MINUTES
June 10, 2004
Call to Order: 7:02 p.m.
Roll Call: David Burke, David Chapman, Sue Kasson, Brian Kelly, Ruthanne Lidman,
Jan Thenell and Suzan Turley. Staff: Margaret Barnes and Connie Martin.
New Board members David Burke, Brian Kelly and Ruthanne Lidman were present.
They were welcomed and introduced by the Board.
Minutes: Lidman noted a change in the minutes to reflect that July 31 is a Saturday, not
a Friday. It was moved by Kasson and seconded by Chapman to approve the minutes
with the correction. Motion passed unanimously.
Agenda Additions and Deletions: None.
Call to the Public: None.
May Monthly Report: Barnes reviewed with the Board the statistical portion of the
monthly report. Barnes indicated there is still a slight decline in circulation. However,
materials circulated per hour increased possibly by the reduction of operating hours
beginning July 2003.
Policies: The Board reviewed and discussed the following policies.
Interlibrary Loan Policy: After review, it was suggested a change be made to the last
sentence of the second paragraph to read "The Tigard Library limits patrons to 10 active
Interlibrary Loan requests at any one time in order to maintain the quality of service."
Board requested a copy of the Interlibrary Loan Code for Oregon Libraries. It was
moved by Thenell and seconded by Chapman to submit the Interlibrary Loan policy with
the sentence revision to the City Attorney for review. Motion passed unanimously.
Food and Beverage Policy: Staff made changes from suggestions at the May Board
meeting. The Board suggested using another word for Entryway. There was
discussion on the second bullet and was changed to read "All drinks must be in sturdy,
unbreakable spill-proof cups with sip-through lids as approved by the library." It was
moved by Chapman and seconded by Thenell to approve the change and send to the
City Attorney for review. Motion passed unanimously.
Gift Policy: Barnes presented samples of various donor giving categories that could be
added to the existing policy. Board discussed and reviewed. Board favored the version
from Hinsdale Public Library, Hinsdale, IL, but to identify only dollar amounts and levels
of recognition. No explanation would be needed. There was discussion of tracking the
accumulation of gifts. It was suggested to keep the consistency of working within the
specified donor categories. Barnes noted that changes would be made and brought
` back to the Board for additional review in July.
Library Card Policy: Barnes indicated the only change was to add a section referring
to library cards for children that relates to confidentiality and privacy. Board discussed.
It was moved by Thenell and seconded by Chapman to send the policy to the City
Attorney to review the addition stated. Motion passed unanimously.
WCCLS Levy: Barnes distributed statistical information from Eva Calcagno, WCCLS
Director regarding Measure 34-77 precinct results.
CLAB/LDB Meeting: At the Library Director's meeting, it was discussed how each
library would implement the reduction of operating funds due to the failure of Measure
34-77.
At the Cooperative Library Advisory Board meeting, member libraries were asked
questions regarding the possibility of placing an operational levy on the November 2004
ballot. There was a 50/50 vote in favor of a levy in November. Barnes directed a series
of questions to the Board and discussed the Board's thoughts that would be presented
back to CLAB members.
1. Will your library/jurisdiction support a November 2004 WCCLS levy request?
2. If your answer to #1 is No, but a majority of other members say Yes, would you go
along with the will of the group? (not just remain neutral, but actively do your part
to support the levy?
3. If the recommendation is to forego a November 2004 levy and wait until November
2006, how would that effect the short term decisions that your library/jurisdiction
might make?
New Library: Barnes presented the Board detailed information about existing and new
library events and activities. By July 6, the new library will be near completion. The
current library will close to the public Friday, July 16 at 5:00 p.m. A crew of movers will
relocate office furniture and equipment the weekend of July 17 and 18. On the evening
of July 30, the Foundation will host a fundraising event. The "Thank You" event is set
for Saturday, July 31. The soft opening is anticipated for Monday, August 2. The
"Grand Opening" event will be held Saturday, August 21. Barnes announced that the
engraved bricks have been put into place. The library staff will have approximately two
to three weeks to prepare for the opening. Library staff is planning displays for the
display cases.
With the failure of Measure 34-77, operational hours will be adjusted to accommodate
reduced funding. Starting August 29 for approximately 12 weeks, potential open hours
may look like this:
Monday-Thursday 10:00 a.m. to 8:00 p.m.
Friday 10:00 a.m. to 5:00 p.m.
Saturday 10:00 a.m. to 5:00 p.m.
Sunday Closed
These hours represent a total of 54 open hours. With Curtis Tigard's approval, $24,000
of Grace T. Houghton's bequest will be used for additional on-call hours for this 12-
week period. Several service desks; Reference desk, Children's desk, Welcome desk
and Circulation desk and proper closing procedures of the building will be continually
staffed. Staff will be unable to continually service the Young Adult Services desk.
Ethics Training: Ethics training in being offered to public officials. The Board will meet
for ethics training at 7:15 p.m. on Thursday, July 8. The Library Board will meet at
6:00 p.m. July 8 for their regular meeting.
Friends of the Library & Library Foundation: There will be a Foundation fundraiser at
the new library on July 30.
Board Communications: Turley presented Chapman with a Certificate of Recognition
from the Citizens of Tigard for his service to the library. Chapman's term expires
June 30.
Other Business: There was discussion of the Board holding an August meeting which is
typically not held in August. It was agreed by members to hold a meeting of the Board
August 12.
Adiournment: The meeting adjourned at 8:59 p.m.
Next meeting is scheduled for July 8, 2004 at 6:00 p.m. in the Red Rock Creek
Conference Room at City Hall, and ethics training to follow at 7:15 p.m.

