MINUTES
March 6, 2003
Call to Order: 7:02 p.m., by Chair Braun.
Roll Call: Anne Braun, David Chapman, Marvin Diamond, Sue Kasson, Jeff Lawton
(arrived later), Jane Smith and Suzan Turley. Staff: Margaret Barnes and
Connie Martin.
Minutes: There was discussion and correction to the minutes under the Foundation
section. It was noted that the sale of Michael Allen Harrison tickets would be available
at the Friends of the Library book sale, not that the Friends would be selling tickets. It
was moved by Chapman and seconded by Diamond to approve the minutes of
February 13 as corrected. Motion passed unanimously.
Agenda Additions and Deletions: None.
Call to the Public: None.
Reports: February Monthly Report: The City has made a conditional offer to fill the
Readers Services Manager position. The candidate comes with
tremendous knowledge and experience of libraries. Circulation figures
this month were similar to 2002. The Library management group has
made the decision to develop a browsing, non-holdable, non-renewable
collection of DVDs. Check-out will be for seven days. The library will
implement this new procedure beginning the week of National Library
Week, April 7-12. Volunteerism appears to be down slightly. Barnes
reported on the New Library Site Master Plan meeting of February 26.
There was discussion of the acreage surrounding the building to be a part
of the Fanno Creek Trail system. Participants discussed what amenities
of the park might be on the site. Barnes also reported that staff continues
to meet with SRG to finalize building plans. Groundbreaking is set for-
May 17 at 10 a.m. Cultural Passes program is consistently very popular.
The Dr. Suess Read Across America- program-was-popular as well. The
Washington County Reads Pay It Forward author Catherine Ryan Hyde
will be present at a joint book discussion- group on April 9 with Tualatin
Public Library. The movie Pay It Forward, will be showing at TPL on
March 28.
CLAB/LDB Report: At the CLAB meeting, there was discussion of the
formula and current testing of the Polaris 3.0 release. Staff is assisting
with the testing of the Acquisitions and Circulation modules. There are
many enhancements to the staff side of the system. The new release
should be available to patrons sometime this summer. The Board

received an update on the Washington County Reads program. WCCLS
is conducting a fair amount of public relations for the program. There was
dispussion about the formula and the need for it to become resolved. A
consultant has been hired to assist with the development of a new
formula. The consultant will meet with each Library Director, City
Manager and Finance Director to understand what each city is requesting
of the new formula. Service population and assessed values are two
possible elements being considered for the new formula.
Patriot Act:
The City Attorney has reviewed the Patron Confidentiality Policy as it relates to the
Patriot Act and what it means to the library and staff. Staff discussed what the policy
and Patriot Act would mean for operations. They also reviewed library protocol and the
importance of confidentiality of patron records. Staff has been made aware of what to
do and say if approached by law enforcement. Board members read the Confidentiality
of Library Records Policy and discussed questions about the policy and procedures. It
was moved by Diamond and seconded by Lawton to approve and accept the Tigard
Public Library Confidentiality of Library Records Policy dated February 2003. Motion
passed unanimously.
New Library:
Chapman indicated that there was no additional information to report. The New Library
Resource Team will meet April 14.
Library Foundation:
Diamond indicated that the Nature's Bites for Books event raised approximately $1,700
and PGE has generously donated $1,000. Ticket sales and promotions for the Michael
Allen Harrison concert continue. Tickets can be purchased at the Circulation Desk and
at a local Bank of America.
Board Communications:
Chapman explained that when- he was using the-online catalog, he noticed. his name
disappeared from a particular holds list. He contacted Circulation and they were able to
return the hold to him.
Other Business:
• Barnes presented to the Board the idea of receiving Board meeting agenda
packets via e-mail. Board discussed and thought this would work. Staff will initiate
this new procedure for the April Board meeting.
• There was discussion of Board member terms expiring. Braun, Diamond and
Lawton terms will expire in June.

• The Library received a Request for Reconsideration form for the video "Eyewitness
Skeleton" as part of the Eyewitness series, originally of the DK series of books.
Library staff will meet and review the video and present their findings to the patron.
Adiournment: It was moved by Lawton, and seconded by Smith to adjourn the meeting
at 8:38 p.m. Motion passed unanimously.
Next meeting is scheduled for April 10, 2003.

Dear Mrs.Rouse:
Thank you for your recent request for reconsideration of the video Eyewitness Skeleton. We
encourage-parents to monitor and control their child's reading and viewing activities.As is our
standard policy, we formed a committee made up of.representatives from our Youth Services
department, Circulation,and the Reader Services Division Manager, to review the video. We each
watched the video for content,age suitability,and selection policy standards. We read reviews of the
book and the video and we met to discuss our conclusions.
The Eyewitness series,originally a series of books published by DK, was later made into a TV
series shown on PBS.The books are very popular with children who use them for school reports and
for entertainment..Reviews call the.books and videos masterpieces of a visual and entertaining style
that appeals to children age 8-12,as well as older peoples.The library owns many of the books and
videos.about a variety of subjects.
We agreed that the Skeleton video may not be suitable for three year olds, due to the subject matter
and the style, as well as the vocabulary and concepts presented. The part that you mention in,your
comments is a very short piece of the video,only about 20 seconds,after which they talk about the
structure of the eye and ear,and then there is a section called"The Making of the Skeleton"where
there is an explanation of how the video was made, which may help a young child understand the
moving skeleton:
The cover of the video shows the Tarot Card,and the description on the cover.does mention that the
skeleton is"the symbol of our deepest fears,and a miracle of engineering,"a valid part of the
information on skeletons.We recognize your concerns and we know that not all videos are suitable
for all ages. The juvenile area of the library, both books and videos,is aimed at children from
infancy to middle school which is a wide range.Due to the size of the library we are not able to have
a separate area for each level. It is our decision that the video is an important and useful tool for
-school age-children and educators,so-we-planto keep-it in our juvenile collection. -.--

.--We suggest that parents view the videos and read the books before showing them to their child to
determine if they are suitable, because you know your child better than anyone. You can always ask
the librarians for suggestions and guidance.There is a very nice series called The Human Body for
Children that may be more age-appropriate.Thank you again for your comments, and if we can be of
