BOARD MINUTES
Wednesday, November 10, 2010
Call to Order: 7:03 p.m.
Roll Call
Present at the meeting: Board members Chairman David Burke, Richard Heath, Linda
Monahan, John Storhm, Jennifer Vasicek (and Desmond), Library Director Margaret
Barnes and Executive Assistant Alison Grimes. Grace Amos and Cecilia Nguyen were
excused.
Minutes
The October 14, 2010 Board meeting minutes were reviewed and, there being no
additions or corrections, were approved as read.

Agenda Additions and Deletions
Add Levy Recap to Library Operations.
Call to the Public
Nikki Wiles, one of Circulation's Library Assistants, was tonight's staff guest. With
Tigard Library for over 17 years, she spoke about the changes she's seen over the
years. Nikki trains new staff and volunteers and writes procedures. Working hard to
make things easier for patrons, Nikki really enjoys her job.
As Jennifer Vasicek was leaving the meeting at about 7:45, several agenda items
needing discussion were rearranged to accommodate the available time frame.
Around 7:45 p.m., the Board was surprised to receive a phone call from Scott Hancock,
a Library Board member currently deployed in Afghanistan. Members chatted with
Hancock for about ten minutes before ending the call and returning to the agenda.
Code of Conduct
Barnes distributed copies of the City's Code of Conduct for Boards, Commissions and
Committees that was recently approved by City Council. Library board members will be
receiving individually mailed copies requiring their signature for the Board's review.

By-Laws Review
Draft copies of model by-laws developed using the CCAC and Tree Board by-laws were
distributed for the Board's review. Reviewed by City Council, individual Boards will use
this model as a guide for their specific by-laws. A copy of the current by-laws, the
model by-laws and the Library Board's revised by-laws will be emailed to members
before the December meeting.
Library Policies Review
Barnes asked if the Board wished to begin the annual review of Library policies in
January, spreading the review of various policies over several months. A master list of
the policies needing review will be forwarded to the Board. Board members were asked
to bring their manuals to the January meeting when they will go through the full policies
list to choose their order of preference for reviews.
WCCLS Update
Barnes briefly discussed the recent levy results and possible impact on the Tigard
Library. She also distributed booklets created by WCCLS: Connecting People, Books
and Resources.
Library Operations
The statistical report for October was reviewed. Circulation remains high and
attendance at recent programs still reflects a cautious economy — over 260 people
attended the Krystallnacht program and Skype classes still remain popular. Several
staff were among the many different service groups present at a recent Compassion
Clinic, hosted by Tigard High School. They answered questions and provided
information ranging from the variety of programs offered to computer classes, job
search information, databases, computer labs offering Spanish translations and a
multitude of kids' programs.

The next Library Board meeting is scheduled for Thursday, December 9, 2010 at 7:00
p.m. in the Conference Room at the Tigard Public Library, 13500 SW Hall Blvd.
