Approval of Minutes —May 9, 2012 Commissioner Buchner moved to approve the May 9, 2012, minutes. Commissioner Henschel seconded the motion. The motion passed by unanimous vote of the commissioners present, with Commissioners Barrett, Buchner, Henschel,Jehnke and Winn voting yes. 3. Public Comments There were no comments from the public. 4. Water Supply Update Mr. Goodrich reported: ■ Average water use for the month of June was about 7.8-7.9 million gallons per day (mgd). Normal summer peak is 8.9 mgd. ■ 225 million gallons of water are stored in aquifer storage and recovery (ASR) well #2. This amounts to an 81-day supply. ■ Summer water supply should be adequate. ■ ASR #1 has been out of service. Tigard initiated an emergency contract with Mather & Sons for a minor well rehabilitation. The work has been completed. zSR #1 will be back up and running August 3-5, 2012. The cost was approximately $60,000. Mr. Goodrich circulated photos of the repair work. Those photos are on file in the IWB record. 5. Update on the Lake Oswego-Tigard Water—Joel Komarek Joel Komarek gave a PowerPoint presentation titled the Joint Water Supply Project Program Status. The presentation is on file in the IWB, record. Presentation topics included: ■ Program status update ■ Project status update ■ 30 percent design completion cost estimate ■ Future updates and cost controls ■ Impact on adopted water rates 6. Informational Items The board did not discuss any informational items. 7. Non-Agenda Items The Portland Water Bureau issued a boil water notice on Saturday,July 21, 2012. Ms. Gaston notified each board member regarding the notice on Saturday afternoon. Boil water informational packets were distributed to IWB members. These materials are on file in the IWB record. This is the same packet sent to Tigard City Council. Mr. Koellermeier reported: ■ The City of Tigard activated its emergency notification system (Reverse 911). Via recorded phone message, the boil water notice was delivered to 19,981 of the 23,683 contacts registered in the Reverse 911 system. This represented an 83-percent success rate. ■ The boil water notice gave Tigard the opportunity to promote registration for its Reverse 911 system. Registration information will be included in an up- coming edition of Know H2O. ■ Portland could not confirm whether Tigard was served by the Washington Park Reservoir system where bacteria contamination was identified. Commissioner Henschel provided a copy of a letter sent to Portland Bureau of Emergency Management regarding the boil water notice. The letter is on file in the IWB record. Commissioner Henschel noted there was confusion as to who was affected. He suggested addressing any future emergency water notifications to the Tigard Water Service Area-including City of Tigard, City of King City, City of Durham, and Tigard Water District. Commissioner Buehner announced the Clackamas River Water Providers (CRWP) have added Tigard to its membership. A tour of the Clackamas River watershed is planned for September 22, 2012. Mr. Koellermeier noted IWB members will receive an invitation to the tour. Commissioner Henschel requested an update on the intergovernmental agreement. Mr. Koellermeier stated the Tigard City Council is slated to discuss the agreement at an upcoming meeting. He will update the board at its September meeting. 8. Next Meeting Mr. Koellermeier stated the next regularly meeting was scheduled less than two weeks away, and there was no pressing business and nothing on the agenda. Board consensus was to cancel the August 8, 2012, meeting. 9. Adjournment At 6:39 p.m. Commissioner Buehner moved to adjourn the meeting. Commissioner Henschel seconded the motion. Water Supply Update Mr. Goodrich reported: ■ Average water use for the month of April was about 3.91 million gallons per day (mgd). ■ Tigard has met its aquifer storage and recovery (ASR) well injection goal. Over 200 million gallons of water are stored in ASR wells. This amounts to a 93-day supply. ■ Summer water supplies should be adequate. ■ To fulfill contractual requirements, Tigard is taking about 1 million gallons of water per day from the City of Lake Oswego. 5. Consider Making a Recommendation to the Tigard Budget Committee and the Tigard City Council on the City of Tigard's Water Division Budget Finance and Information Services Director Toby LaFrance updated the board on Tigard's budget process. Mr. LaFrance noted two major milestones affecting water-related finances: ■ Tigard earned favorable bond ratings from Standard & Poor's and Moody's and subsequently received $103 million from the sale of water bonds. These bond revenues will fund water-related capital improvement projects. ■ Tigard hired a firm to prepare an A-87 federally-approved indirect cost plan. Based recommendations from a federal Office of Management and Budget circular, the plan establishes how Tigard allocates central service costs to direct service providers like the Water Division. Mr. LaFrance pointed out the following items which represent changes from previous budget numbers or practices. (Page numbers refer to budget materials on file in the IWB record.) Pae Line Item Change 173 54311 —Special Franchise fees have been added to the revenues in this line Department item. In the past, franchise fees were not included here. Expenses 174 58000 — The increases in these line items are a result of the indirect Interdepartmental cost plan; this is the mechanism for the Water Division to Costs fund utility billing and a portion of public works 58220 —Indirect administration. In the past, this money was shown as a Charges transfer out of the water fund. The change reflects a different method of accounting, but the actual amount of the charges is comparable to previous years. Note: Mr. Radley arrived at the meeting at 5:54 p.m. Pae Line Item Change 349 Total Transfers This number has decreased because the Water Division's Out funding of utility billing and a portion of public works administration used to be reflected here. Those costs are now reflected under Interdepartmental Costs and Indirect Charges on page 174. Commissioner Jehnke asked if Tigard staff were coding time to various funds. Mr. LaFrance replied that they are not. In lieu of coding time, the indirect cost plan establishes how staff time will be allocated. Pae Line Item Change 302 Project Summary This was used as the basis for issuing the revenue bonds. Table Tigard staff responded to some of questions submitted by Commissioner Henschel. The questions are on file in the I" record. Vater Operating Budget 1. Page 171 "Effectiveness Measures"shows the 2012-2013goal decreasing to 60%. IIle suspect that is a typo and should read 90%. Mr. Goodrich relayed the 60-percent is an actual number and was correct; it demonstrates that more water customers are failing to meet cross connection requirements. Staff is investigating this trend. 