Roll Call: Anne Braun, David Chapman, Marvin Diamond, Sue Kasson, Jeff Lawton, Jane Smith and Jan Thenell. Staff: Margaret Barnes and Connie Martin. Minutes: Chapman moved to approve and accept the minutes of January 17, seconded by Diamond. Motion passed unanimously. Agenda Additions and Deletions: None. Call to the Public: Mark Mahon introduced himself as the Chair for the Citizens for a New Tigard Library; the political action committee that is promoting the library bond measure. Introduction of Sandra Thorne. Circulation Supervisor: Barnes introduced Circulation Supervisor Sandra Thorne. Thorne has worked at the Tigard Library for 11 years and works primarily the evening and weekend shifts. Thorne indicated that since she was a child she had wanted to work in libraries. Her employment at the Tigard Library began when the library was .located on Main Street. Thorne's main duties include the day to day interactions and functions of the Circulation department. Thorne stated she has participated in many library events outside of her job duties. Introduction of Eva Calcagno, Manager of Washington County Cooperative Library Services: Barnes introduced Eva Calcagno, Director of the, Washington County Cooperative Library Services (WCCLS). Calcagno talked about the services each member library receives and distributed a handout outlining the overall operation and purpose of WCCLS. Calcagno highlighted the WCCLS Mission Statement, key points of the Mission Statement, history and timeline, structure and advisory boards. The handout outlined the three main functions of WCCLS: primary funding source for public library service, provides support to member libraries and provides direct service to special populations such as outreach efforts. The handout also highlighted what the role of each library is in the Cooperative, where WCCLS funding comes from, funding since Ballot Measures 47/50, future funding and what the proposed levy would do or provide. Friends of the Library Report: No report was given this month. Resorts: January Monthly Report: Circulation was the highest it has ever been with 60,647 cires.; a 15 percent increase from January 2001. The Library has recently hired a temporary ILL assistant. The Library will begin the interview process for the Young Adult Librarian position. Barnes stated that January was a very active month. Friday Night Music events in January and February were very popular. The Library conducted the annual survey this month. The results of the survey will be shared with the Board in March. Barnes announced that the Library Board's annual joint meeting with Council will be March 19 at 7:15 p.m. Barnes indicated that the School District will be giving a presentation on their proposed school bond measure to Council at 6:30 p.m. and that the Board is invited to attend. Board discussed what they might want to present to Council. Library Foundation: Diamond mentioned that since the Foundation changed their meeting dates to the second and fourth Tuesdays, a citizen was present and gave their input. The Foundation is planning future events. More information at the next meeting. New Tigard Library Construction Committee: The Site Master Plan Community Meeting is scheduled for Tuesday, March 5 at 7:00 p.m. At this meeting, citizens will be invited to discuss their views and ideas about the area surrounding the proposed new library. The model is touring around town. It will be at Washington Square Mall on Saturday, February 23 and again on Saturday, April 27. The Library worked with Tualatin Valley Cable Access to develop a 30-minute video about the library, past, present and future. The video will be available soon. Board Communications: None. Other Business: Braun commented on the spelling of O'Mara Street on the sample ballot. Board discussed. MEMORANDUM TO: Bill Monahan, City Manager FROM: Margaret Barnes, Director of Library Services"//W- DATE: March 8, 2002 SUBJECT: Library Monthly Report, February 2002 Personnel: Lori Williams and Rene Giroux were hired this month as on-call Library Assistants for Circulation. Sandra Thorne, Craig Carter, Cheryl Silverblatt and Louise Meyers all attended the two-day performance review training. Interviews were held for the Young Adult Librarian position. The two candidates will be returning in March to meet the staff. This month, Collection Development Specialist, Mara'Sani announced her retirement. Mara is planning to retire on April 271H Reference Services: February statistics indicate that the reference staff conducted a total of 4,967 service interactions with the public. These included 4,769 reference questions, 109 directional questions and 89 instances of assisting the public with technical problems with computers. With the installing of the software program "Deep Freeze," technical problems have dropped approximately 50%. Technical Services: In February, 1,304 items were added to the collection. There were 567 bibliographic records added to the Polaris database, and of these, six were original records. The average number of days for items to be cataloged and processed was 32, compared to 31 in January. Staff attended an all-day CatME workshop at WCCLS. Sandy Birkner has installed the CatME software and an OCLC searching tutorial on the Technical Services computers so that everyone can begin using the CatME cataloging software. Circulation: Circulation was up 19.37% over February 2001. Total checkouts for February were 54,746. The busiest day this month was Tuesday, February 19. Circulation for that day was 3,571, which translates to 310.5 checkouts per hour. This approaches the checkouts per hour of our busiest day, Sunday, which averaged 340 checkouts per hour. Web-based renewals continue to grow, with 478 renewals this month. Cultural Pass Program: February Cultural Pass use was 26. All of the passes were used this month except for the Washington County Museum. This month fourteen new people registered for this program. The Children's Museum continues to be the most popular cultural destination for our patrons. Network Services: The new Internet workstations continue to be a success. In addition to Internet access, Network Services has installed Office XP on all of these public workstations as well as the public word processing workstations. A new laser printer for the public has been installed .as well as a new laser printer for the staff workstations. New Library Construction Committee: Construction Committee members and staff gave a number of presentations about the proposed new library to a variety of organizations this month. The Committee also placed the architectural model on display at Washington Square. The Committee is also actively publicizing the Community meeting for the site master plan. This meeting is scheduled for March 5 at 7:00 p.m. in City Hall. Library staff working with TVCA staff have completed a thirty- minute video about the proposed new library: "The Tigard Public Library: Past, Present and Future?" This video is currently broadcasting on the TVCA cable channels. Library staff and TVCA staff are currently developing a second video about the library. This video is scheduled to broadcast in April and May. Youth Services: The new Little People Toddler Program continues to draw fifty people attending each week. Since this program is so popular, Louise Meyers, Youth Services Specialist is considering adding another session. The Preschool Storytime and Crafts programs also continue to be popular. This month a total of 697 people participated in the Youth Services programs. Volunteers: The total volunteer hours this month is a 12.4% increase in donated hours when compared to the total volunteer hours for February 2001. Twelve training sessions for new Circulation volunteers were held this month. This month, Trish oriented twenty new volunteers. These volunteers are working primarily in shelving. Others are processing new materials, searching for books on hold and checking in books and videos. Meeting was held on March 14, 2002. 2. Current activities: The Board continues to meet a different staff member at each meeting to learn about their role within the library. However, for March they did not have the opportunity to meet with a staff member. The Board met with City Council on March 19 for their annual joint meeting. Some of the library activities Board members talked about were: children's programs, the library survey results, career and business resources, circulation and volunteering, special collections, the impact reading has on young people and a New Library Construction Committee update. 3. Status of long-term projects: The Board continues to play an important role in the efforts for the proposed new library. Board members were present at the March 5 Site Master Plan meeting. Areas discussed were: Transportation, Parks/Open Space, Site Improvements and Environmental Education/Wetlands. The Committee and Board received lots of feedback on land and traffic issues. Board members are also volunteering to accompany the model to several locations within the City over the next few months. 4. Number of volunteer hours contributed this month: The Library Board donated 3 hours for the meeting,but then met with City Council on March 19. 5.
