12/10/2009 - Minutes TIGARD PUBLIC LIBRARY BOARD MINUTES Thursday, December 10, 2009 Call to Order: 7:00 p.m. Roll Call Present at the meeting: Board members Scott Hancock, Richard Heath, Karen Levear, Linda Monahan, Jennifer Vasicek (left meeting at 8 p.m.) and Cecilia Nguyen (arrived meeting at 7:15 p.m.); Library Director Margaret Barnes and Executive Assistant Alison Grimes. Board Chair David Burke and Alternates Grace Amos and John Storhm were excused. In Burke's absence, Chair Pro-Tem Karen Levear chaired the meeting. Minutes The November 5, 2009 Board meeting minutes were reviewed and, there being no additions or corrections, were approved as read. Motion — Heath Second —Vasicek Burke — Excused Levear - Aye Hancock—Aye Monahan - Aye Heath —Aye Nguyen — Not present for vote Vasicek -Aye Agenda Additions and Deletions Moved Public Art (Item 10) to include with Library Operations (Item 6); moved City Council Goals (Item 8) to follow Library Operations (Item 6). Call to the Public Marianne Tanner, Youth Services Librarian, was introduced to the Board. Tanner has been with the Library since March of 2006, beginning as part-time and then moving to a full-time position in September 2007. Loving her work with kids, Tanner also selects picture and board books for the collection, hosts Book Babies, Pre-School Story Time and Pajama Story Time and serves on several library committees. Tanner read one of the children's favorite stories, The Doghouse, to the Board. Library Operations Barnes reviewed Circulation statistics, which continue to remain high (November's average daily circulation was the second highest count ever). November's programs - the Civil War game, A Christmas Story movie and the flute/violin/recorder program — were all well-attended. The Food for Fines drive starts its second year in December and the annual Mitten Tree is up and already half-filled with donations of scarves, mittens, gloves and hats. Public Artwork— the Friends of the Tigard Library received a large bequest, a portion of which they'd like to use to purchase artwork for the Library. Friend board members George and Yvonne Burgess found a piece of artwork in Newport, OR they felt would be nice for the Library. Barnes passed around the photo of the artwork— a wall sculpture approximately 46" x 51" displaying a map of the world and including latitude and longitude lines. The artwork is made exclusively of different types of wood. After reviewing the picture and discussing its pros and cons, the Board felt there was no appropriate or child-safe place to display the artwork piece and that it really was more appropriate for a corporate boardroom and did not fit the more nature-oriented artwork already on display in the Library. The Board supports the Friends desire to purchase unique, one-of-a-kind artwork for the Library but felt following a Request for Proposals process might be more effective. City Goals Every year City Council requests suggestions of citywide goals from every city-related board, which may or may not be incorporated in the final list. The goals do not necessarily need to relate to each board's specific activity. The various boards submit their Goals are to be submitted to City Administration by Monday, December 14. In order to meet the deadline, Barnes will provide previous suggested goals and include the 2010 operational levy and email it to Board members so they may discuss, via email, and submit their final suggested goals to Barnes by the 14th. The list will then be forwarded to City Council for their review. Library Policies Two policies the Board reviews annually, Internet Acceptable Use and Confidentiality of Library Records were discussed and reapproved by the Board. (requesting sentence clarification during the January 14, 2010 meeting) Motion: Monahan Second: Nguyen Burke — Excused Levear - Aye Hancock—Aye Monahan - Aye Heath —Aye Nguyen —Aye Vasicek—Aye WCCLS Update Beginning next year, WCCLS will be promoting the 2010 levy through multiple educational efforts, showing what the funding will provide. Other Business Library Trends — Barnes passed out an article from The Wall Street Journal regarding e- readers that discussed their popularity now but that they may become a dinosaur before we expect it. Adjournment: There being no further business, the meeting adjourned at 8:22 p.m. The next Library Board meeting is scheduled for Thursday, January 14, 2010 at 7:00 p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
