BOARD MINUTES
Thursday, October 18, 2007
Call to Order: 7:03 p.m.
Roll Call
Present at the meeting: Brian Kelly, Chair; Board members Scott Libert, Karen Levear,
Cecelia Nguyen, new Board member Richard Heath; Library Director Margaret Barnes,
and Alison Grimes, Executive Assistant. Jan Thenell was excused.
Minutes
The September 13, 2007 Board meeting minutes were reviewed and, there being no
additions or corrections, the minutes were approved as read.

Introduction of New Board Member
Richard Heath, the new Board member, was introduced. Preferring to be called "Dick",
Heath told the Board he has had an interest in reading and books since he was a child.
As the Financial Aid Administrator at Linfield College, Heath looks forward to serving on
the Board and having the opportunity to give something back to the community.
Heath's Board appointment runs from July 1, 2007 through June 30, 2011. It was also
noted that Jennifer Vasicek was appointed Library Board Alternate. A resident of
Tigard, Vasicek is currently employed by KeyBank. Her term is effective July 1, 2007
through June 30, 2009.
Call to the Public
Visit with Employee — Steve Rauch, Library Services Supervisor in Adult Services, is
one of the newer additions to Library staff. Working in public libraries for the last 12
years, Rauch feels libraries are crucial to the development of youth. Steve recently
assumed the lead position regarding the Library's Inventory project. He noted that 80%
of the adult non-fiction books have been inventoried, with a low 1% of books not
accounted for. Rausch is pleased to be a part of the Tigard Library team and looks
forward to a long relationship.
Also briefly attending the meeting was Dante Stone and his mother. Stone, from
Tualatin, is working on his "Citizenship to the Community" merit badge for Boy Scouts
and attended the Library Board meeting to see what they were like. Stone and his
mother left after approximately 35 minutes.
Monthly Reports for September, 2007
The monthly statistics for September, 2007 were reviewed. With the introduction of
"Chuck", the new self-check machine, the patron self-check-out count skyrocketed with
14,705 check-outs logged for the month or 17.5% of the total number of check-outs for
September. Average daily circulation is still high — 84,037 versus 69,056 in September
2006.
Fall Programs
Barnes briefly reviewed some of the Library's upcoming fall programs — children's and
young adult book discussions, decorating with fall flowers, a Civil War presentation, an
English chatter group and a multitude of computer classes are just a few of the
programs already held or scheduled for the remainder of October, November and
December.
WCCLS Update
Barnes informed the Board that she provided the Tigard Rotarians a demonstration of
the WCCLS web site today during their noon meeting and said they were quite
impressed with the ease of searching for and finding books. Several Rotary members
obtained a Tigard library card after the meeting.
Other Business
The parking lot construction is getting close to completion. The wrong pavers were
removed and replaced and landscaping has been completed. The City Engineer has
been measuring various areas for striping — approximately 8 parallel slots will be on
Wall Street for overflow parking and the striping within the new parking lot area will be
redone to accommodate as many standard-sized vehicles as possible.
Barnes handed out a brochure explaining "Prime Time"; a program the Tigard Library,
partnering with WCCLS, has implemented for children aged 6 — 10. Begun as a pilot
program in 1991 in Louisiana, "Prime Time" is an eight-week program of reading,
discussion and storytelling at public libraries and other locations. The program
encourages lifelong reading.
Nguyen asked about the CCI (Community for Citizen Involvement) meetings as she
heard it was no longer necessary to attend. Several Board members mentioned that it
was sometimes difficult to attend the meetings. Levear suggested a representative from
the Board attend the CCI meetings on a quarterly basis, instead of every other month,
so the attendee would be current on what had happened the month before. It was
decided to put this topic on the November agenda for further discussion.
A flyer was placed in each member's folder regarding the Library Foundation's "Last
Blast" Brick Sale. A limited number of bricks are available for purchase for $50 each
which includes engraving of up to three lines, with 17 characters per line. The bricks
will be engraved in the spring. Forms are available in several locations at the Library or
by contacting Jackie Dirksen.
Adjournment: There being no further business to come before the Board, the meeting
adjourned at 8:20 p.m.
The next Library Board meeting is scheduled for Thursday, November 8, 2007 at 7:00
p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
