BOARD MINUTES
Thursday, December 9, 2010
Call to Order: 7:03 p.m.
Roll Call
Present at the meeting: Board members Richard Heath, Linda Monahan, Cecilia
Nguyen and John Storhm, Library Director Margaret Barnes and Executive Assistant
Alison Grimes. Grace Amos was absent and David Burke and Jennifer Vasicek were
excused. Chair Pro Tem Richard Heath chaired the meeting in Burke's absence.
Minutes
The November 10, 2010 Board meeting minutes were reviewed and, there being no
additions or corrections, were approved as read.

Library Foundation Board Update was added.
Call to the Public
Terri Smith, Senior Library Assistant, Youth Services, was tonight's staff guest. First as
a patron, then a volunteer and finally an employee, Smith has been with the Library for
over 20 years. She is now seeing the children she read to 20 years ago bringing in their
children to Storytime. Well-known by her colleagues to be creative and frugal, Smith
enjoys her job immensely and tries to evoke the love of reading in the children she
meets. Her love of her job shows; Smith recently received recognition from the school
district for her outreach to students.
Library Operations
November's stats were distributed and reviewed. Several patron comments regarding
parking or other issues were discussed. Although the building recently passed its 6 '/2
year mark, patrons still comment about how new everything looks. Barnes also noted
that several staff are off or will soon be off on maternity leave, which will slightly affect
operations.

Foundation Update
Monahan, Chair of the Library Foundation Board, presented an overview of the
Foundation and what it does. Focusing on long-term capital investments, the
Foundation is in the process of developing a website and new brochures. After receiving
a $5,000 grant, matched by the Friends, the Foundation requested proposals for a
potential Library branch feasibility study. Monahan passed out invitations for a wine-
tasting fundraiser January 15 and she noted that a Spring, 2011 ice cream social is also
planned. Both events are not only for fundraising purposes but also to recruit members
for the Board.
City Council Goals
Each year City Council requests the top three of four goals from each Board. Barnes
handed out last year's City Council Goals as a refresher and requested new goals to
submit for 2011. Some of the Boards ideas:
➢ Libraries in schools
➢ Maintain all existing services, staffing and programming for all City departments
➢ Promote community building and citizenship engagement in all forms
As the goals are requested by Council by the end of next week, Heath will email Board
members to flesh out the goals and will email the results to Barnes.
Policy Review
Barnes handed out chronological listings of all the various policies reviewed by the
Board and their most recent date of review/approval. Members were asked to review
the list and suggest three to five of the policies they'd like to review and/or update
during the January meeting. Board members were also requested to bring their
manuals to the January meeting.
By-Laws Update
The Board reviewed the latest by-laws which combined the model as suggested by City
Council and the Library Board by-laws. Several changes were suggested by the Board,-

oard;Grimes will make the changes and provide a clean copy for the January meeting.
Code of Conduct
Barnes handed out copies of the letters Board members will, but have not yet, received
from City Council regarding Code of Conduct. Board members are welcome to turn in
their signed letters at the next Board meeting.
WCCLS Update
Barnes noted that the WCCLS formula will be redone in the Spring.

Other Business
• Library Trends - None.
• Monahan noted that she will be teaching class January, February and March and
will not be able to attend Board meetings those months.
Adjournment: There being no further business, the meeting adjourned at 8:34 p.m.
The next Library Board meeting is scheduled for Thursday, January 13, 2011 at 7:00
p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
