MINUTES
February 8, 2007
Call to Order: 7:01
Roll Call: Marvin Diamond, Brian Kelly, Cecilia Nguyen, Scott Libert, Jan Thenell
Karen Levear. Staff: Margaret Barnes and Kathy Vincent.
Minutes: It was moved by Libert and seconded by Thenell to approve the minutes of
January 11, 2007 as written. Motion passed unanimously.
Agenda Additions and Deletions: None
Call to the Public: Kelly read a letter from Gene Clair, President of the Tigard Library
Foundation. Clair reported the Foundation is still proceeding to identify and recruit
members. In March, the foundation is planning an Estate/Legacy seminar with a
certified financial planner.
Visit with Employee — Craig Carter. Barnes introduced Craig Carter, Circulation
Manager. Carter has been with the Library for almost 8 years starting as a part time
Circulation assistant and rapidly moving into Circulation Supervisor. Last year Carter
applied for and received the Circulation Manager position. Carter discussed his goals
for the department.
Monthly Report for February 2007: Barnes distributed the monthly statistics for
January, 2007. Once again, Circulation was at the top of the list. A new family program
titled Prime Time Family Reading Time is an award-winning reading and storytelling
series based on illustrated children's books. This program was made possible through a
grant from the Meyer Foundation and is a cooperative endeavor with Washington
County Cooperative Library Services and the Friends of the Tigard Library. The
program is designed specifically for under—served families with children aged six to ten.
The sessions will be in English and Spanish. Dogs and Tales continue to draw
beginning readers through grade five. Both programs were well attended and very
appreciated by the patrons. Nikky Wiles was selected as Employee of the Month for the
City of Tigard. Wiles was recognized for her efforts in training of the volunteers and
assuming "Person in Charge" duties. Wiles also received the Circulation Traveling
Trophy for December. Barnes spoke briefly on the art dedication in January and the
positive comments from patrons. The AARP free tax help sign-ups are quickly being
filled. Tigard received an award for 100 Best Cities for Young People." Barnes
distributed two pie charts showing the broadband usage group and Tigard Library's
wireless and public internet usage.
Annual Patron Survey: The survey began on Sunday February 4, 2007. The Survey is
available in the Cityscape, on the web page and on the public internet stations.
In addition to the table display in the lobby there is also a lap top available with both an
English and Spanish version.
Performance Audit: Barnes distributed a copy of the Tigard Public Library Performance
Audit. Barnes briefly discussed the findings and recommendations and suggested the
board take home and review. Barnes favorite recommendation was number four—
Continue the annual library surveys. This recommendation is cited as a commendable
practice and is comparatively rare in public libraries but is essential to maintaining
responsive services. Jeanne Goodrich, the consultant, will provide a fifteen minute
overview to the City Council workshop on Tuesday, February 20, 2007 at 6:30 p.m.
Barnes invited board members to attend.
WCCLS Update: Barnes distributed the finalized two page allocation distribution. The
2007-2008 Adjusted Reimbursement for Tigard is $2,196,844. Tigard has the most
internet usage. We are third in collection development and reference transactions.
Annual Joint Meeting with City Council: The annual Joint Meeting with the Tigard City
Council will take place on Tuesday, March 20, 2007 at either 6:30 or 7:00 p.m. Barnes
and the board discussed various topics to cover. The finalized suggestions were
divided into four areas: 1. Facility maintenance and enhancement of building and
investment. This category will include public art displays, new technology (wireless)
and the Fireside Coffee Corner. 2. Annual Patron Survey. This section will show the
correlation between the levy and the addition of hours as indicated in the green card
handout. 3. Programs. This section will highlight 100 Best Cities for Young People and
the numerous adult and children's programs. 4. Retrospective. Diamond will share a
historical perspective of the last seven years as a library board member.
Library Policies: Due to the late hour, this discussion will be carried over for the
March 8t". Library Board meeting.
Other Business: Kelly reported on the Tigard Library Foundation's by-laws. According
to the by-laws, there is a dedicated seat for a member of the library board. After
discussion, it was agreed the library board chair would be the representative and this
duty will automatically become part of the chair's responsibilities. The chair will act only
as a representative with no voting rights and will not impact the ability to achieve a
quorum. Libert shared an article in "Fortune Magazine" titled "On Demand Books".
Barnes also announced this would be the last meeting for Vincent. Barnes and the
board expressed gratitude for her help with the board. The new executive assistant,
Allison Grimes will start on February 14. Grimes bring many years of government
experience and will be an excellent addition to the staff.
Adjournment: The meeting adjourned at 8:45 p.m.
The next meeting is scheduled for March 8, 2007 at 7:00 p.m. in the Conference Room
at the New Tigard Library, 13500 SW Hall Blvd.