SUBJECT: Library Monthly Report for June 2004
Personnel: Readers Services conducted several interviews this month for positions in
both Adult and Youth Services. The Library offered Laura Francillon and Jane Scott
part-time positions in Adult Services and Janet Weber a part-time position with Youth
Services. All three new employees will begin on July 29, after the move to the new
library. Our efforts to recruit a Young Adult librarian are still on-going.
The Library is currently recruiting for on-call positions in both Circulation and Readers
Services.
Technical Services: In June 1952 items were added to the collection and 554
bibliographic records were added to Polaris. The average number of days for items to
be cataloged and processed was 32. A total of 1440 items were placed "on order" and
3558 items were received. The average number of days from order submitted to being
placed was 1.63. The total number of materials withdrawn from the collection was 462.
The number of items added this month was a new record. Four of our volunteers
agreed to work more hours than usual in June to help catch up with the processing
backlog. The Opening Day materials were given the highest priority for processing
during June along with the usual Rush materials.
Adult Services: The major accomplishment this month has been the implementation
of Print Management through the SAM (time management) software beginning June 14.
Tigard Library is the first WCCLS library to implement this module so there were a few
glitches and challenges to resolve. Special recognition goes to Kathy Smith who
organized and guided the implementation, with the help of Linda Parker. With this
implementation, patrons are required to pay for print jobs prior to the actual printing.
The implementation of this system will eliminate the printing of unwanted and unpaid for
print jobs.
Reference Desk: Reference desk interactions for June totaled 5795. Of these
interactions 5274 were reference questions. This is minimal increase in both service
interactions and reference questions when compared with June 2003. Answering
reference questions accounts for 91% of the total service interactions.

Youth Services: The Summer Reading program has provided some exciting programs
for children throughout the summer. Plans are also underway for the Wagon Parade
which is scheduled for August 4.
Teens are also enjoying Summer Reading. The most popular Teen Summer Reading
program this month was the cartooning workshop, attended by 23 creative middle-
schoolers. This workshop was also the subject of a great article in the Oregonian.
Circulation: During June 57,570 items were checked out which is a 2.3% increase
over May 2003. Mondays and Tuesdays were the days with the highest checkouts,
averaging 2,504 and 2,349 respectively. 402 new library patrons were registered this
month, a 27.6% over June 2003.
Community-Service: Three individuals performed Community Service hours served in
June for a total of 41 hours. Of these three individuals, one was a Peer Court youth
serving 18 hours and two were serving 23 court ordered hours.
Cultural Passes: The passes were used 69 times this month. The Children's Museum
was the most popular destination with 17 checkouts. This month the library registered
28 new people for the pass program.
New Library: The majority of both the exterior and interior work is complete. The
parking lights are operational and the flags were up for Flag Day. The ceiling for the
Local History Room is scheduled to be installed in July. The punch-list was developed
this month and will be resolved in July. Both substantial completion and the issuance of
a temporary occupancy permit are scheduled to occur the week of July 5.
The Thank You event is scheduled for July 31 and the Grand Opening is scheduled for
August 21. Both Committees working on these two events are working at a fast paced
to have everything in place.
All of the library staff continues to prepare for the move event which will commence with
the closing of the library to the public on Friday, July 16 at 5:00 p.m.
Volunteers: This month volunteers donated 986.5 hours to the Library. These hours
represent approximately a decrease of 7.1% when compared with 2003. Several
existing volunteers have been working extra shifts during this busy time.

The free exchange of materials between local and national libraries is essential
to free access to information for patrons of the Library. It should not be seen as
a replacement of resources and collection development but as a way of providing
materials when local resources cannot meet those needs. As a responsible
borrower and lender, the Tigard Library will cooperate with the Interlibrary Loan
Code for Oregon Libraries and the standards set for Interlibrary Loan by the
Washington County Cooperative Library System.
Interlibrary Loan service is available to anyone with a valid Washington County
Cooperative Library System (WCCLS) borrower's card. There is no charge for
Interlibrary Loan Service except as the owning Library charges for photo-copy
service of journal or newspaper articles or to loan a particular item. The
requesting patron will be notified of any charges in advance in order to decide if
they wish to incur such charges. The Tigard Library limits patrons to 10 active
Interlibrary Loan requests at any one time in order to maintain the quality of
service.
The owning library determines the conditions of the loan. It may be required that
borrowed materials be used in the library only. Items owned by other
Washington County libraries will not be borrowed through ILL service, but
through the WCCLS daily courier service. It may be determined that an item
requested through ILL would be a valuable purchase for the Tigard Library. In
the event of purchase, the requesting patron will be placed first on a reserve list
for that item.

parents or guardians have fiscal responsibility for children under the age of 18.
The parent or guardian's name is required information on a child's library card, as
well as the birthdate of the child. The parent or guardian is issued a letter with an
explanation of library policies — including the need for the parent to have the
child's card or card number in order to access information on the child's library
record.
