswego. The above condition effectively ensured a water treatment plant, pump station,or similar use within the Park would not occur. Subsequently,the City acquired other property outside the Park for its water plant and pump station. However,in 1968, she agreed,and signed an easement to allow the City to place water pipe lines within the Park with an acknowledgment that the pipe lines did not create a violation of this condition. West Linn has also constructed pressure sewer mains within the park and there are other easements for utilities,again,not inconsistent with the City's underground pipe line easement request. This project is at a critical stage and the City has been working with OPRD for months,including redesigning the project to minimize any impact and providing monetary and other consideration for the pipe line. In fact,OPRD agrees the pipe line,located more than 40-feet below the Park, will in no way diminish historic and potential future uses of the Park.