2. Page 172: 11le were curious why one FTE is required for a Backflow Cross Connection Specialist. It seems like a lot. Mr. Goodrich reported Tigard monitors over 5,000 commercial and residential cross connection devices throughout the water service area. The FTE in question maintains and tracks testing data for these 5,000 devices. He also performs field site visits and inspections. Mr. Goodrich informed the board that the cross connection program is mandated by the state. 3. Page 172: Idle were curious why one FTF.for Environmental Programs Coordinator is coming from the water fund. One FTE seems excessive. Mr. Goodrich said the coordinator handles water quality (including the ASR program and sampling) and water conservation. Two years ago, the Water Division cut the number of coordinators from two to one. Mr. Goodrich assured the board that the current coordinator has plenty to do. Mr. LaFrance to point out items which represent changes from previous budget numbers or practices. Pae Line Item Change 351 40000 —Total Bond proceeds are shown in this line item. Balance ■ $2 million in a rate stabilization account. Funds can be used to supplement actual revenues—should those revenues fall short of projections. Commissioner Winn moved to recommend the Tigard Budget Committee proposed budget as presented to the Tigard City Council. Commissioner Barrett seconded the motion. Commissioner Winn clarified the IWB was not approving the budget, but was recommending that the proposed budget be forwarded to the Tigard City Council for action. The motion passed by unanimous vote of the commissioners present, with Commissioners Barrett,Jehnke, Radley and Winn voting yes. 6. Consider Malcing a Recommendation to the Tigard Budget Committee and the Tigard City Council on the City of Tigard's Water Capital Improvement Plan Budget The board did not take separate action on Tigard's Water Capital Improvement Plan. The plan was mentioned briefly in agenda item 6. 7. Discussion on Proposed Administrative Rules Mr. Goodrich noted that he had received comments on the administrative rules from Commissioner Henschel on behalf of the Tigard Water District (I'WD). These comments are on file in the IWB record. Mr. Goodrich proposed these comments be incorporated into the public review process. The comments will be reviewed by Tigard staff and, if appropriate, the rules will be revised. Commissioner Jehnke said the TWD made some good suggestions. Customers of the Portland Water Bureau west of the Willamette River are affected. Customers of Burlington Water District, Valley View Water District, Palatine Hills Water District, City of Tigard, Lake Grove Water District, and West Slope Water District are also affected. Customers of Tualatin Valley Water District, Southwood Water District and Raleigh Hills Water District are not affected. A routine sample was collected July 19, 2012, at the outlet of Reservoir 3 in Washington Park. Results received early Friday July 20 showed possible bacterial contamination. The reservoir was shut-off and follow- up samples were collected immediately. Results of these samples were available this morning. One of the follow-up samples tested positive for bacteria, the presence of which indicates that the water may be contaminated with human or animal wastes. All tap water within the defined area used for drinking, food preparation, and ice should be boiled at a full rolling boil for at least one minute. Ice or any beverages prepared with tap water after Thursday, July 19 should be discarded. The bacteria found were total coliforms and E.coli. These bacteria are found in the human digestive system and very few strains cause serious disease and illness. Although the specific strain of E. coli is not known, generally the worst strains that are associated with serious illness are rarely found in water supplies. Portland Water Bureau Administrator David Shaff said, "Although these bacteria are generally not harmful, their presence in drinking water could indicate harmful organisms might have entered the distribution system, so we are taking every precaution to protect our customers." The US Environmental Protection Agency has set an enforceable drinking water standard for total coliforms to reduce the risk of adverse health effects. Under this standard, all drinking water must be free of these bacteria. The Boil Water Notice is in effect immediately and customers will be notified when they no longer have to boil their water. Portland Water Bureau customers will be able to log on to www.portiandonline.com/water and type their address in the box provided to determine if their residence or business is in the Boil Water Notice area. What wasn't made clear was that three other municipalities that receive water through the City of Tigard were also affected: • Tigard Water District (serving the unincorporated Bull Mountain area near Tigard) • City of King City • City of Durhamr k The above three entities receive water from the City of Tigard through an Intergovernmental Agreement, and together with Tigard, mWWe,up the Tigard Water Service Area. However, many folks don't understand the dynamics of that IGA. I heard many comments from residents in the Tigard Water District area and in King City who thought that the Boil Water Notice didn't concern them because the Notice only mentioned the City of Tigard, and their specific jurisdictions weren't mentioned in the Notice. They kept drinking the water as they normally do, not understanding that their water also flows through the City of Tigard's system. Please change your procedures so that any time emergency water notices are released concerning the City of Tigard, that the above three jurisdictions are also expressly named in those notices.
