MINUTES
September 13, 2001
Call to Order: 7:00 p.m., by Chair, Anne Braun.
Roll Call: Anne Braun, David Chapman, Marvin Diamond, Gary Johnson and Jane
Smith. Staff: Margaret Barnes and Connie Martin.
Minutes: Braun noted a change to the minutes. Change Call to Order to read by Chair
Anne Braun and delete Chair Pro Tem. It was moved by Smith, and
seconded by Johnson to approve the minutes of July 12, 2001 as corrected.
Motion passed. Chapman abstained.
Agenda Additions and Deletions: Board will discuss October meeting date under Other
Business.
Call to the Public: None.
Introduction of Louise Meyers, Youth Services Specialist:
Each month, at the Board's request, a member of the library staff will be present to
discuss their area of operation. This month Barnes introduced Louise Meyers, the
Library's Youth Services Specialist. Meyers is new to the library staff, joining the library
in June from Multnomah County. Meyers is responsible for children's programs,
activities and collection in the children's and young adult areas. Meyers comes to the
Tigard Library with many years of experience, working with children. Before becoming
a children's librarian, Meyers was a preschool teacher and assisted with educational
classes with her background in early childhood. Meyers has also worked with teens
and highschoolers. One of the focuses for this area is to pay particular attention to the
growing population and look at the needs of the non-English speaking families. For
next year, the Youth Department is working on bringing in storytellers that perform
Spanish speaking programs. Another focus is on outreach to people that are not
coming into the library and families that do not read together. One way to reach this
group is to send storytellers out to the community. Meyers continues to work on
knowing which books the library should include in its collection and provides personal
assistance.
Reports: July and August Monthly Reports: Barnes reported there has been an
enormous amount of circulation activity in July and August. July and
August cires. were over 59,000 which was a significant increase over July
and August of 2000. This increase has had a tremendous impact on staff
and volunteers. End of Summer Reading Program was very successful.
Over 600 people attended the children's program and 150 the Young Adult
event. The Teen Summer Reading Program saw a 49 percent increase
over last year's program.
Friends of the Library Report: No report was given this month as the
President of the Friends, George Burgess was setting up for the Friends
Book Sale to be held September 14 and 15.
WCCLS Formula:
Barnes distributed reimbursement formula information. Tigard Library is receiving
$32,446 in reimbursement for collection expenditures. In the year 2002-03, the two
percent reimbursement assigned to open hours will be based on an hourly rate for each
open hour. Barnes reviewed with the Board sample formulas of what the formula may
look like. The Cooperative Library Advisory Board (CLAB) will make the final decision
with input from city managers. CLAB will meet again in October and November. In
November, CLAB will vote on a formula to be recommended to the cities. The
population of Tigard is 42,260; this number is reported to the State Library for record of
public service population figures.
New Tigard Library Construction Committee:
David Chapman reported that the Construction Committee meets with City Council on a
regular basis to provide updated information and to seek direction and approval on
various proposals. City Council supports the concept of a 47,000 square foot library
and a two-story structure. Council has also approved the allocation of $53,000 for BML
Architects to construct a 3 1/2 x 5 foot, 1/16 scale model of the proposed new library.
The cost of the actual model will be $15,000 with the remaining $38,000 to be set aside
for the conceptual design process of the proposed new library. The library is in the
process of discussing the public information campaign with BML Architects, the New
Tigard Library Construction Committee and, staff. City Council will determine if they will
seek a May or November 2002 election. Once the bond-measure passes, a Request for
Proposal (RFP) process will take place to hire a firm that will build the new library. The
New Tigard Library Construction Committee recently met with City Council to present its
recommendation of a site for the new library. Council approved and directed City staff
to pursue an option for purchase. The site chosen is a 14.7-acre site located on the
east side of Hall Blvd., near O'Mara Street. Library staff and the Construction
Committee are now in the process of working on the public information campaign by
scheduling presentations to various service organizations and community groups. Once
the model is completed, it will travel to these presentations. The Committee has also
completed Frequently Asked Questions (FAA's) for the public. Also, the Tigard Blast
survey results have come back with overwhelming support of a new library. Staff will
provide the Board with the results.
Internet Policv:
Discussion of the Internet Policy was postponed until the November meeting of the
Board. The policy needs to be reviewed by legal council.
Library Foundation:
The Foundation event held on September 12 was well attended. Barnes and
Foundation Board member Lorin Hoklin shared a powerpoint presentation with
attendees. There were lots of questions, one-on-one conversations and lots of interest
was generated. Diamond reported that this was a wonderful opportunity to meet groups
of individuals in hopes of expanding the Foundation group. The working group will meet
again September 19.
Board Communications:
Chapman commented on the lack of organization with the picture book collection.
Chapman stated that a friend continues to have problems when locating a specific book
by a specific author in the picture book collection. Barnes indicated that Trish Stormont,
the Library's Volunteer Coordinator is organizing a work party to reorganize this
collection of the children's area. The work party is scheduled for Saturday,
September 29 at 6 p.m. This should make looking for picture books much easier for
patrons.
Other Business:
• Barnes mentioned a conflict with the date of the October meeting and that the
meeting could be moved to October 18 or another member of the staff could be
present at the October 11 meeting. Board discussed. It was moved by Chapman
and seconded by Diamond to move the October Library Board meeting to Thursday,
October 18. Motion passed unanimously.
• Barnes also mentioned that the City of Tigard 40th Birthday celebration has been
rescheduled to Tuesday, September 25 from 4-6:30 p.m. There will be an
information table for the New Tigard Library Construction Committee. Barnes asked
if Board members would have time to spend at the information table.
Adjournment: It was moved by Diamond, and seconded by Smith to adjourn the
meeting at 8:34 p.m. Motion passed unanimously.
Next meeting is scheduled for October 18, 2001.
